Invitation for Bids
Re: Supply and Installation of Laboratory Equipment for
Ghana Standards Board (GSB)
Bid Ref: 1405301/02/03/ICB/01/11
1. The Millennium Challenge Corporation (“MCC”) and the Government of Ghana (the
“Government” have entered into a Millennium Challenge Compact for Millennium
Challenge Account assistance to help facilitate poverty reduction through economic
growth in Ghana (the “Compact”) in the amount of approximately Five Hundred and
Forty Seven Million USD (“MCC Funding”). The Government, acting through The
Millennium Development Authority (“MCA Entity” or “Purchaser”), intends to apply a
portion of the MCC Funding to eligible payments under a Contract for which this
Invitation for Bids (“IFB”) is issued. Any payments made under the proposed contract
will be subject, in all respects, to the terms and conditions of the Compact and related
documents, including restrictions on the use of MCC funding and conditions to the
disbursements of MCC funding. No party other than the Government and the Purchaser
shall derive any rights from the Compact or have any claim to the proceeds of MCC
Funding.
2. The Compact Program includes reduction of rural poverty through targeted agricultural,
transportation-related and social infrastructural interventions. The Compact identifies
three key objectives to advance the overarching goal of poverty reduction via economic
growth: 1) increase productivity and business skills of small and medium sized farmers,
both men and women, and their employees via activities described within the Compact’s
“Agricultural Development Project”, 2) reduce transportation costs between target
production centres and national, regional, and global markets, via activities described
within the Compact’s “Transportation Infrastructure Development Project”, and 3)
improve critical social services by providing additional water supply, sanitation and
education facilities in select districts, via activities described within the Compact’s “Rural
Services Development Project”.

3. This IFB follows the General Procurement Notice that appeared in dgMarket on 15 July,
2010 and on the UNDB Online website and in the local media; Daily Graphic and
Ghanaian Times.
4. The Purchaser now invites Sealed Bids for the provision of the goods and related services
referenced above (“Bids”). More details of the goods and related services are provided in
the Schedule of Requirements.
The Bid Document and the Contract(s) to be awarded are for the Supply and
Installation of Microbiology Lab Equipment, Pesticide Residue Labs
Equipment and Other Labs equipment.
In view of the specialist nature of these requirements, it is imperative that
Bidders have the capability to supply and where necessary undertake or
organise and be responsible for installation and training, as detailed in this
Bidding Document. The List of Goods and the Delivery Schedule with respect
to each Lot, is detailed in Form SR1 and Appendix C of this Bid Document.
5. This IFB is open to all eligible entities or persons (“Bidders”) who wish to respond.
Bidders may only associate with each other in the form of a Joint Venture or under a Sub-
Contractual Agreement to complement their respective areas of supply and to enhance
their capacity to carry out the supply of goods and the provision of required services; so
long as any Association is formed or Sub-Contract is entered into in accordance with the
bidding document associated with this IFB.
6. The goods and related services, and the Contract expected to be awarded, have been
divided into Lots and Bidders are permitted to bid for all or any of the complete
Lots. The criteria relating to the allocation of multiple Lots will be at MiDA’s
discretion.
7. A Supplier will be selected under the International Competitive Bidding Method, the
evaluation procedure for which is described in Sections of the Bidding Document
associated with this IFB, in accordance with the “MCC Program Procurement
Guidelines” which are provided on the MCC website: www.mcc.gov.

9. This IFB will be placed on the Purchaser’s website at www.mida.gov.gh and prospective
Bidders interested in submitting a Bid should submit an e-mail, giving full contact
details, to ckpgh@charleskendall.com and info@mida.gov.gh.
10. A Pre-Bid Meeting will not be held.
11. The closing time for receipt of Bids is 21 st February 2011 at 10:00 hours (local time)
local time in Ghana. Bids received after this time and date shall not be considered and
will be returned unopened. Bidders should be aware that distance and customs formalities
may require longer than the anticipated delivery time.
12. All Bids must be accompanied by a Bid Security (as required) in the manner and amount
specified in the Bid Data Sheet.
13. Bids will be opened in public, in the presence of Bidders’ and/or their representatives.
