Chapter II<br />

United States Special Operations Command (CDRUSSOCOM), is the JFP for special<br />

operations forces (SOF). The Commander, USSTRATCOM, is designated as the joint<br />

functional manager for intelligence, surveillance, and reconnaissance (ISR) and associated<br />

processing, exploitation, and dissemination forces and missile defense forces.<br />

3. Chairman of the Joint Chiefs of Staff<br />

As the principal military advisor to the President, National Security Council, and<br />

SecDef, the CJCS is assigned specific supervisory and joint operation planning<br />

responsibilities in the areas of strategic direction, strategic planning, and joint operation<br />

planning. The CJCS’s responsibilities most directly related to deployment operations<br />

include the following:<br />

a. Prepares joint logistic and mobility plans to support strategic plans and recommends<br />

the assignment of logistic and mobility responsibilities to the Services IAW those plans.<br />

b. Reviews joint OPLANs, ensuring conformance with policy guidance from the<br />

President and SecDef.<br />

c. Prepares joint logistic and mobility plans to support joint OPLANs, recommends the<br />

assignment of logistic and mobility responsibilities to the Armed Forces IAW those logistic<br />

and mobility plans, and ascertains the logistic support available to execute the CCDR’s<br />

general war and joint OPLANs. The CJCS will also review and recommend to SecDef<br />

appropriate logistic guidance for the Services that, if implemented, will result in logistic<br />

readiness consistent with approved plans.<br />

d. Advises SecDef on critical deficiencies and strengths in force capabilities identified<br />

during the preparation and review of OPLANs and assesses the effect of noted deficiencies<br />

and strengths on meeting national security objectives, policies, and strategic plans.<br />

e. Prepares integrated plans for military mobilization.<br />

f. Participates, as directed, in the preparation of multinational plans for military action<br />

in conjunction with the other nations’ armed forces.<br />

g. Oversees the activities of the CCMDs upon assignment by SecDef. Such assignment<br />

does not confer any command authority on the CJCS and does not alter the responsibilities of<br />

the CCDRs.<br />

h. Reviews the plans and programs of CCDRs to determine their adequacy, consistency,<br />

acceptability, and feasibility for the performance of assigned missions.<br />

i. Provides guidance and direction to the CCDRs on aspects of C2 that relate to the<br />

conduct of operations.<br />

j. Performs as the global force manager to integrate the force management processes<br />

(assignment, apportionment, and allocation of joint forces).<br />
