SECTION I<br />

PERSONNEL MANAGEMENT<br />

I.1 Organization<br />

Personnel management is a responsibility of the Vice President of Business Services who is assisted in this<br />

responsibility by the personnel of the Office of Human Resources and Finance and Accounting<br />

Departments. The recruitment and selection of professional and support staff is decentralized to the extent<br />

that other administrators assist in identifying and interviewing prospective members of their respective<br />

staffs.<br />

I.2 Purpose<br />

The purpose of personnel management is to assist the <strong>College</strong> in achieving its objectives by obtaining the<br />

best-qualified employees for each authorized position and to administer the payroll, benefits programs, and<br />

personnel records of all employees.<br />

I.3 Initial Employment<br />

Upon notification of a staff vacancy, the appropriate administrator will coordinate with the Vice President<br />

of Business Services for recruitment and screening of applicants. All applicants will be required to<br />

complete a written application to which résumés and other biographical background information shall be<br />

attached. Applicants should be aware that all references will be checked and a thorough background<br />

investigation will be conducted. Qualified candidates will be interviewed by the appropriate administrator.<br />

The selected applicant will be appointed by means of an appointment letter in the case of professional<br />

employees and by a personnel order for other employees. Hourly-paid (non-exempt) employees are<br />

appointed for an indefinite period, and either the employee or the <strong>College</strong> may terminate the employment at<br />

any time. Such termination may be with or without cause. Appointments and orders for employment are not<br />

final until the background check has been completed and reviewed.<br />

I.4 Employment Classification<br />

Employees of <strong>Flagler</strong> <strong>College</strong> are classified as either “exempt” or “non-exempt.” This is necessary because,<br />

by law, employees in certain types of jobs are entitled to overtime pay for hours worked in excess of forty<br />

(40) hours per work week.<br />

I.5 New Employee Orientation<br />

All new employees hired by <strong>Flagler</strong> <strong>College</strong> are required to go through New Employee Orientation with the<br />

Office of Human Resources. During this time, benefits, retirement, payroll, and other important<br />

information will be shared with the new employee. In addition, the new employee will be given his or her<br />

Staff Personnel Handbook. Employees will be given the opportunity to ask any questions they may have<br />

regarding the material presented. When the employee returns to his or her area of assignment, it is the<br />

responsibility of his or her supervisor to review the handbook and return the Acknowledgement on page 34<br />

to the Office of Human Resources within (5) working days. All the information collected from the<br />

employee during New Employee Orientation will remain in his or her personnel file.<br />

I.6 Identification Cards<br />

New employees are required to obtain an employee ID card/photo ID. A new employee can obtain this ID<br />

from the Office of Campus Safety & Security on the main floor of the Rotunda. This ID should be obtained<br />

immediately following completion of orientation or soon thereafter. There is no charge for replacement in<br />

case of loss.<br />

<strong>Flagler</strong> <strong>College</strong> at its option, may change, delete, suspend or discontinue parts or the policy in its <br />

entirety, at any time and without prior notice. In the event of a policy change, employees will be notified. <br />

Any such action shall apply to existing as well as future employees. <br />
