Excerpt of Brigadier's speech:-
Mr Michael Saban served with One Royal Air Force
between 1955 and 1958. He joined the Hatfield Heath &
District Branch in April 1986 and was appointed Branch
Standard Bearer in the same year.
He has been a member of the branch committee virtually
from first joining and seven years ago became very and
enthusiastic secretary of the branch welfare committee a
post he still holds today. He qualified as a Caseworker and
continues to do sterling work amongst the needy and
housebound ex-Service population in the District and
beyond, where for many years he has been a regular visitor
to hospitalised and housebound members, to whom he also
delivers home comforts and seasonal parcels. Hatfield
Heath and indeed Essex have been fortunate in having the
services of such a whole hearted, hands on and totally
committed Branch Welfare Coordinator.
Michael Saban is well known in the village for his work
with the Poppy Appeal and the Church and for his caring
assistance to other local associations and groups and has
kept The Royal British Legion firmly in the public eye
locally.
We believe that he is fully deserving of recognition and
therefore have no hesitation in recommending him for the
award of the Royal British Legion Gold Badge.

STANSTED EXPANSION
WHERE ARE WE NOW?
Carol Barbone Campaign, Director of SSE has put
together this guide she has tried to keep it neutral and
not Stop Stansted Expansion focused.
There’s much confusion over the expansion plans for
Stansted Airport – understandable given the barrage of
consultations and news of Government policy,
planning applications and public inquiries over recent
years. For those needing a quick update on how things
currently stand, a brief summary appears below.
Expansion on Stansted’s single runway
BAA’s application for unlimited passenger use on the
existing runway and an increase of around 30 percent
over actual levels in the number of flights permitted
was turned down by Uttlesford District Council in

Congratulations! It is lovely to have opportunities
to say this to others. When a baby is born or an
engagement announced, when an exam is passed or
a new job successfully applied for then
“congratulations” and a celebration is very fitting.
Indeed celebrating is rightly part of everyday life
and should be. We all need times when we can
rejoice and remember the good which we so often
take for granted. So families rightly mark birthdays,
weddings and anniversaries of both. On special
anniversaries we often have big parties and gather as
many of the family and friends as possible. The
nation also comes together in marking important
national events, like the Queen’s Jubilee, and these
celebrations often lift the spirits of us all.
In the church we have just celebrated what is
arguably the greatest Christian
festival, namely Easter. Each year
we remember God’s great victory
over death in the resurrection of
Jesus Christ and His great love in
sending Him in the first place to
live and die for us. Coming as it
does in springtime, when nature is
bursting into life after the dark cold
days of winter, it reminds us all of new life, new
hope and God’s changelessness. These great events
of history, annually remembered, are the foundation
for joyful living and certain hope for the future.
Celebrations! They are good for us all.

Tony Jenkins handed me the article "What's The Rush? at
the police Camera Training on Thursday 13th March
which was attended by around 15 villagers.
Adam Pike the Senior Traffic Management Officer gave
a two and half hour training course on how to monitor
the speed of traffic through the village.
The objectives of the scheme are not to catch people
speeding but rather to raise awareness of the dangers of
speeding and anti social behaviour on the roads.
Therefore, volunteers will not be required to stop
vehicles and the drivers of vehicles
registered as exceeding the speed limit.
Drivers registered will not normally be
prosecuted or sent to court. However,
certain persistent offenders may be
further targeted by the police. Where
appropriate the driver / registered
keeper of offending vehicles will be
sent a letter advising them of the
dangers of speeding and anti social behaviour on the
roads.
WHAT’S THE RUSH
There's a failsafe way to avoid the dreaded police
speed traps just stick to the speed limit.

Don’t get me wrong. I am no boy racer and my midlife
crisis happened a few years ago when I bought a
racy MG saloon.
Now I have come to the

and gizmos out there to

. I don’t need to be an
urban warrior any more
and cannot see the point in
fighting the law. I find
driving much more
pleasurable by keeping
within the speed limit and
I do this by monitoring

It's not rocket science and neither is a degree of
politeness and consideration for my fellow motorists
and pedestrians when it means having to yield to let
them cross my path.

CHRISTOPHER BAYSTON became Musical
Director of the Bishops Stortford Choral Society in
September 2004. Since then the membership has
more than doubled and more than 50 patrons are in
sponsorship of what is now a very lively choir.
In 2000 he moved to Hatfield Heath after 35 years
on the resident music staff of Eton College, during
which he conducted every musical ensemble except
the military band. In his last years there he became
Deputy Director of Music. This period saw Eton’s
music emerge from tentative obscurity to become
one of the school’s most successful and glittering
activities.
Educated as a chorister at Canterbury Cathedral and
later at the King’s School, Canterbury, he went on to
read music at Christ’s College, Cambridge and to
study as a bass-baritone soloist under Audrey
Langford in London and Gunter Weissenborn at the
Mozarteum, Salzburg. He also became ARCO and
worked as an examiner for the Associated Board for
20 years.

His approach to choral training is driven by the
insistence that no-one is incapable of learning to
read music and he takes enormous care in the early
stages of preparing a performance to work on

accuracy and understanding of musical and textual
detail. From then on he moves from the keyboard to
the conducting rostrum and starts the process of
engaging his singers as a performing team. With a
life-long experience of singing , Christopher has a
fund of useful advice on technique, expression and
,above all, the fun of communicating with an
audience. He also delights in getting the most out of
the choir’s visiting soloists and orchestra, many of
whom are mature students at the Royal College of
Music.

In the last village magazine Cllr. Rust wrote that the land
bordering Ardley Crescent and Matching Road had been
cleared for houses, although no planning application had
been received. I was saddened by the clearance,
particularly when mature trees were felled. Even if the
land is to be built on, this seems to be an unnecessary
step. I would like two questions answered (1) Why clear
land when no permission for building has been granted
(2) Why was I told, not long after I moved to the village
3½ years ago that the land was going to be developed (
although nothing official has been found by checking

UTTLESFORD DISTRICT COUNCIL’S
COMMUNITY ACHIEVEMENT AWARD
Barbara and Bruno Scheggia were nominated for an
award by Hatfield Heath Parish Council for their service
to the local community.
About six years ago Bruno took over the role of Editor of
the village magazine, a role which also incorporates
those of Roving Reporter, Community Group Liaison
Officer, Typist, Typesetter, Photographer and
Advertising Manager and the magazine is delivered to
every home in the parish.
With his network of contacts, Bruno is the conduit
connecting people and organisations for their mutual
benefit and through this has become the driving force
behind the re-introduction of the Village Festival. Due
significantly to his effective project management last
year's Festival was a huge success, enjoyed by the village
and surrounding communities and looks set to become an
annual event again.
Bruno does everything with a quip and a laugh and
manages to put a positive perspective on whatever
happens.
Barbara supports Bruno in his activities as Magazine
Editor generally, and specifically she proof-reads the
magazine and organises the publication and timely
distribution each month. She also sorts 770 copies into
manageable blocks which she delivers to her team of
volunteer distributors and if any of the distributors are
unable to assist Barbara will either arrange cover or take
on the extra work herself.
Barbara is also heavily involved in the organisation of the
Village Festival, being the Secretary to the Organising
Committee and negotiating the hire of equipment and
external entertainment.
Barbara has been a volunteer helper on the David
Livingstone Bus for people with special needs, ensuring
that users of the bus can board, disembark and return to
their homes safely.
Hatfield Heath Parish Council considers Barbara and
Bruno are highly valued members of the local
community and an inspiration to all.

VILLAGE GREEN AND THE HEATH
Trees on Village Green, Dunmow Road
Clerk and Cllrs Sullivan, Sheekey and Jones met with Mr
Turtill regarding several issues relating to trees in
Dunmow Road. Mr Turtill agreed that some of the
problems were of an urgent nature and that he would
speak with the Lord of the Manor and recommend an
arboriculturalist be appointed to survey all the trees in the
vicinity and report to the Lord of the Manor.
Fallen Tree
Subsequent to meeting with Mr Turtill, the severe wind
on Monday caused a branch to fall from a willow outside
Heathfield. Clerk to write to Mr Turtill suggesting PC
engages a tree surgeon and invoices the
Lord of the Manor
Dunmow Road – Hayes Cottage
Clerk and Cllrs Sullivan, Sheekey and Jones met with Mr
Turtill and Mr Morris of Hayes Cottage regarding the

erection of the fence outside Hayes Cottage. Mr Turtill
advised Mr Morris that the fence appeared to be erected
on Village Green land and would take this matter up with
the solicitors for the Lord of the Manor.

CHALLENGE BAA PLANS
A storm force of opposition to BAA’s plans for an
airport bigger than Heathrow at Stansted is being lined
up as Stop Stansted Expansion (SSE) prepares to stage a
major rally on Wednesday 2 April in Bishop’s Stortford.
The event, to be held at the Rhodes Centre, South Road
at 8pm, will be an important opportunity for the
community and its allies to reaffirm commitment to
fighting the airport expansion proposals which would
have far-reaching implications.
Chaired by Hertford and Stortford MP Mark Prisk, SSE
speakers Peter Sanders (Chairman) and Carol Barbone
(Campaign Director) will be joined at the rally by
Parliamentarians and peers, council leaders and
representatives of special interest and environmental
groups.
To date, some 15 speakers have confirmed that they will
be attending to vocalize their opposition to BAA’s plans,
including the Conservative Shadow Aviation Minister
Julian Brazier MP, Labour peer Baroness McIntosh,
Christopher Beazley MEP, Lord Hanningfield and
Caroline Lucas MEP. The National Trust, Woodland
Trust, CPRE and Greenpeace will also address the rally.
Messages of support from Harlow MP Bill Rammell,
who will be out of the country on that date, and the
Liberal Democrat Transport Spokesman Norman Baker
MP are also expected. Saffron Walden MP Sir Alan
Haselhurst will provide the closing address.
If BAA's plans for a second runway at Stansted were to
be approved it would be the UK 's biggest airport
development project since the Second World War. Over
a thousand acres of unspoilt countryside and ancient
woodlands would be bulldozed, cutting a swathe
through the heritage-rich villages of Molehill Green and
Broxted, but the effects of BAA’s proposals would be
felt across the region and beyond.

November 2006. BAA subsequently appealed and this
was heard at a five month public inquiry during the
summer and autumn of 2007.
The Inspector’s report has now been submitted - in
confidence - to the Secretaries of State for
Communities and for Transport who are considering
their decision. An announcement was expected by
Easter but an eleventh hour admission by BAA that it
significantly understated the air pollution impacts of
the evidence presented to the inquiry, have led to calls
from the main parties at the inquiry opposing the
expansion plans for more information from the airport
operator, as part of their opportunity to respond to the
admission. This means it could be at least May before
a result is known.
The Second Runway Application
An application has now been submitted by BAA to
Uttlesford District Council for a second runway at
Stansted which would make the airport bigger than
Heathrow today in every sense – planes, passengers
and landgrab. Comprising hundreds of documents
(available online and at many public libraries), the
challenge now is for the community to make
representations to the council in anticipation of a
further public inquiry which is expected to span the
whole of 2009. Representations need to be made in the
first instance to Uttlesford District Council by late June.
Once the application is ‘called in’ by the Government,
preparations for the public inquiry will begin in
earnest and there will be further opportunities for
members of the public and their elected
representatives, as well as special interest groups, to
comment.
The end of the inquiry will not bring an immediate
result, however. The Inspector’s report will take some
time to complete and a decision is unlikely before late
2010.

CHAMPIONS….AGAIN!
Rampant, all-conquering, undefeatable – those are just a
few words to describe Hatfield Heath CP School
Football Club. Heath Sport reporter BILLY SHAW tells
of how the club’s undefeated first team lifted the league
trophy this month….
Coming off the back of a delightful 2006/07 season, in
which Hatfield Heath ran away with the West Essex
Primary School League having lost only once, the side
have done it again this year – entirely undefeated.
The slightest of blips in an otherwise perfect league
programme occurred in the final game before the
Christmas break when their match at Rodings ended all
square at 2-2, but a string of four consecutive wins in
this season’s home straight has seen them seal the league
title for the second year in a row.
February 19th saw Joe Scanlon, Joe Milbourne and
Harry Andrews on target as the Heath picked up a useful
3-0 home win against St. Mary’s Stansted, before a
second half onslaught led to an 8-0 triumph away at
Bentfield.

The home side were only one goal down when the teams
went in for half time, but an avalanche fell on Bentfield
in the second half as they conceded seven goals. Harry
Andrews and Samuel Marrow both bagged respective
braces, while other goals came from Joe Scanlon, Josh
Wilson, James Baughurst and Stan Hume.
A goal masterclass from Harry Andrews helped the team
consume Rodings 6-1 in a revenge mission for their
earlier draw. Andrews scored four times, with Joe
Milbourne and James Baughurst joining him on the
scoresheet.
And finally on March 11th, the side brought the curtain
down on a fine season with a 1-0 away win at near
neighbours Howe Green. James Baughurst netted for the
Heath in the second half, with the squad for this game
lining up as follows….

having scored 66 teams while conceding only six.
‘B’ TEAM IN ACTION
Hatfield Heath CPS FC’s second string will have been
in action in the last few days.
As Heath Sport went to press, the ‘B’ Team were due
to visit Howe Green on Monday 17th March, before
hosting close rivals Hatfield Broad Oak on Wednesday
26th March. An encounter with Broad Oak earlier in
the season culminated with a 2-2 draw.
