T his article contains r egulations e stablishing m inimum s t<strong>and</strong>ards governing t he us e a ndmaintenance of swimming pools <strong>and</strong> structures; establishing minimum st<strong>and</strong>ards governingsupplied ut ilities a nd f acilities a nd ot her ph ysical t hings, a nd conditions e ssential to makeswimming pools <strong>and</strong> surrounding premises safe, sanitary <strong>and</strong> fit <strong>for</strong> human use; establishingminimum s t<strong>and</strong>ards g overning t he c ondition a nd m aintenance of s wimming pool s a ndstructures; defining certain responsibilities <strong>and</strong> duties of owners, operators <strong>and</strong> attendants ofswimming pools; authorizing the inspection of swimming pools <strong>and</strong> structures <strong>and</strong> providing<strong>for</strong> the condemnation of all swimming pools <strong>and</strong> structures deemed unfit <strong>for</strong> human use.b.) T he pu rpose of t his a rticle i s t o pr ovide ba sic a nd uni <strong>for</strong>m s t<strong>and</strong>ards governing t heconstruction <strong>and</strong> maintenance of swimming pools <strong>and</strong> related structures <strong>and</strong> premises locatedwithin <strong>Douglas</strong> <strong>County</strong>, G eorgia. S uch pur pose f urther pr ovides t he e stablishment ofreasonable safeguards <strong>for</strong> the safety, health <strong>and</strong> welfare of the attendants <strong>and</strong> users thereof<strong>and</strong> of the general public.Part 3 DefinitionsFor the purposes of this article, certain terms <strong>and</strong> words are hereby defined. T he followingwords, terms <strong>and</strong> phrases, when used in this article, shall have the meanings ascribed to themin this section, except where the context clearly indicates a different meaning:“Ab<strong>and</strong>oned pool” m eans a pool w hich t he ow ner a nd/or p ermit hol der ha s pe rmanentlyceased using (usually resulting in a nuisance) or a pool upon w hich the pool contractor orbuilder has ceased construction.“Approved” m eans ac cepted or acc eptable t o the de partment ba sed on a de termination ofcon<strong>for</strong>mity with this article <strong>and</strong> principles, practices <strong>and</strong> generally recognized st<strong>and</strong>ards thatprotect public health.“Article” means “The <strong>Rules</strong> a nd R egulations <strong>for</strong> S wimming P ools” a s a dopted b y the<strong>Douglas</strong> <strong>County</strong> Board of Health.“Artificial swimming lagoon” means an artificial body of water with more than 20,000 squarefeet of water surface area that is intended to be used by persons <strong>for</strong> swimming or bathing <strong>and</strong>that is constructed with special features to imitate a natural bathing place.“Barrier” means a f ence, w all, bui lding w all, or c ombination t hereof, w hich c ompletelysurrounds the pool area <strong>and</strong> effectively obstructs access into the pool area.“Bather” means a ny pe rson, w earing ba thing a ttire, us ing a pool , s pa, hot t ub or ot her<strong>Cobb</strong> <strong>and</strong> <strong>Douglas</strong> <strong>County</strong> Public Health<strong>Douglas</strong> <strong>Rules</strong> <strong>and</strong> Regs <strong>for</strong> <strong>Swimming</strong> <strong>Pools</strong>3
