Artifice Burglar<br />
(Distraction burglary, where the burglar claims to be a<br />
water/ electric meter reader or works for the council<br />
etc and worms his way in to an unsuspecting persons<br />
house)<br />
Yesterday there was an Artifice Burglary at Tusser Court,<br />
Chelmsford. Three suspects stole £400.00 from our<br />
aggrieved who is 77 yrs of age, claiming to be from the<br />
water board.<br />
Attached is an EFIT of one of the three suspects - believed<br />
to speak with a european accent.<br />
Yesterday there was also an attempted Artifice Burglary<br />
at Savernake Road, Chelmsford. One suspect entered the<br />
house of our aggrieved, who is 85 years old, claiming he<br />
needed to turn off her water as he was fitting a washing<br />
machine next door. Fortunately it is not believed the<br />
suspect managed to steal anything.<br />
Although these crimes have not been committed in<br />
Uttlesford, it is very possible that this team will move<br />
around.<br />
Please keep an eye out for this individual and warn any<br />
elderly or vulnerable neighbours not to open the door to<br />
any alleged Utilities personnel with whom they have not<br />
made an appointment. Any information should be passed<br />
to Central Burglary Squad, Chelmsford Police Station<br />

HALLOWEEN POSTER<br />
Whilst some of us, especially those with children at<br />
home, welcome Trick or Treaters at Halloweeen, many<br />
prefer not to be disturbed. The attached poster has been<br />
given to Secondary schools plus local Officers and the<br />
Youth Team have been explaining to youngsters that they<br />
should not trick or treat at households where<br />
they see this poster displayed.<br />

size) to put in their window or on their door. I'd

Harvest Festival 2010<br />
The United Reformed Church, together with Holy Trinity,<br />
Sheering, High Easter and others, celebrated the Festival<br />
with a service that included several children taking part.<br />
They showed us the trials and tribulations farmers<br />
sometimes have to overcome. Well done to them all and<br />
please come back again soon.<br />
As usual our collection. Monies from the auction and<br />
breakfast gifts, will be going to our Charity for the<br />
Homeless in Whitechapel,<br />
We, the luckier ones in life, had a lovely lunch after our<br />
service. This was cooked by various members including<br />
the “Foster Group” who worked like Trojans behind the<br />
scenes. Of course the whole thing could not have been run<br />
without the generous help of the backroom ‘girls and<br />
boys’!!<br />
Our minister the Rev Terry Keen, actually made us do a<br />
spot of singing during lunch, which made a very jolly<br />
atmosphere.<br />
Thanks again to all concerned in our Harvest Festival<br />

NATS POSTPONES<br />
AIRSPACE CHANGES<br />
YET AGAIN<br />
Stop Stansted Expansion (SSE) has welcomed the<br />
announcement this week [13 October] by National<br />
Air Traffic Services (NATS) of a further<br />
postponement of its plans to introduce new flight<br />
paths and stacking areas for the Terminal Control<br />
North (TCN) area.<br />
NATS originally intended to introduce the airspace<br />
changes in 2008 but the scale of the public outcry<br />
across Essex, Hertfordshire, Suffolk and<br />
Cambridgeshire following the publication of the<br />
proposed new flight paths and stacking areas<br />
convinced NATS that it needed to go back to the<br />
drawing board.<br />
Revised proposals were due to be published in<br />
October 2009 but this was subsequently changed<br />
to October 2010. In announcing this latest<br />
postponement NATS has not given a revised date<br />
but hints that it will be at least two to three years<br />
before any new proposals are tabled.<br />
In explaining this latest postponement, NATS<br />
pointed to the recent downturn in air travel, as a<br />
result of which there is less urgency on capacity<br />
grounds to achieve the changes. UK air traffic<br />
levels are not expected to return to their (peak)<br />
2007 levels until at least 2013/14.<br />
When flight paths and stacking areas are moved<br />
there are always winners and losers but the<br />
changes proposed by NATS in 2008 would have<br />

areas. Bishops Stortford and Saffron Walden<br />
would both have been hit hard by proposed new<br />
departure routes and, further afield, two new<br />
stacking areas were proposed which would have<br />
adversely affected those living in South Suffolk and<br />
South Cambridgeshire .<br />

to combine its original plans with the wider project<br />
it is working on for a longer term redesign of flight<br />
paths and stacking areas over southern England. A<br />
long term strategic approach is what is needed, not<br />

unnecessary blight and uncertainty for people on the<br />

It’s amazing how we can go through life believing that<br />
we can manage quite well as we are, thank you very<br />
much. We think we are quite capable of looking after<br />
ourselves don’t we? We know the way we are going and<br />
don’t need anyone to show us the way. Sometimes life<br />
catches us out when we least expect it.<br />
Whilst I was training for the Methodist Church at a<br />
theological college in Manchester, Linda and I were<br />
packing for a weekend retreat that was part of the course.<br />
We were staying at Cloverley Hall in a village between<br />
Whitchurch and Market Drayton – as far as a<br />
Manchester lad is concerned the middle of nowhere!.<br />
Whilst packing the suitcase I noticed Linda putting a<br />
small torch in her handbag. I said it wouldn’t be needed<br />
but she insisted on packing it anyway. Off we set on this<br />
adventure to find this small village in the middle of<br />
nowhere on a cold a dismal November afternoon<br />
We arrived at Cloverly Hall at 5:25pm, and it was<br />
already very dark. As we passed through some gates we<br />
realised that there were no lights on the drive. We drove<br />
for about half a mile and it got darker and darker as we<br />
went further away from the road. All I could see in my<br />
headlamps was a herd of cows about 50 yards in front<br />
and nothing else. I began to wonder if I had missed a<br />
turn off, that the track we were on would run out and we<br />
would end up surrounded by curious cows in the middle<br />
of a field. It was decided that we should go back to the<br />
gate house for directions. As I couldn’t see the track<br />

ehind me to reverse the half mile back I decided to try<br />
and turn the car round and instantly sank in the field.<br />
After struggling for a few minutes to move the car, we<br />
got the bags out of the boot to walk back to the gates.<br />
Guess what Linda got out of her handbag? Out came this<br />
little torch. It was quite dark in the middle of the field but<br />
I’m sure there was also a smile on Linda’s face. Without<br />
her torch you can imagine what sort of walk back we<br />
would have had! The story goes on a bit further but that<br />
is where I’ll finish it for now.<br />
In Psalm 119 we find tucked in the middle of it a verse<br />
which says, “Your word is a lamp to my feet and a light<br />
to my path”. So often we only turn to God’s word when<br />
we doubt or can’t see what is ahead of us; when we are<br />
in difficulty. The Psalmist knew the importance of<br />
having God’s word with him all the time because a few<br />
verses earlier he said, “It is my meditation all day long.”<br />
That way God can provide us with the light we need to<br />
see where we are going, to see the way through some of<br />
the difficulties and those we can’t go round to prepare to<br />
go through them.<br />
It turned out that the drive went down into a slight dip,<br />
curved to the left and then went round behind some trees.<br />
We were only a few hundred yards away from the<br />
carpark to the hall. If we had continued on the track the<br />
cows would have moved and we would have found the<br />
hall.<br />
The incident became the highlight of the weekend as the<br />
owner of the hall had to get his tractor out the following<br />
morning to tow the car out of the mud and into the car<br />
park. We were constantly reminded of our mistake<br />
throughout the weekend. People are very good at<br />
reminding when we get things wrong aren’t they?<br />
As nights begin to draw in may the word of God guide<br />
you and lead you. May it hold you in whatever you face,<br />
may it enable you to share your joys with those around<br />
you and may it be a blessing to you and those you love.<br />

The following article has been researched and compiled<br />
by Gordon Sinclair a former Essex Constabulary Officer<br />
who served 30 years before retirement in the year 2000<br />
and is now a Company Director of Security Systems<br />
Group.<br />
ESSEX POLICE HOW IT ALL BEGAN<br />
Essex was one of the first Counties<br />
to make use of the Powers under the<br />
Police Act 1839 and in 1840 the<br />
Essex Constabulary came into<br />
being.<br />
The first Chief Constable was<br />
Admiral John Bunch Bonnemaison<br />
McHardy, a retired naval officer<br />
who was to rule over the force for<br />
41 years to the age of 81 (yes 81<br />
years of age)<br />
Initially there were 100 Constables and 15<br />
Superintendents to Police the entire County, the rank of<br />
Inspector appeared<br />
later that year, but it<br />
was to be 1855<br />
before the rank of<br />
sergeant was<br />
introduced.<br />
A number of<br />
Borough Towns had<br />
their own Police<br />
forces at this time,<br />
but Harwich (1857),<br />
Saffron Walden (1857), Maldon (1889) and Colchester<br />
(1947) were gradually absorbed into the larger county<br />
force. In 1947 Southend formed its own Police Force<br />
before being amalgamated with Essex in 1969, this being<br />
the year I joined the Essex and Southend on Sea Joint<br />
Constabulary, a very long name given to the force and<br />
one which often caused problems when a court<br />
appearance was required and an Officers formal title had<br />
to be read to the court: ‘Police Constable Gordon John<br />
Sinclair Essex and Southend on Sea Joint Constabulary<br />
stationed at Chelmsford your worships’ .<br />
In the beginning a temporary office was found for<br />
McHardy in the gaol at Springfield, before more suitable<br />
accommodation was found at Old Court in Springfield,<br />
the disused depot of The West Essex Militia. In 1903 the<br />
current headquarters of the Force was built at a cost of<br />
£19,000.<br />
In 1888 the first Detectives were appointed and in 1901<br />
fingerprint evidence was used for the first time in Essex.<br />
During the First world War many Officers volunteered<br />
for the armed forces a sad fact is 22 Essex men and 8<br />
Southend men were killed on active service, because so<br />
many Officers joined up 6000 Special Constables were<br />
appointed for duty within the County and to this day The<br />

Special Constabulary has received a special relationship<br />
with the force still backing up serving officers.<br />
During The Second World War 31 Officers lost their<br />
lives on active service, together with 2 Police Officers<br />
who were killed when Headquarters was bombed. And<br />
once again during this period Essex relied on the services<br />
of The Special Constabulary and war reserve.<br />
In 1946 the first women were appointed constables in<br />
Essex, although Colchester had appointed its first full<br />
time woman constable in 1925. Prior to women entering<br />
the service it was the unpaid job of the wives of serving<br />
officers to fulfil any requirements with regard to dealing<br />
with female prisoners.<br />
The Dog section was introduced into Essex Police in<br />
1953, in 1990 the force , by this time known as Essex<br />
Police had acquired a helicopter.<br />
Much has changed during the period since I have retired<br />
from the Police Service Health and Safety is now a first<br />
priority something which has made a noticeable<br />
difference for current serving officers.<br />
Now!! Details of a Few of the True and Recorded<br />
Disciplinary matters from the past:<br />
On 25th July 1843 Constable Thomas Kelly aged 29<br />
years, a former paper maker, concluded his 13th day<br />
career when he was found ‘Drunk on Parade’ for the<br />
same offence in 1873 an Hussar was flogged to death at<br />
Hounslow Barracks, pursuant to his colonel’s order, the<br />
skills needed for a contemporary military command were<br />
not those needed to form an efficient Constabulary.<br />
15th November 1859 Constable 145 George Stewart<br />
formerly a gardener with 18 months service, had to leave<br />
the constabulary because ‘His wife was a lunatic’<br />
31st August 1872 Constable 36 Robert Parr aged 31<br />
years was required to leave the constabulary because of<br />
‘The Conduct of his wife was prejudicial to the Service’<br />
One must ask the question ‘what conduct was that’<br />
and I am sorry that is for me to know and you to<br />
guess.<br />

BAA SHOULD ACCEPT<br />
COURT VERDICT AND<br />
SELL STANSTED<br />
Stop Stansted Expansion (SSE) has called on<br />
BAA to accept today’s ruling by Lord Justice<br />
Maurice Kay in the Court of Appeal and sell<br />
Stansted Airport without further delay.<br />
Welcoming today’s decision by the Court of<br />
Appeal, SSE Economics Adviser Brian Ross<br />
commented: “We urge BAA to accept the<br />
Court of Appeal’s decision and relinquish<br />
control of Stansted without any more delaying<br />
tactics, such as an appeal to the Supreme<br />
Court. It may be in BAA’s commercial interests<br />
to try to delay the inevitable for as long as<br />
possible but creating further uncertainty would<br />
not be in the interests of either the local<br />
community or the airport’s employees.”<br />
This is the latest step in a long running saga<br />
which began in 2006 when the Office of Fair<br />
Trading launched a market study into BAA’s<br />
dominant position in the UK airports market.<br />
There followed a two year study by the<br />
Competition Commission (CC) which<br />
concluded (in March 2009) that BAA should<br />
sell Gatwick and Stansted and either<br />
Edinburgh or Glasgow . BAA has since sold<br />
Gatwick but for the past 18 months it has been<br />
embroiled in protracted legal proceedings<br />
where it has been challenging the CC ruling in<br />
respect of Stansted and Edinburgh/Glasgow.<br />
Mr Ross concluded: “A change of ownership at<br />
Stansted Airport would at least create the<br />
prospect of establishing a meaningful and<br />
constructive dialogue between the airport<br />
management and the local community –<br />
something which BAA were never prepared to<br />
engage in. There is, of course, always the risk<br />
that the new owner could be worse that the<br />
devil we already know but in this particular<br />
case we believe that risk is extremely small.”<br />
The Court of Appeal refused BAA’s application<br />
to appeal to the Supreme Court although BAA<br />
can seek to have this refusal overturned.<br />
