commitment to prepar<strong>in</strong>g for EU membership.” (Ferry 2003:1105) It also seems<br />

that the EU fund<strong>in</strong>g of the regional development has strengthened the Polish<br />

central state, as all outflows from the EU are channelled through the state budget<br />

and also the negotiations concern<strong>in</strong>g EU fund<strong>in</strong>g are carried out between the<br />

<strong>European</strong> Commission and the Polish central government. (Ferry 2003:1110) <strong>The</strong><br />

coord<strong>in</strong>ation of EU fund<strong>in</strong>g also require the strengthen<strong>in</strong>g of the adm<strong>in</strong>istrative<br />

capacity of the central government. (Ferry 2003:1111) Even though Ferry’s study<br />

particularly concern reforms of the regionalisation <strong>in</strong> <strong>Poland</strong>, his l<strong>in</strong>e of argument<br />

on the importance of the central state is of universal validity. Thus we can<br />

summarise that the Polish central state is still a strong actor, even though<br />

important regional reforms have been <strong>in</strong>itiated s<strong>in</strong>ce the fall of communist rule.<br />
