PROPOSED RESOLUTION<br />

RESOLUTION PROPOSING AN AMENDMENT TO THE COOK COUNTY<br />

VEHICLE POLICY ORDINANCE<br />

WHEREAS, <strong>the</strong> <strong>Cook</strong> <strong>County</strong> area has been designated as an area <strong>of</strong> non-attainment <strong>of</strong> suitable air<br />

quality and ozone standards by <strong>the</strong> United States Environmental Protection Agency partially due to <strong>the</strong> air<br />

pollution emissions <strong>of</strong> standard combustion engine vehicles within its boundaries; and transportation,<br />

specifically <strong>the</strong> combustion <strong>of</strong> fossil fuels in our vehicles, is <strong>the</strong> single largest source <strong>of</strong> human-made<br />

greenhouse gases; and<br />

WHEREAS, <strong>the</strong> President and <strong>Board</strong> <strong>of</strong> <strong>Commissioners</strong> <strong>of</strong> <strong>the</strong> <strong>County</strong> <strong>of</strong> <strong>Cook</strong> have been charged with<br />

<strong>the</strong> responsibility <strong>of</strong> impacting awareness and attempting drastically reduce <strong>the</strong> inhibitors <strong>of</strong> Greenhouse<br />

Gas Emissions and Air Pollution; and<br />

WHEREAS, <strong>the</strong> accumulation <strong>of</strong> greenhouse gases and criteria pollutants in <strong>the</strong> atmosphere are forming<br />

extremely high levels <strong>of</strong> ozone and are adding to <strong>the</strong> global warming; and detrimentally effecting persons<br />

with respiratory and cardiovascular related ailments and<br />

WHEREAS, current technology has developed green vehicles that achieve higher miles per gallon with a<br />

lower emission levels <strong>of</strong> harmful air pollutants at comparably price levels to older vehicles; and<br />

WHEREAS, <strong>the</strong> Green Score grading system designed by <strong>the</strong> American Council for an Energy-Efficient<br />

Economy (ACEEE) rates <strong>the</strong> overall environmental impact <strong>of</strong> vehicles is user-friendly and makes <strong>the</strong><br />

selection <strong>of</strong> a green vehicle less complex; and<br />

WHEREAS, a strictly enforced Low Emission Green Vehicles purchasing mandate will objectively<br />

reduce <strong>the</strong> amount <strong>of</strong> greenhouse gas and air pollution emitted from <strong>Cook</strong> <strong>County</strong> fleet vehicles, reduce<br />

<strong>the</strong> expenditure for gasoline and save <strong>Cook</strong> <strong>County</strong> thousands <strong>of</strong> dollars yearly; and<br />

NOW, THEREFORE, BE IT RESOLVED, by <strong>the</strong> President and <strong>Board</strong> <strong>of</strong> <strong>Commissioners</strong> <strong>of</strong> <strong>the</strong><br />

<strong>County</strong> <strong>of</strong> <strong>Cook</strong>, State <strong>of</strong> Illinois, that <strong>the</strong> President and <strong>Board</strong> <strong>of</strong> <strong>Commissioners</strong> support an amendment<br />

to <strong>the</strong> Vehicle Steering Committee Ordinance and enforce a 100% purchasing requirement <strong>of</strong> Low<br />

Emission Green Vehicles to reduce <strong>the</strong> tonnage <strong>of</strong> greenhouse gas emissions and improve air quality for<br />

<strong>the</strong> residents <strong>of</strong> <strong>Cook</strong> <strong>County</strong>;<br />

BE IT FURTHER RESOLVED, that <strong>the</strong> <strong>County</strong> Clerk is hereby authorized and directed to forward a<br />

certified copy <strong>of</strong> this resolution to <strong>the</strong> Office <strong>of</strong> <strong>the</strong> <strong>Cook</strong> <strong>County</strong> Assessor.<br />

ARTICLE VIII. COUNTY VEHICLE POLICY<br />

Sec. 2-672. Responsibilities <strong>of</strong> elected <strong>of</strong>ficials, departments, and employees and assignment <strong>of</strong> Vehicle<br />

Coordinator.<br />

(a) Bureau chiefs, department heads, and elected <strong>of</strong>ficials are responsible for ensuring that Vehicle<br />

Steering Committee policies and procedures are administered and adhered to by employees within <strong>the</strong>ir<br />

<strong>of</strong>fices.<br />

(b) Vehicle Coordinator:<br />

(1) Each Elected Official or Department Head will designate one employee to be <strong>the</strong> Vehicle<br />

Coordinator for <strong>the</strong> <strong>of</strong>fice. On January 1 <strong>of</strong> each year, <strong>the</strong> name, title, email address, and telephone<br />

number <strong>of</strong> <strong>the</strong> Vehicle Coordinator shall be filed with <strong>the</strong> Chairman <strong>of</strong> <strong>the</strong> Vehicle Steering Committee.<br />

The Coordinator may be asked to attend meetings <strong>of</strong> <strong>the</strong> Vehicle Steering Committee as required to<br />

review purchase requests, department inventories, review vehicle use issues, and o<strong>the</strong>r matters pertaining<br />

to this article.
