Should a ny s ection or pr ovision of t his article be de clared by a cou rt of com petentjurisdiction to be invalid or unconstitutional, such decision shall not affect the validity of thearticle as a w hole nor any p art t hereof ot her t han t he pa rt s o de clared t o be i nvalid orunconstitutional. A ll rules and regulations, or parts thereof, which conflict with this article,are repealed.f.)
