The antisubmarine warfare (ASW) capabilities consist<br />

<strong>of</strong> a combination <strong>of</strong> ASW torpedos. missiles and ASW<br />

rocket systems (Udav-I with 40 anti-submarine rockets<br />

and two RBU-IOOt) anti submarine rocket launchers with<br />

102 rockets). Three Ka-27pl Helix ASW shipbornc<br />

helicopters, capable <strong>of</strong> operating at a distance <strong>of</strong> up to 200<br />

km from the ship, further enhance the class's ASW and<br />

SSM targeting capabilities.<br />

It can be anticipated that the Project 1144.1 ships.<br />

USHAKOV. LAZAREV and NAKHIMOV. may be reequipped<br />

with advanced electronics and new AD<br />

capabilities already found on PIOTK VELIKII<br />

If plans to bring the three USHAKOV class CGNs into<br />

operational status come to fruition then changes in the<br />

composition <strong>of</strong> their deployment may also occur In<br />

particular. PIOTR VELIKII may be transferred to the<br />

Pacific. Currently the Russian Pacific Fleet has two missile<br />

cruisers in its order <strong>of</strong> battle: the non-operational<br />

ADMIRAL LAZAREV and Ihc Moskva (ex. Slaval class<br />

Varyag (Table I.). Both ships are based in Fokino<br />

(Shkotovo-17 i naval base, situated some 65 km south <strong>of</strong><br />

Vladivostok, principal home-port <strong>of</strong> the Fleet's large<br />

surface combatants.<br />

PIOTR VELIKII. initially hull! for the Pacific Fleet and<br />

even manned with the crew from the Pacific, was<br />

anticipated to join the fleet by 1997 However, after sea<br />

trials in 1996 it was transferred to the Northern Fleet. The<br />

likely reason for this transfer was the concern <strong>of</strong> the<br />

Russian military and political leadership about the<br />

weakening stale <strong>of</strong> the Northern Fleet, in particular when<br />

both USHAKOV and NAKHIMOV became nonoperational.<br />

The Northern Fleet has become increasingly<br />

important in the system <strong>of</strong> Russia's defence in Europe,<br />

especially after NATO's eastward expansion. But w ilh the<br />

prospective return <strong>of</strong> USHAKOV and NAKHIMOV into<br />

operational service in two-three years lime, the transfer <strong>of</strong><br />

PIOTR VELIKII looks like becoming a reality. Still, the<br />

refit and the return into operation <strong>of</strong> only one USHAKOV<br />

class CC.N. ADMIRAL LAZAREV. will significantly<br />

increase the combat potential <strong>of</strong> the Russian Pacific Reel,<br />

by up to 17*.<br />

If the plans to bring hack to serv ice <strong>of</strong> all the Ushakovs<br />

becomes reality. Russia will he able to retain a significant<br />

blue-water capability for some lime. Ships <strong>of</strong> this class w ill<br />

probably slay wilh the Russian <strong>Navy</strong> unlil 2015-2020.<br />

when they will be replaced w ith a new-generation <strong>of</strong><br />

missile cruisers (the "Squadron Surface Ship" project!,<br />

design work on which is already underway.<br />

Sovremenny arrives<br />

in China<br />

The PLA N (Peoples Liberation Army<br />

<strong>Navy</strong>) has jaken delivery <strong>of</strong> the first<br />

<strong>of</strong> two Russian SOVREMENNY class<br />

DDGs.<br />

The arrival <strong>of</strong> HANGZHOU<br />

heralds a significant leap in capability<br />

for the Chinese. The Sovremenny's<br />

more noteworthy armament consists<br />

<strong>of</strong> eight supersonic sea-skimming SS-<br />

N-22 'Sunburn' ASMs and two<br />

launchers for 44 SA-N-7 Gadfly'<br />

SAMs. giving the Chinese their first<br />

area air defence capability.<br />

The deal between China and<br />

Russia for the two ships was signed in<br />

(RAF)<br />

late 1996 and is estimated to be worth<br />

US$8(X) million. It is probably no<br />

coincidence that earlier in 1996 the<br />

Chinese faced <strong>of</strong>f against two US<br />

CBGs over its live missile firings near<br />

Taiwan and that the Sovremenny's<br />

were originally intended as anti-US<br />

towards China from I IK* Baltic lor the first time.<br />

carrier platforms using the SS-N-22<br />

"Sunburn".<br />

Both <strong>of</strong> the new ships were initially<br />

ordered for the Russian <strong>Navy</strong><br />

but financial problems suspended<br />

work.<br />

HANGZHOU will be joined at<br />

the end <strong>of</strong> the year by the second<br />

Sovremenny with talks already<br />

underway with Russian <strong>of</strong>ficials for<br />

three more.<br />

WESTRALIA back<br />

at sea<br />

After 19 months alongside at<br />

HMAS STIRLING, the underway<br />

replenishment vessel HMAS<br />

WESTRALIA has rejoined the<br />

<strong>Australia</strong>n Fleet. WESTRALIA<br />

completed contractor's sea trials <strong>of</strong>f<br />

the Western <strong>Australia</strong>n coast on<br />

22 December and is now fully<br />

operational.<br />

The ship was seriously damaged<br />

in a tragic engine room fire <strong>of</strong>f the<br />

Western <strong>Australia</strong>n coast on May 5.<br />

1998. which claimed the lives <strong>of</strong> four<br />

members <strong>of</strong> the ship's company.<br />

Big changes for <strong>Navy</strong><br />

VADM David Shackleton has<br />

announced that the <strong>Navy</strong> is about to<br />

embark on the most significant<br />

structural reforms since its formation.<br />

It will see the formation <strong>of</strong> seven<br />

Force Element Groups (FEGs) and a<br />

new command known as Systems<br />

Command.<br />

Also announced was more<br />

responsibility for senior sailors.<br />

Warrant Officers and Chief Petty<br />

Officers are to be appointed as<br />

executive <strong>of</strong>ficers <strong>of</strong> the RAN's heavy<br />

landing craft. This plan may later be<br />

extended to the patrol boat fleet.<br />
