implementation prospects of an EU reform, is that it is analytically <strong>in</strong>terest<strong>in</strong>g to<br />
use material that is not issue of the EU itself.<br />
Other important contributions to the empirical material of this study have<br />
come from th<strong>in</strong>k tanks such as the Migration Policy Group <strong>in</strong> London, and from<br />
publications of the UNHCR <strong>in</strong> Warsaw.<br />
<strong>The</strong> material I have used on <strong>Poland</strong> and the Polish <strong>asyl</strong>um system is solely the<br />
material found available <strong>in</strong> English. This might imply limitations to the scope of<br />
the material used, but was a necessity due to the limited extent of the study and<br />
the fact that the use of documents <strong>in</strong> Polish would require translation.<br />
3.6 Reflect<strong>in</strong>g on the adm<strong>in</strong>istrative approach<br />
I look upon the concept of legal security <strong>in</strong> <strong>asyl</strong>um <strong>in</strong>vestigations as made up of<br />
two major components. One is the adm<strong>in</strong>istrative part where rules and regulations<br />
have to be respected correctly (i.e. the focus <strong>in</strong> this essay). <strong>The</strong> second part<br />
consists of the culture <strong>in</strong> the national <strong>asyl</strong>um services, of how the demands are<br />
treated by the <strong>asyl</strong>um <strong>in</strong>vestigators. A claim often stated is that there is a “culture<br />
of disbelief” among the officials conduct<strong>in</strong>g <strong>asyl</strong>um <strong>in</strong>terviews and determ<strong>in</strong><strong>in</strong>g<br />
refugee status (for further read<strong>in</strong>g, see for example the dissertation of Eva<br />
Norström, 2004). This is of course an important issue to address when striv<strong>in</strong>g for<br />
a lawful <strong>asyl</strong>um process. However as this essay has the character of an<br />
adm<strong>in</strong>istrative analysis with the implementation of EU directives <strong>in</strong> focus, I will<br />
not explore this issue further.<br />
