MINUTE<br />
PRESENT: Cllr Bart Sheekey (BS) (Chairman) Cllrs<br />
Janet Briscoe (JB), Bob Jones (BJ), Mark Lemon (ML),<br />
David Parish (DP), Sandra Saban (SS), Mel Sullivan<br />
(MS) and Gary Waller (GW).<br />

The minutes of the council meeting of 9th December<br />
were signed as a true record of the meeting.<br />
151 DECLARATION OF MEMBERS INTERESTS:<br />
BS, ML, JB declared a personal non prejudicial interest<br />
in Item 157 Planning re Little <strong>Heath</strong> Farm<br />
152 PRESENTATION BY EALC<br />
Joy Shepherd (EALC) was unable to attend due to<br />
weather conditions<br />

DISTRICT COUNCILLORS MS asked ML about<br />
South Forurn date to be altered as some councillors are<br />
unable to attend. ML will raise the issue but is doubtful if<br />
it can be changed<br />

Michael Hockley has spoken to BS regarding signage in<br />
Friars Lane. To be discussed under Agenda Item<br />

Barry Newman has agreed site with Michael Hockley but<br />
weather conditions have prevented installation.<br />

Weather conditions have prevented repair to play area.<br />
Fairs<br />
Fairs have been offered to Mannings (Weekend after<br />
Easter) and Perretts Amusements who have requested the<br />
first weekend in September (4th/5th) as in previous years<br />
BJ said that approval from Holy Trinity should have<br />
been sought before offering date.<br />
Rural Verges<br />
ECC are currently unable to confirm any changes to<br />
cutting regime and suggest we base next years contract<br />
on this years quantities and rates, we will be advised as<br />
soon as a decision has been made.<br />
Affordable Housing<br />
GW reported from the Affordable Housing Sub<br />
Committee that he, BS and MS had met to narrow<br />
down the short list of housing associations which are<br />
partners of the Rural Community Council ofEssex, and
