Rozwoju klastrów w województwie pomorskim uzależniony jest w dużej mierze od przyjętego systemu wydatkowania funduszy strukturalnych. Współfinansowane mogą być projekty służące rozwojowi danego klastra w takich obszarach jak: budowa infrastruktury laboratoryjnej, realizacja projektów badawczo-rozwojowych, tworzenie systemów certyfikacji, promocja i umiędzynarodowienie, analizy rynkowe, generowanie i przetwarzanie informacji, budowa infrastruktury edukacyjnej i tworzenie nowych programów nauczania oraz szkolenia i doradztwo. Przyjęty „Regionalny Program Wspierania Klastrów dla Województwa Pomorskiego na lata 2009-2015” zakłada możliwość finansowania działań związanych z tworzeniem i rozwojem klastrów w ramach poddziałania 1.5.2 „Wsparcie regionalnych procesów proinnowacyjnych” Regionalnego Programu Operacyjnego dla Województwa Pomorskiego na lata 2007-2013 i w ramach poddziałań 8.1.1, 8.1.2 i 8.2.1 Programu Operacyjnego Kapitał Ludzki. Dwa spośród dziesięciu zidentyfikowanych klastrów realizują działania w obszarze energii odnawialnej, w pozostałych przypadkach nie można dokonać pogrupowania. Świadczy to o równomiernym rozłożeniu zainteresowania klastrami we wszystkich kluczowych branżach województwa. „Regionalny Program Wspierania Klastrów” zakłada również wspieranie tworzenia klastrów określanych mianem subregionalnych 5 i potencjalnych sieci technologicznych, które przy odpowiednim wsparciu merytorycznym i finansowym będą mogły w przyszłości stać się klastrami kluczowymi, na których region województwa pomorskiego, zgodnie z przyjętą strategią, budować będzie swoją przewagę konkurencyjną. Development of clusters in the Pomeranian Province depends, to a large extent, on the adopted system of expending structural funds. Co-financing may cover projects aimed at development of a given cluster in areas such as: construction of laboratory infrastructure, execution of research-development projects, creation of certification systems, promotion and internationalization, market analyses, generation and processing of information, construction of educational infrastructure and creation of new curricula, as well as training and consulting. The adopted „Regional Program for Support of Clusters in the Pomeranian Province for the Period 2009-2015” assumes the possibility of financing actions related to creation and development of clusters under subaction 1.5.2 „Support for Regional Pro-innovative Processes” of the Regional Operational Program for the Pomeranian Province for the years 2007-2013 and under subactions 8.1.1, 8.1.2 and 8.2.1 of the Operational Program „Human Capital”. Two from among ten identified clusters have been conducting activities in renewable energy area, other clusters cannot be classified. It proves an even distribution of interest in clusters in all key industries of the Province. „Regional Program for Support of Clusters” assumes also support for creation of clusters determined as subregional 5 and potential technological networks, which, with relevant substantive and financial support, may become key clusters in the future, on which the region of the Pomeranian Province, in accordance with the adopted strategy, will build its competitive advantage. 5 Klastry subregionalne (lokalne) – inicjatywy klastrowe mające potencjał lokalnych i subregionalnych ośrodków rozwoju. 5 Subregional (local) clusters – cluster initiatives having potential of local subregional centers of development. 7
