THE ROYAL BRITISH LEGION GOLD BADGE<br />

Excerpt of Brigadier's speech:-<br />

Mr Michael Saban served with One Royal Air Force<br />

between 1955 and 1958. He joined the <strong>Hatfield</strong> <strong>Heath</strong> &<br />

District Branch in April 1986 and was appointed Branch<br />

Standard Bearer in the same year.<br />

He has been a member of the branch committee virtually<br />

from first joining and seven years ago became very and<br />

enthusiastic secretary of the branch welfare committee a<br />

post he still holds today. He qualified as a Caseworker and<br />

continues to do sterling work amongst the needy and<br />

housebound ex-Service population in the District and<br />

beyond, where for many years he has been a regular visitor<br />

to hospitalised and housebound members, to whom he also<br />

delivers home comforts and seasonal parcels. <strong>Hatfield</strong><br />

<strong>Heath</strong> and indeed Essex have been fortunate in having the<br />

services of such a whole hearted, hands on and totally<br />

committed Branch Welfare Coordinator.<br />

Michael Saban is well known in the village for his work<br />

with the Poppy Appeal and the Church and for his caring<br />

assistance to other local associations and groups and has<br />

kept The Royal British Legion firmly in the public eye<br />

locally.<br />

We believe that he is fully deserving of recognition and<br />

therefore have no hesitation in recommending him for the<br />

award of the Royal British Legion Gold Badge.<br />

STANSTED EXPANSION<br />

WHERE ARE WE NOW?<br />

Carol Barbone Campaign, Director of SSE has put<br />

together this guide she has tried to keep it neutral and<br />

not Stop Stansted Expansion focused.<br />

There’s much confusion over the expansion plans for<br />

Stansted Airport – understandable given the barrage of<br />

consultations and news of Government policy,<br />

planning applications and public inquiries over recent<br />

years. For those needing a quick update on how things<br />

currently stand, a brief summary appears below.<br />

Expansion on Stansted’s single runway<br />

BAA’s application for unlimited passenger use on the<br />

existing runway and an increase of around 30 percent<br />

over actual levels in the number of flights permitted<br />

was turned down by Uttlesford District Council in<br />

Congratulations! It is lovely to have opportunities<br />

to say this to others. When a baby is born or an<br />

engagement announced, when an exam is passed or<br />

a new job successfully applied for then<br />

“congratulations” and a celebration is very fitting.<br />

Indeed celebrating is rightly part of everyday life<br />

and should be. We all need times when we can<br />

rejoice and remember the good which we so often<br />

take for granted. So families rightly mark birthdays,<br />

weddings and anniversaries of both. On special<br />

anniversaries we often have big parties and gather as<br />

many of the family and friends as possible. The<br />

nation also comes together in marking important<br />

national events, like the Queen’s Jubilee, and these<br />

celebrations often lift the spirits of us all.<br />

In the church we have just celebrated what is<br />

arguably the greatest Christian<br />

festival, namely Easter. Each year<br />

we remember God’s great victory<br />

over death in the resurrection of<br />

Jesus Christ and His great love in<br />

sending Him in the first place to<br />

live and die for us. Coming as it<br />

does in springtime, when nature is<br />

bursting into life after the dark cold<br />

days of winter, it reminds us all of new life, new<br />

hope and God’s changelessness. These great events<br />

of history, annually remembered, are the foundation<br />

for joyful living and certain hope for the future.<br />

Celebrations! They are good for us all.<br />

Tony Jenkins handed me the article "What's The Rush? at<br />

the police Camera Training on Thursday 13th March<br />

which was attended by around 15 villagers.<br />

Adam Pike the Senior Traffic Management Officer gave<br />

a two and half hour training course on how to monitor<br />

the speed of traffic through the village.<br />

The objectives of the scheme are not to catch people<br />

speeding but rather to raise awareness of the dangers of<br />

speeding and anti social behaviour on the roads.<br />

Therefore, volunteers will not be required to stop<br />

vehicles and the drivers of vehicles<br />

registered as exceeding the speed limit.<br />

Drivers registered will not normally be<br />

prosecuted or sent to court. However,<br />

certain persistent offenders may be<br />

further targeted by the police. Where<br />

appropriate the driver / registered<br />

keeper of offending vehicles will be<br />

sent a letter advising them of the<br />

dangers of speeding and anti social behaviour on the<br />

roads.<br />

WHAT’S THE RUSH<br />

There's a failsafe way to avoid the dreaded police<br />

speed traps just stick to the speed limit.<br />

politeness and consideration for my fellow motorists<br />

It's great! People wave and give you a thumbs-up or<br />

sometimes blow a kiss. It's reassuring to drive within<br />

the law and quite amusing to see the brake lights go<br />

on when the speedsters realise there is a speed<br />

camera ahead.'<br />

CHRISTOPHER BAYSTON became Musical<br />

Director of the Bishops Stortford Choral Society in<br />

September 2004. Since then the membership has<br />

more than doubled and more than 50 patrons are in<br />

sponsorship of what is now a very lively choir.<br />

In 2000 he moved to <strong>Hatfield</strong> <strong>Heath</strong> after 35 years<br />

on the resident music staff of Eton College, during<br />

which he conducted every musical ensemble except<br />

the military band. In his last years there he became<br />

Deputy Director of Music. This period saw Eton’s<br />

music emerge from tentative obscurity to become<br />

one of the school’s most successful and glittering<br />

activities.<br />

Educated as a chorister at Canterbury Cathedral and<br />

later at the King’s School, Canterbury, he went on to<br />

read music at Christ’s College, Cambridge and to<br />

study as a bass-baritone soloist under Audrey<br />

Langford in London and Gunter Weissenborn at the<br />

Mozarteum, Salzburg. He also became ARCO and<br />

worked as an examiner for the Associated Board for<br />

20 years.<br />

His approach to choral training is driven by the<br />

insistence that no-one is incapable of learning to<br />

read music and he takes enormous care in the early<br />

stages of preparing a performance to work on


accuracy and understanding of musical and textual<br />

detail. From then on he moves from the keyboard to<br />

the conducting rostrum and starts the process of<br />

engaging his singers as a performing team. With a<br />

life-long experience of singing , Christopher has a<br />

fund of useful advice on technique, expression and<br />

,above all, the fun of communicating with an<br />

audience. He also delights in getting the most out of<br />

the choir’s visiting soloists and orchestra, many of<br />

whom are mature students at the Royal College of<br />

In the last village magazine Cllr. Rust wrote that the land<br />

bordering Ardley Crescent and Matching Road had been<br />

cleared for houses, although no planning application had<br />

been received. I was saddened by the clearance,<br />

particularly when mature trees were felled. Even if the<br />

land is to be built on, this seems to be an unnecessary<br />

step. I would like two questions answered (1) Why clear<br />

land when no permission for building has been granted<br />

(2) Why was I told, not long after I moved to the village<br />

3½ years ago that the land was going to be developed (<br />

although nothing official has been found by checking<br />

UTTLESFORD DISTRICT COUNCIL’S<br />

COMMUNITY ACHIEVEMENT AWARD<br />

Barbara and Bruno Scheggia were nominated for an<br />

award by <strong>Hatfield</strong> <strong>Heath</strong> Parish Council for their service<br />

to the local community.<br />

About six years ago Bruno took over the role of Editor of<br />

the village magazine, a role which also incorporates<br />

those of Roving Reporter, Community Group Liaison<br />

Officer, Typist, Typesetter, Photographer and<br />

Advertising Manager and the magazine is delivered to<br />

every home in the parish.<br />

With his network of contacts, Bruno is the conduit<br />

connecting people and organisations for their mutual<br />

benefit and through this has become the driving force<br />

behind the re-introduction of the <strong>Village</strong> Festival. Due<br />

significantly to his effective project management last<br />

year's Festival was a huge success, enjoyed by the village<br />

and surrounding communities and looks set to become an<br />

annual event again.<br />

Bruno does everything with a quip and a laugh and<br />

manages to put a positive perspective on whatever<br />

happens.<br />

Barbara supports Bruno in his activities as <strong>Magazine</strong><br />

Editor generally, and specifically she proof-reads the<br />

magazine and organises the publication and timely<br />

distribution each month. She also sorts 770 copies into<br />

manageable blocks which she delivers to her team of<br />

volunteer distributors and if any of the distributors are<br />

unable to assist Barbara will either arrange cover or take<br />

on the extra work herself.<br />

Barbara is also heavily involved in the organisation of the<br />

<strong>Village</strong> Festival, being the Secretary to the Organising<br />

Committee and negotiating the hire of equipment and<br />

external entertainment.<br />

Barbara has been a volunteer helper on the David<br />

Livingstone Bus for people with special needs, ensuring<br />

that users of the bus can board, disembark and return to<br />

their homes safely.<br />

<strong>Hatfield</strong> <strong>Heath</strong> Parish Council considers Barbara and<br />

Bruno are highly valued members of the local<br />

community and an inspiration to all.

Trees on <strong>Village</strong> Green, Dunmow Road<br />

Clerk and Cllrs Sullivan, Sheekey and Jones met with Mr<br />

Turtill regarding several issues relating to trees in<br />

Dunmow Road. Mr Turtill agreed that some of the<br />

problems were of an urgent nature and that he would<br />

speak with the Lord of the Manor and recommend an<br />

arboriculturalist be appointed to survey all the trees in the<br />

vicinity and report to the Lord of the Manor.<br />

Fallen Tree<br />

Subsequent to meeting with Mr Turtill, the severe wind<br />

on Monday caused a branch to fall from a willow outside<br />

<strong>Heath</strong>field. Clerk to write to Mr Turtill suggesting PC<br />

engages a tree surgeon and invoices the<br />

Dunmow Road – Hayes Cottage<br />

Clerk and Cllrs Sullivan, Sheekey and Jones met with Mr<br />

erection of the fence outside Hayes Cottage. Mr Turtill<br />

advised Mr Morris that the fence appeared to be erected<br />

on <strong>Village</strong> Green land and would take this matter up with<br />

STORM FORCE OF OPPOSITION LINES UP TO<br />

CHALLENGE BAA PLANS<br />

A storm force of opposition to BAA’s plans for an<br />

airport bigger than <strong>Heath</strong>row at Stansted is being lined<br />

up as Stop Stansted Expansion (SSE) prepares to stage a<br />

major rally on Wednesday 2 April in Bishop’s Stortford.<br />

The event, to be held at the Rhodes Centre, South Road<br />

at 8pm, will be an important opportunity for the<br />

community and its allies to reaffirm commitment to<br />

fighting the airport expansion proposals which would<br />

have far-reaching implications.<br />

Chaired by Hertford and Stortford MP Mark Prisk, SSE<br />

speakers Peter Sanders (Chairman) and Carol Barbone<br />

(Campaign Director) will be joined at the rally by<br />

Parliamentarians and peers, council leaders and<br />

representatives of special interest and environmental<br />

groups.<br />

To date, some 15 speakers have confirmed that they will<br />

be attending to vocalize their opposition to BAA’s plans,<br />

including the Conservative Shadow Aviation Minister<br />

Julian Brazier MP, Labour peer Baroness McIntosh,<br />

Christopher Beazley MEP, Lord Hanningfield and<br />

Caroline Lucas MEP. The National Trust, Woodland<br />

Trust, CPRE and Greenpeace will also address the rally.<br />

Messages of support from Harlow MP Bill Rammell,<br />

who will be out of the country on that date, and the<br />

Liberal Democrat Transport Spokesman Norman Baker<br />

MP are also expected. Saffron Walden MP Sir Alan<br />

Haselhurst will provide the closing address.<br />

If BAA's plans for a second runway at Stansted were to<br />

be approved it would be the UK 's biggest airport<br />

development project since the Second World War. Over<br />

a thousand acres of unspoilt countryside and ancient<br />

woodlands would be bulldozed, cutting a swathe<br />

through the heritage-rich villages of Molehill Green and<br />

Broxted, but the effects of BAA’s proposals would be<br />

felt across the region and beyond.<br />

November 2006. BAA subsequently appealed and this<br />

was heard at a five month public inquiry during the<br />

summer and autumn of 2007.<br />

The Inspector’s report has now been submitted - in<br />

confidence - to the Secretaries of State for<br />

Communities and for Transport who are considering<br />

their decision. An announcement was expected by<br />

Easter but an eleventh hour admission by BAA that it<br />

significantly understated the air pollution impacts of<br />

the evidence presented to the inquiry, have led to calls<br />

from the main parties at the inquiry opposing the<br />

expansion plans for more information from the airport<br />

operator, as part of their opportunity to respond to the<br />

admission. This means it could be at least May before<br />

a result is known.<br />

The Second Runway Application<br />

An application has now been submitted by BAA to<br />

Uttlesford District Council for a second runway at<br />

Stansted which would make the airport bigger than<br />

<strong>Heath</strong>row today in every sense – planes, passengers<br />

and landgrab. Comprising hundreds of documents<br />

(available online and at many public libraries), the<br />

challenge now is for the community to make<br />

representations to the council in anticipation of a<br />

further public inquiry which is expected to span the<br />

whole of 2009. Representations need to be made in the<br />

first instance to Uttlesford District Council by late June.<br />

Once the application is ‘called in’ by the Government,<br />

preparations for the public inquiry will begin in<br />

earnest and there will be further opportunities for<br />

members of the public and their elected<br />

representatives, as well as special interest groups, to<br />

comment.<br />

The end of the inquiry will not bring an immediate<br />

result, however. The Inspector’s report will take some<br />

time to complete and a decision is unlikely before late<br />

2010.<br />

Rampant, all-conquering, undefeatable – those are just a<br />

few words to describe <strong>Hatfield</strong> <strong>Heath</strong> CP School<br />

Football Club. <strong>Heath</strong> Sport reporter BILLY SHAW tells<br />

of how the club’s undefeated first team lifted the league<br />

trophy this month….<br />

Coming off the back of a delightful 2006/07 season, in<br />

which <strong>Hatfield</strong> <strong>Heath</strong> ran away with the West Essex<br />

Primary School League having lost only once, the side<br />

have done it again this year – entirely undefeated.<br />

The slightest of blips in an otherwise perfect league<br />

programme occurred in the final game before the<br />

Christmas break when their match at Rodings ended all<br />

square at 2-2, but a string of four consecutive wins in<br />

this season’s home straight has seen them seal the league<br />

title for the second year in a row.<br />

February 19th saw Joe Scanlon, Joe Milbourne and<br />

Harry Andrews on target as the <strong>Heath</strong> picked up a useful<br />

3-0 home win against St. Mary’s Stansted, before a<br />

second half onslaught led to an 8-0 triumph away at<br />

Bentfield.<br />

The home side were only one goal down when the teams<br />

went in for half time, but an avalanche fell on Bentfield<br />

in the second half as they conceded seven goals. Harry<br />

Andrews and Samuel Marrow both bagged respective<br />

braces, while other goals came from Joe Scanlon, Josh<br />

Wilson, James Baughurst and Stan Hume.<br />

A goal masterclass from Harry Andrews helped the team<br />

consume Rodings 6-1 in a revenge mission for their<br />

earlier draw. Andrews scored four times, with Joe<br />

Milbourne and James Baughurst joining him on the<br />

scoresheet.<br />

And finally on March 11th, the side brought the curtain<br />

down on a fine season with a 1-0 away win at near<br />

neighbours Howe Green. James Baughurst netted for the<br />

<strong>Heath</strong> in the second half, with the squad for this game<br />

lining up as follows….<br />
