(3) Balance and Regulate the Force Flow. The requested start dates on the<br />
request for each individual force or capability must support the overall CONOPS. SecDef<br />
approved ordered start dates also support the CONOPS while balancing operational<br />
capabilities. To the maximum extent possible, the supported CCDRs should balance and<br />
regulate the flow of forces with the flow of sustainment. OE, available infrastructure,<br />
protection risk assessment, and the CONOPS are major factors in determining how to<br />
balance the flow of forces and capabilities. The supported CCDR manages the flow of<br />
forces via the TPFDD supported by strategic, operational, and tactical movement control<br />
organizations, to ensure effective interfaces between intertheater and intratheater movements.<br />
Balance is primarily a function of effective mission prioritization, alignment of forces, force<br />
composition, and force flow. Consideration must also be given to planned theater<br />
distribution (TD) and JRSOI requirements and capabilities. Force composition and<br />
transportation flow must accommodate mission requirements, providing the supported<br />
CCDR with the operational flexibility and freedom of action required for successful mission<br />
execution.<br />
c. Responsibilities of Supporting Combatant Commanders. Supporting missions<br />
during deployment of the joint force could include the deployment or redeployment of<br />
forces from or to a supporting CCMD, sponsorship of en route basing or in-transit staging<br />
areas (SAs), or provision of sustainment from theater stocks. Regardless of the supporting<br />
mission, the primary task for supporting CCMDs is to ensure that the supported CCDR<br />
receives the timely and complete support needed to accomplish the mission. Supporting<br />
CCDRs have five major deployment responsibilities: source, prepare, and verify forces;<br />
ensure units retain their visibility and mobility; ensure units report movement requirements<br />
rapidly and accurately; regulate the support flow; and coordinate.<br />
(1) Source, Prepare, and Verify Forces. The GFMAP is a SecDef approved<br />
consolidated allocation order, by fiscal year (FY) that authorizes the transfer and attachment<br />
of forces from designated CCDRs, Services, and combat support agencies (CSAs) to<br />
supported CCDRs or back following completion of mission requirements by the supported<br />
CCDR. Annexes within the GFMAP contain all the information inherent within a written<br />
order.<br />
(2) GFMAP Annex Schedules. The GFMAP annexes published by the Joint Staff<br />
also delegate authority and responsibility for designated JFPs to manage deployments per the<br />
JFP authorities and to publish the JFP GFMAP annex schedule. The content of SecDef<br />
approved annexes is the basis of the JFP GFMAP annex schedule.<br />
(a) The JFP GFMAP annexes schedule units and individuals in support of the<br />
approved force requirements and serve as the DEPORDs.<br />
1. The GFMAP provides SecDef direction to the JFPs, working with all<br />
force providers through their assigned Service component and CSA to identify specific<br />
forces, units, and individuals for deployment in support of the GFMAP.<br />
