Invitation for Bids<br />
Re: Supply and Installation of Laboratory Equipment for<br />
<strong>Ghana</strong> Standards Board (GSB)<br />
Bid Ref: 1405301/02/03/ICB/01/11<br />
1. The Millennium Challenge Corporation (“MCC”) and <strong>the</strong> Government of <strong>Ghana</strong> (<strong>the</strong><br />
“Government” have entered into a Millennium Challenge Compact for Millennium<br />
Challenge Account assistance to help facilitate poverty reduction through economic<br />
growth in <strong>Ghana</strong> (<strong>the</strong> “Compact”) in <strong>the</strong> amount of approximately Five Hundred and<br />
Forty Seven Million USD (“MCC Funding”). The Government, acting through The<br />
Millennium Development Authority (“MCA Entity” or “Purchaser”), intends to apply a<br />
portion of <strong>the</strong> MCC Funding to eligible payments under a Contract for which this<br />
Invitation for Bids (“IFB”) is issued. Any payments made under <strong>the</strong> proposed contract<br />
will be subject, in all respects, to <strong>the</strong> terms and conditions of <strong>the</strong> Compact and related<br />
<strong>document</strong>s, including restrictions on <strong>the</strong> use of MCC funding and conditions to <strong>the</strong><br />
disbursements of MCC funding. No party o<strong>the</strong>r than <strong>the</strong> Government and <strong>the</strong> Purchaser<br />
shall derive any rights from <strong>the</strong> Compact or have any claim to <strong>the</strong> proceeds of MCC<br />
Funding.<br />
2. The Compact Program includes reduction of rural poverty through targeted agricultural,<br />
transportation-related and social infrastructural interventions. The Compact identifies<br />
three key objectives to advance <strong>the</strong> overarching goal of poverty reduction via economic<br />
growth: 1) increase productivity and business skills of small and medium sized farmers,<br />
both men and women, and <strong>the</strong>ir employees via activities described within <strong>the</strong> Compact’s<br />
“Agricultural Development Project”, 2) reduce transportation costs between target<br />
production centres and national, regional, and global markets, via activities described<br />
within <strong>the</strong> Compact’s “Transportation Infrastructure Development Project”, and 3)<br />
improve critical social services by providing additional water supply, sanitation and<br />
education facilities in select districts, via activities described within <strong>the</strong> Compact’s “Rural<br />
Services Development Project”.
3. This IFB follows <strong>the</strong> General Procurement Notice that appeared in dgMarket on 15 July,<br />
2010 and on <strong>the</strong> UNDB Online website and in <strong>the</strong> local media; Daily Graphic and<br />
<strong>Ghana</strong>ian Times.<br />
4. The Purchaser now invites Sealed Bids for <strong>the</strong> provision of <strong>the</strong> goods and related services<br />
referenced above (“Bids”). More details of <strong>the</strong> goods and related services are provided in<br />
<strong>the</strong> Schedule of Requirements.<br />

The Bid Document and <strong>the</strong> Contract(s) to be awarded are for <strong>the</strong> Supply and<br />
Installation of Microbiology Lab Equipment, Pesticide Residue Labs<br />
Equipment and O<strong>the</strong>r Labs equipment.<br />
In view of <strong>the</strong> specialist nature of <strong>the</strong>se requirements, it is imperative that<br />
Bidders have <strong>the</strong> capability to supply and where necessary undertake or<br />
organise and be responsible for installation and training, as detailed in this<br />
Bidding Document. The List of Goods and <strong>the</strong> Delivery Schedule with respect<br />
to each Lot, is detailed in Form SR1 and Appendix C of this Bid Document.<br />
5. This IFB is open to all eligible entities or persons (“Bidders”) who wish to respond.<br />
Bidders may only associate with each o<strong>the</strong>r in <strong>the</strong> form of a Joint Venture or under a Sub-<br />
Contractual Agreement to complement <strong>the</strong>ir respective areas of supply and to enhance<br />
<strong>the</strong>ir capacity to carry out <strong>the</strong> supply of goods and <strong>the</strong> provision of required services; so<br />
long as any Association is formed or Sub-Contract is entered into in accordance with <strong>the</strong><br />
bidding <strong>document</strong> associated with this IFB.<br />
6. The goods and related services, and <strong>the</strong> Contract expected to be awarded, have been<br />
divided into Lots and Bidders are permitted to bid for all or any of <strong>the</strong> complete<br />
Lots. The criteria relating to <strong>the</strong> allocation of multiple Lots will be at <strong>MiDA</strong>’s<br />
discretion.<br />
7. A Supplier will be selected under <strong>the</strong> International Competitive Bidding Method, <strong>the</strong><br />
evaluation procedure for which is described in Sections of <strong>the</strong> Bidding Document<br />
associated with this IFB, in accordance with <strong>the</strong> “MCC Program Procurement<br />
Guidelines” which are provided on <strong>the</strong> MCC website: www.mcc.gov.<br />

9. This IFB will be placed on <strong>the</strong> Purchaser’s website at www.mida.gov.gh and prospective<br />
Bidders interested in submitting a Bid should submit an e-mail, giving full contact<br />
details, to ckpgh@charleskendall.com and info@mida.gov.gh.<br />
10. A Pre-Bid Meeting will not be held.<br />
11. The closing time for receipt of Bids is 21 st February 2011 at 10:00 hours (local time)<br />
local time in <strong>Ghana</strong>. Bids received after this time and date shall not be considered and<br />
will be returned unopened. Bidders should be aware that distance and customs formalities<br />
may require longer than <strong>the</strong> anticipated delivery time.<br />
12. All Bids must be accompanied by a Bid Security (as required) in <strong>the</strong> manner and amount<br />
specified in <strong>the</strong> Bid Data Sheet.<br />
13. Bids will be opened in public, in <strong>the</strong> presence of Bidders’ and/or <strong>the</strong>ir representatives.<br />
