Artifice Burglar 

(Distraction burglary, where the burglar claims to be a 

water/ electric meter reader or works for the council 

etc and worms his way in to an unsuspecting persons 

house) 

Yesterday there was an Artifice Burglary at Tusser Court, 

Chelmsford. Three suspects stole £400.00 from our 

aggrieved who is 77 yrs of age, claiming to be from the 

water board. 

Attached is an EFIT of one of the three suspects - believed 

to speak with a european accent. 

Yesterday there was also an attempted Artifice Burglary 

at Savernake Road, Chelmsford. One suspect entered the 

house of our aggrieved, who is 85 years old, claiming he 

needed to turn off her water as he was fitting a washing 

machine next door. Fortunately it is not believed the 

suspect managed to steal anything. 

Although these crimes have not been committed in 

Uttlesford, it is very possible that this team will move 

around. 

Please keep an eye out for this individual and warn any 

elderly or vulnerable neighbours not to open the door to 

any alleged Utilities personnel with whom they have not 

made an appointment. Any information should be passed 

to Central Burglary Squad, Chelmsford Police Station

HALLOWEEN POSTER 

Whilst some of us, especially those with children at 

home, welcome Trick or Treaters at Halloweeen, many 

prefer not to be disturbed. The attached poster has been 

given to Secondary schools plus local Officers and the 

Youth Team have been explaining to youngsters that they 

should not trick or treat at households where 

they see this poster displayed. 

If you have elderly neighbours without email 

who you think might prefer not to be visited 

by Halloween'ers, please would you consider 

offering to print them a poster (they're A4 

size) to put in their window or on their door. I'd

ecommend that you print 

these as a draft or rough copy 

to save your ink as the 

artwork is very dark.

Harvest Festival 2010 

The United Reformed Church, together with Holy Trinity, 

Sheering, High Easter and others, celebrated the Festival 

with a service that included several children taking part. 

They showed us the trials and tribulations farmers 

sometimes have to overcome. Well done to them all and 

please come back again soon. 

As usual our collection. Monies from the auction and 

breakfast gifts, will be going to our Charity for the 

Homeless in Whitechapel, 

We, the luckier ones in life, had a lovely lunch after our 

service. This was cooked by various members including 

the “Foster Group” who worked like Trojans behind the 

scenes. Of course the whole thing could not have been run 

without the generous help of the backroom ‘girls and 

boys’!! 

Our minister the Rev Terry Keen, actually made us do a 

spot of singing during lunch, which made a very jolly 

atmosphere. 

Thanks again to all concerned in our Harvest Festival 

celebrations.

large quantities and not surprising because of 

many Sloe bushes nearby.

NATS POSTPONES 

AIRSPACE CHANGES 

YET AGAIN 

Stop Stansted Expansion (SSE) has welcomed the 

announcement this week [13 October] by National 

Air Traffic Services (NATS) of a further 

postponement of its plans to introduce new flight 

paths and stacking areas for the Terminal Control 

North (TCN) area. 

NATS originally intended to introduce the airspace 

changes in 2008 but the scale of the public outcry 

across Essex, Hertfordshire, Suffolk and 

Cambridgeshire following the publication of the 

proposed new flight paths and stacking areas 

convinced NATS that it needed to go back to the 

drawing board. 

Revised proposals were due to be published in 

October 2009 but this was subsequently changed 

to October 2010. In announcing this latest 

postponement NATS has not given a revised date 

but hints that it will be at least two to three years 

before any new proposals are tabled. 

In explaining this latest postponement, NATS 

pointed to the recent downturn in air travel, as a 

result of which there is less urgency on capacity 

grounds to achieve the changes. UK air traffic 

levels are not expected to return to their (peak) 

2007 levels until at least 2013/14. 

When flight paths and stacking areas are moved 

there are always winners and losers but the 

changes proposed by NATS in 2008 would have 

imposed far more overflying upon rural 

communities including many areas which had not 

previously been affected by flight paths or stacking 

areas. Bishops Stortford and Saffron Walden 

would both have been hit hard by proposed new 

departure routes and, further afield, two new 

stacking areas were proposed which would have 

adversely affected those living in South Suffolk and 

South Cambridgeshire . 

SSE Campaign Director, Carol Barbone, 

commented. “We hope that NATS will now be able 

to combine its original plans with the wider project 

it is working on for a longer term redesign of flight 

paths and stacking areas over southern England. A 

long term strategic approach is what is needed, not 

piecemeal chopping and changing which creates 

unnecessary blight and uncertainty for people on the 

ground.”

It’s amazing how we can go through life believing that 

we can manage quite well as we are, thank you very 

much. We think we are quite capable of looking after 

ourselves don’t we? We know the way we are going and 

don’t need anyone to show us the way. Sometimes life 

catches us out when we least expect it. 

Whilst I was training for the Methodist Church at a 

theological college in Manchester, Linda and I were 

packing for a weekend retreat that was part of the course. 

We were staying at Cloverley Hall in a village between 

Whitchurch and Market Drayton – as far as a 

Manchester lad is concerned the middle of nowhere!. 

Whilst packing the suitcase I noticed Linda putting a 

small torch in her handbag. I said it wouldn’t be needed 

but she insisted on packing it anyway. Off we set on this 

adventure to find this small village in the middle of 

nowhere on a cold a dismal November afternoon 

We arrived at Cloverly Hall at 5:25pm, and it was 

already very dark. As we passed through some gates we 

realised that there were no lights on the drive. We drove 

for about half a mile and it got darker and darker as we 

went further away from the road. All I could see in my 

headlamps was a herd of cows about 50 yards in front 

and nothing else. I began to wonder if I had missed a 

turn off, that the track we were on would run out and we 

would end up surrounded by curious cows in the middle 

of a field. It was decided that we should go back to the 

gate house for directions. As I couldn’t see the track

ehind me to reverse the half mile back I decided to try 

and turn the car round and instantly sank in the field. 

After struggling for a few minutes to move the car, we 

got the bags out of the boot to walk back to the gates. 

Guess what Linda got out of her handbag? Out came this 

little torch. It was quite dark in the middle of the field but 

I’m sure there was also a smile on Linda’s face. Without 

her torch you can imagine what sort of walk back we 

would have had! The story goes on a bit further but that 

is where I’ll finish it for now. 

In Psalm 119 we find tucked in the middle of it a verse 

which says, “Your word is a lamp to my feet and a light 

to my path”. So often we only turn to God’s word when 

we doubt or can’t see what is ahead of us; when we are 

in difficulty. The Psalmist knew the importance of 

having God’s word with him all the time because a few 

verses earlier he said, “It is my meditation all day long.” 

That way God can provide us with the light we need to 

see where we are going, to see the way through some of 

the difficulties and those we can’t go round to prepare to 

go through them. 

It turned out that the drive went down into a slight dip, 

curved to the left and then went round behind some trees. 

We were only a few hundred yards away from the 

carpark to the hall. If we had continued on the track the 

cows would have moved and we would have found the 

hall. 

The incident became the highlight of the weekend as the 

owner of the hall had to get his tractor out the following 

morning to tow the car out of the mud and into the car 

park. We were constantly reminded of our mistake 

throughout the weekend. People are very good at 

reminding when we get things wrong aren’t they? 

As nights begin to draw in may the word of God guide 

you and lead you. May it hold you in whatever you face, 

may it enable you to share your joys with those around 

you and may it be a blessing to you and those you love.

A professional service at a competitive rate 

The following article has been researched and compiled 

by Gordon Sinclair a former Essex Constabulary Officer 

who served 30 years before retirement in the year 2000 

and is now a Company Director of Security Systems 

Group. 

ESSEX POLICE HOW IT ALL BEGAN 

Essex was one of the first Counties 

to make use of the Powers under the 

Police Act 1839 and in 1840 the 

Essex Constabulary came into 

being. 

The first Chief Constable was 

Admiral John Bunch Bonnemaison 

McHardy, a retired naval officer 

who was to rule over the force for 

41 years to the age of 81 (yes 81 

years of age) 

Initially there were 100 Constables and 15 

Superintendents to Police the entire County, the rank of 

Inspector appeared 

later that year, but it 

was to be 1855 

before the rank of 

sergeant was 

introduced. 

A number of 

Borough Towns had 

their own Police 

forces at this time, 

but Harwich (1857), 

Saffron Walden (1857), Maldon (1889) and Colchester 

(1947) were gradually absorbed into the larger county 

force. In 1947 Southend formed its own Police Force 

before being amalgamated with Essex in 1969, this being 

the year I joined the Essex and Southend on Sea Joint 

Constabulary, a very long name given to the force and 

one which often caused problems when a court 

appearance was required and an Officers formal title had 

to be read to the court: ‘Police Constable Gordon John 

Sinclair Essex and Southend on Sea Joint Constabulary 

stationed at Chelmsford your worships’ . 

In the beginning a temporary office was found for 

McHardy in the gaol at Springfield, before more suitable 

accommodation was found at Old Court in Springfield, 

the disused depot of The West Essex Militia. In 1903 the 

current headquarters of the Force was built at a cost of 

£19,000. 

In 1888 the first Detectives were appointed and in 1901 

fingerprint evidence was used for the first time in Essex. 

During the First world War many Officers volunteered 

for the armed forces a sad fact is 22 Essex men and 8 

Southend men were killed on active service, because so 

many Officers joined up 6000 Special Constables were 

appointed for duty within the County and to this day The

Special Constabulary has received a special relationship 

with the force still backing up serving officers. 

During The Second World War 31 Officers lost their 

lives on active service, together with 2 Police Officers 

who were killed when Headquarters was bombed. And 

once again during this period Essex relied on the services 

of The Special Constabulary and war reserve. 

In 1946 the first women were appointed constables in 

Essex, although Colchester had appointed its first full 

time woman constable in 1925. Prior to women entering 

the service it was the unpaid job of the wives of serving 

officers to fulfil any requirements with regard to dealing 

with female prisoners. 

The Dog section was introduced into Essex Police in 

1953, in 1990 the force , by this time known as Essex 

Police had acquired a helicopter. 

Much has changed during the period since I have retired 

from the Police Service Health and Safety is now a first 

priority something which has made a noticeable 

difference for current serving officers. 

Now!! Details of a Few of the True and Recorded 

Disciplinary matters from the past: 

On 25th July 1843 Constable Thomas Kelly aged 29 

years, a former paper maker, concluded his 13th day 

career when he was found ‘Drunk on Parade’ for the 

same offence in 1873 an Hussar was flogged to death at 

Hounslow Barracks, pursuant to his colonel’s order, the 

skills needed for a contemporary military command were 

not those needed to form an efficient Constabulary. 

15th November 1859 Constable 145 George Stewart 

formerly a gardener with 18 months service, had to leave 

the constabulary because ‘His wife was a lunatic’ 

31st August 1872 Constable 36 Robert Parr aged 31 

years was required to leave the constabulary because of 

‘The Conduct of his wife was prejudicial to the Service’ 

One must ask the question ‘what conduct was that’ 

and I am sorry that is for me to know and you to 

guess.

BAA SHOULD ACCEPT 

COURT VERDICT AND 

SELL STANSTED 

Stop Stansted Expansion (SSE) has called on 

BAA to accept today’s ruling by Lord Justice 

Maurice Kay in the Court of Appeal and sell 

Stansted Airport without further delay. 

Welcoming today’s decision by the Court of 

Appeal, SSE Economics Adviser Brian Ross 

commented: “We urge BAA to accept the 

Court of Appeal’s decision and relinquish 

control of Stansted without any more delaying 

tactics, such as an appeal to the Supreme 

Court. It may be in BAA’s commercial interests 

to try to delay the inevitable for as long as 

possible but creating further uncertainty would 

not be in the interests of either the local 

community or the airport’s employees.” 

This is the latest step in a long running saga 

which began in 2006 when the Office of Fair 

Trading launched a market study into BAA’s 

dominant position in the UK airports market. 

There followed a two year study by the 

Competition Commission (CC) which 

concluded (in March 2009) that BAA should 

sell Gatwick and Stansted and either 

Edinburgh or Glasgow . BAA has since sold 

Gatwick but for the past 18 months it has been 

embroiled in protracted legal proceedings 

where it has been challenging the CC ruling in 

respect of Stansted and Edinburgh/Glasgow. 

Mr Ross concluded: “A change of ownership at 

Stansted Airport would at least create the 

prospect of establishing a meaningful and 

constructive dialogue between the airport 

management and the local community – 

something which BAA were never prepared to 

engage in. There is, of course, always the risk 

that the new owner could be worse that the 

devil we already know but in this particular 

case we believe that risk is extremely small.” 

The Court of Appeal refused BAA’s application 

to appeal to the Supreme Court although BAA 

can seek to have this refusal overturned. 

e, namely, the Supreme Court. If so, it could 

be another year before we had the Supreme 

Court’s ruling.
