Air contaminant means and includes, but is not limited to <strong>the</strong> following: dust, soot, mist, smoke,<br />

fumes, fly ash, vapor, corrosive gas, or o<strong>the</strong>r discharge, and any o<strong>the</strong>r airborne material or substance that<br />

is <strong>of</strong>fensive, nauseous, irritating, or noxious to human health and welfare or to o<strong>the</strong>r animal life and/or<br />

plant life.<br />

Air contaminant source means any and all sources <strong>of</strong> emission capable <strong>of</strong> emitting any air<br />

contaminant, whe<strong>the</strong>r privately or publicly owned or operated. Without limiting <strong>the</strong> generality <strong>of</strong> <strong>the</strong><br />

foregoing, this term includes all types <strong>of</strong> businesses, commercial and industrial plants, works, shops and<br />

stores, heating power plants and stations, buildings and o<strong>the</strong>r structures <strong>of</strong> all types, including single and<br />

multiple family residences, apartment buildings, <strong>of</strong>fice buildings, hotels, restaurants, schools, hospitals,<br />

churches, vehicles, garages, vending and service locations and stations, railroad locomotives, ships, boats<br />

and o<strong>the</strong>r waterborne craft, portable fuel-burning equipment, incinerators <strong>of</strong> all types, both indoor and<br />

outdoor, refuse dumps and piles, and all stacks and o<strong>the</strong>r chimney outlets and any o<strong>the</strong>r openings from<br />

any <strong>of</strong> <strong>the</strong> foregoing.<br />

Air pollution means presence in <strong>the</strong> outdoor atmosphere <strong>of</strong> one or more air contaminants in sufficient<br />

quantities and <strong>of</strong> such characteristics and duration as to be injurious to human, plant or animal life or to<br />

property, or which unreasonably interfere with <strong>the</strong> enjoyment <strong>of</strong> life and property.<br />

Air Pollution Episode Action Plan. See Episode Action Plan.<br />

Air quality standard means ambient air quality goal, established by Federal, State, or local<br />

governmental agencies, for <strong>the</strong> purpose <strong>of</strong> protecting <strong>the</strong> public health and welfare.<br />

ANSI means <strong>the</strong> American National Standards Institute or its successor bodies.<br />

Architectural coating means any coating used for residential or commercial buildings or <strong>the</strong>ir<br />

appurtenances, or for industrial buildings which is site applied.<br />

ARI means <strong>the</strong> Air Conditioning and Refrigeration Institute or its successor bodies.<br />

ASHRAE means <strong>the</strong> American Society <strong>of</strong> Heating, Refrigeration, and Air Conditioning engineers or<br />

its successor bodies.<br />

ASME means <strong>the</strong> American Society <strong>of</strong> Mechanical Engineers or its successor bodies.<br />

ASTM means <strong>the</strong> American Society <strong>of</strong> Testing Materials or its successor bodies.<br />

Ashes shall include cinders, fly ash, or any o<strong>the</strong>r solid material resulting from combustion, and may<br />

include unburned combustibles.<br />

Atmosphere means all spaces outside <strong>of</strong> buildings, stacks or exterior ducts.<br />

Atmospheric pollution means <strong>the</strong> discharging from stacks, chimneys, exhausts, vents, ducts,<br />

openings, buildings, structures, premises, open fires, portable boilers, vehicles, processes, or any o<strong>the</strong>r<br />

source, <strong>of</strong> any smoke, soot, fly ash, dust, cinders, dirt, noxious or obnoxious acids, fumes, oxides, gases,<br />

vapors, odors, toxic or radioactive substances, noise, waste, particulate, solid, liquid or gaseous matter, or<br />

any o<strong>the</strong>r materials in such place, manner or concentration as to cause injury, detriment, nuisance, or<br />

annoyance to <strong>the</strong> public, or to endanger <strong>the</strong> health, comfort, repose, safety or welfare <strong>of</strong> <strong>the</strong> public, or in<br />

such a manner as to cause or have a natural tendency to cause injury or damage to business or property.<br />

Atmospheric pollution source means any and all sources <strong>of</strong> emission <strong>of</strong> any type <strong>of</strong> atmospheric<br />

pollution, whe<strong>the</strong>r privately or publicly owned or operated. Without limiting <strong>the</strong> generality <strong>of</strong> <strong>the</strong><br />

foregoing, this term includes all types <strong>of</strong> business, commercial and industrial plants, works, shops and<br />

stores, heating power plants and stations, buildings and o<strong>the</strong>r structures <strong>of</strong> all types, including single and<br />

multiple family residences, apartment buildings, <strong>of</strong>fice buildings, hotels, restaurants, schools, hospitals,<br />

Authorized representative means any individual, firm or corporation designated by a person who shall<br />

be given authority to act for such "person" in all matters pertaining to <strong>the</strong> <strong>County</strong> Department <strong>of</strong><br />

Environmental Control. Such authorization shall be transmitted to such Department in writing.<br />

Automobile and/or truck sales lot means any land area used or intended to be used for <strong>the</strong> display<br />

and/or sale <strong>of</strong> passenger automobiles and/or commercial vehicles.<br />

Boat shall include, but shall not be limited to all ships, vessels, boats, floating equipment, floating<br />

structures, or any device operating, existing, anchored, or moored upon <strong>the</strong> surface <strong>of</strong> <strong>the</strong> water.<br />

British Thermal Unit means <strong>the</strong> quantity <strong>of</strong> heat required to raise one pound <strong>of</strong> water from 60 degrees<br />

Fahrenheit to 61 degrees Fahrenheit (abbreviated B.T.U. or BTU).<br />

Building fires. The term, "a new fire being built," means <strong>the</strong> period during which a fresh fire is being<br />

started and does not mean <strong>the</strong> process <strong>of</strong> replenishing an existing fuel bed with additional fuel.<br />

Carbonaceous fuel means any form <strong>of</strong> combustible matter, ei<strong>the</strong>r solid, liquid, vapor, or gas,<br />

consisting primarily <strong>of</strong> carbon containing compounds in ei<strong>the</strong>r fixed or volatile form which are burned<br />

primarily for <strong>the</strong>ir heat content.<br />

Chimney shall include, but shall not be limited to any conduit, duct, vent, or flue, arranged to conduct<br />

any products <strong>of</strong> combustion into <strong>the</strong> atmosphere. It does not include breeching.
