A United States Coast Guard approved lifesaving ring having an outside diameterof f ifteen t o t wenty-four i nches (15”-24”), firmly attached t o a one -quarter i nch t o t hreeeighthsinch (¼"- ⅜”) diameter throwing rope that is as at least 100 feet (100’) in length shallbe pr ovided a nd hun g i n a c onspicuous l ocation. A n ope rable, ha rd-wired, w eatherprooftelephone, with direct 9 11 access o r capability installed in a conspicuous location shall b ereadily ava ilable t o bathers at all time s. Directions to the telephone l ocation m ust beconspicuously posted if the telephone is not readily visible to bathers.j.) Signage. A s ign with simply s tated r ules a nd s afety guidelines f or ba thers s hall beconspicuously posted. The lettering shall be a minimum of three quarter inch (3/4”). A signstating “EMERGENCY 911” shall be posted at the telephone. A lternatively, the telephonemay be equipped with 911 s peed dial access. W here no l ifeguard is on d uty, signs shall beposted in a conspicuous location at the entrance(s) to the natural bathing area <strong>and</strong> within thenatural bathing area stating, in clear legible letters at least four inches (4”) high, “WARNING- NO LIFEGUARD ON DUTY.”k.) Solid waste disposal. Adequately s ized, covered <strong>and</strong> lined trash r eceptacle(s) s hall beprovided within the natural bathing area. The container(s) shall be emptied when necessary<strong>and</strong> maintained in a sanitary condition.k.) Prohibited bathing. Bathing s hall not be allowed if the w ater is e xcessively tu rbid,contains harmful contaminants, or during electrical storms. Night swimming is prohibited.Part 38 New Equipment, Construction <strong>and</strong> MaterialsThe de partment m ay allow t est grants, c onditional c onstruction pe rmits or c onditionalpermits <strong>for</strong> new designs, new equipment, new materials, or new processes proposed <strong>for</strong> useor installation in new or existing pools, if satisfactory proof is submitted to the departmentthat sound engineering <strong>and</strong> public health principles are complied with as determined by thedepartment. P er<strong>for</strong>mance g uarantees s hall be required. C onditional pe rmits s hall r equiresatisfactory per<strong>for</strong>mance in the field <strong>for</strong> a defined time to be established by the departmentbe<strong>for</strong>e a final permit is issued. T he department reserves the right to revoke any temporarypermit i f s atisfactory p er<strong>for</strong>mance c annot be de monstrated in accordance w ith the cur rentpolicy <strong>and</strong> procedures addressing new products <strong>and</strong> processes <strong>and</strong> this article.Part 39 Right of RefusalBecause of the infinite variations in the design, installation <strong>and</strong> operational conditions of allpools, health officials must look beyond this article to uncover any special problems whichmay be uni que t o the pa rticular f acility be ing ev aluated. Where ade quate s t<strong>and</strong>ards do no texist <strong>and</strong> this article does not provide sufficient direction <strong>for</strong> consideration of innovation in<strong>Cobb</strong> <strong>and</strong> <strong>Douglas</strong> <strong>County</strong> Public Health<strong>Douglas</strong> <strong>Rules</strong> <strong>and</strong> Regs <strong>for</strong> <strong>Swimming</strong> <strong>Pools</strong>47
