Per measured parameter (BOD, COD, suspended solids, nitrogen and phosphorus) the difference is determined between the biologically treated pollutant load and the residual pollutant load that is discharged after biological treatment. The different is the removed pollutant load, expressed in 1,000 tonnes/year. STANDARDS FOR TREATED DOMESTIC WASTEWATER The treated waste water (effluent) must meet certain standards, which depend on the size of the agglomeration for which the plant was built. Up to 2004 these norms were a copy of the European standards, imposed via the European Urban Wastewater Directive. At the Flemish level they were made stricter by a Vlarem amendment during 2004 and 2006. Aquafin monitors five parameters: biological oxygen demand (BOD), chemical oxygen demand (COD), total nitrogen, total phosphorus and suspended solids. The biological oxygen demand indicates how much oxygen bacteria need to be able to break down the organic pollutant load in 5 days’ time at 20° C in 1 litre of treated wastewater. When BOD values are high the bacteria develop so fast that there is a risk that through their respiration all oxygen in the water will be used. The chemical oxygen demand indicates how much oxygen is needed to fully oxidize the pollutant load present. The parameter suspended solids provides a measure for the suspended (non-dissolvable) solids that may remain in the treated wastewater. Too much nitrogen and phosphorus in the water produces an explosive algae growth. At night, these algae remove oxygen from the water creating difficulties for fish, aquatic plants and other organisms. Services beyond the scope of the agreement with the Flemish Region The Minister of the Environment encourages Aquafin to valorise its expertise with the municipalities and industry in Flanders as well as abroad. Thanks to the custom work that we do for our clients, we have become the biggest player in the municipal segment. Cities and smaller municipalities are increasingly choosing an agreement with Aquafin, sometimes in conjunction with a drinking water company. Aquafin's subsidiary Aquaplus has become well-known in Belgium over the past year for the operation of industrial water treatment. Outside Belgium, we have cast our net further with the establishment of ASEWater Technologies, a joint venture with a partner from India. RELIABLE PARTNER FOR THE EXPANSION AND MANAGEMENT OF THE MUNICIPAL WATER-TREATMENT INFRASTRUCTURE In order to comply with the Water framework directive, the municipalities are expecting capital spending in the amount of nearly €7 billion. Part of that (€0.7 billion) has been taken over by the Region via the Local Pact with the municipalities. But the remaining projects still require massive capital investments, for most of which the municipalities do not have the required technical expertise in-house. Since the end of 2004, Aquafin has been permitted to compete with the other sewer operators in the municipal market. Municipalities may choose for a direct concession agreement with Aquafin or join one of the cooperative ventures that Aquafin has entered into with Vivaqua, VMW (RioAct and Rio-P) and TWVW and AWW (rio-link). In March, Aquafin joined rio-link by acquiring one third of the shares. The other shares are held by water-link cvba. In that way, the previous cooperation between AWW and Aquafin (under the RI-ANT name) can be valorised further within rio-link. Operationally, rio-link works in two business units, with the unit in Antwerp being responsible for sewage management of the sanitation partners of AWW and the team in Ghent for the sanitation partners of TMVW. In 2011, one new concession started up and three municipalities decided to take out expanded Rio-Totaal contracts with different modules. Three municipalities joined RioAct and two municipalities joined Rio-P. One municipality ended its collaboration with Aquafin. At the beginning of 2012, 87 cities or smaller municipalities had entered into a contract with Aquafin, either directly or in combination with another party. Report of the Board of Directors 13
