INVITATIONS will soon be arriving
for the 11th Client Convention to
be held at Riverside Receptions
on Saturday, 18 August 2007.
This year’s theme will be
“Making Your Own Life Choices
– Partnerships and Advocacy in
Service Provision”.
The State Client Consultative
Committee (CCC) will encourage
participants to share new ideas
about how to work together with
service providers to plan and
implement support services that
meet individual needs.
Keynote speaker, Mary Albury will
be complimented by workshops
presented by peak organisations
and government agencies.
To allow the State CCC to
run smaller client consultative
workshops throughout the state, the
Convention will be slightly shorter
than in previous years, and child
care will not be available at the
League’s head office.
Support to access other child care
is available upon request.
Lunch will be supplied to delegates
and support will be available for
those wishing to attend.
The program will commence at
10:00am and conclude at 3:30pm.
Donations lead to first steps for five young Queenslanders
FIVE young Queenslanders with
cerebral palsy will walk unassisted
for the first time in their lives, thanks
to the Courier Mail and several
generous Queensland donors.
This includes three-year-old
Zane Cecil, who took his first
unassisted steps on June 1, when
fitted with his own Hart Walker.
Costing an estimated $11,000 to
purchase and maintain, Zane’s
device was sponsored by an
anonymous Queenslander in
response to a Courier Mail story.
A further four young Queenslanders
will be given the gift of mobility as a
direct result of the article, “Thanks to
Broncos he’s walking tall” published
in the Courier Mail on February 24.
“Following the article about the Hart
Walker device, the League received
an unprecedented response and
anonymous donations of $60,000,”
Mr Bruce Milligan, CEO of the
League said.
“Without support from the Courier
Mail and these very generous
donors, these children may never
have had the opportunity to walk
independently.”
If you would like to assist
another child to walk,
phone 07 3358 8049 or email
CEO Foreword
CONGRATULATIONS to the
Minister for Disability Services
for keeping disability services on
the agenda and providing another
funding boost this year.
The Beattie Labor Government
handed down the 2007-2008
Budget in Brisbane on June 5
and the League welcomed a $128
million injection of additional funds
over the next four years for the
disability services sector.
The Government’s allocation of
additional new funds demonstrates
continued commitment to the
disability services sector, but it
doesn’t address urgent funding
needs for children’s services and
this was disappointing.
The boost is welcomed, however,
it was disappointing to see that no
new funding was earmarked for
children’s services to follow through
on the small amount that was
allocated in last year’s budget.
This means thousands of
Queensland children with a
disability that are currently waiting
for services and support will most
Membership Matters
likely have to wait another year.
The increase in stamp duty on the
purchase of vehicles is another
tough blow for the disability services
sector and this increase will add an
estimated $200,000 to the League’s
costs per year.
Vehicles are both a vital component
and a major cost of the services
that we provide.
We’re calling on the State
Government to exempt not-forprofits
from this increase in stamp
duty on salary packaged vehicles.
National Cerebral Palsy Awareness
Week will be celebrated from 5 to 12
August and you can participate by
placing posters and information at
your school or business, registering
an event or making a donation
during this week.
THE first meetings of 2007 were
very busy for the Parents and
Guardians Association.
We have been finalising the Terms
of Reference for the Association
and will soon begin work on a new
brochure.
Representatives attended the last
Board meeting to discuss children’s
services, this being the first of a
number of strategic issues we will
be consulted on throughout the
year.
The Association welcomes the
opportunity to liaise with the
Board on topics of relevance to
members.
Along with Carol Barton and
members of the State Client
Consultative Committee, I regularly
attend management liaison
meetings where we discuss the
Board Report in more detail and
raise any concerns.
The Association is, as always,
keen to attract any young parents
who have an interest in being more
actively involved with the League.
It is a good way to become informed
about the services provided by the
League, the good outcomes, and
the challenges in providing services
to adults and children across the
state.
If you would like more information
on the Parents and Guardians
Association please contact Wendy
Lavelle, the Client Liaison and
Information Officer on 07 3358 8049
or email wlavelle@cplqld.org.au
Wendy will pass on your details
and I will be in touch to answer all
your questions.
I look forward to hearing from you.
THE State Client Consultative
Committee has been very busy
thus far in 2007, implementing the
strategies in the Annual Plan.
Activities have included:
• Site visits by State CCC
representatives to Adults North
and South services;
• Planning for a CCC workshop
on the Gold Coast;
• Redevelopment of the CCC
brochure;
Brisbane North
Siblings Group
TWELVE siblings of children with
disabilities recently attended YMCA
Camp Warrawee at Joyner for a
weekend of fun and self discovery.
Activities included rock-climbing,
canoeing, flying fox rides, giant
swings, team games and some
reflective exercises.
The siblings are part of the
Brisbane North Siblings Group, an
interagency collaboration between
Unicare and the Cerebral Palsy
League at Chermside.
Children who have a brother
or sister with a disability are
often required to take on more
responsibilities than their peers,
and consequently fulfil a different
role within their families.
This may mean providing support
to their siblings in areas such as
personal care, domestic help and/
or emotional support.
While there are many positive
experiences for siblings in these
roles, they can also rollercoaster
through a range of emotions
which can be difficult for them to
deal with.
• Liaising with the Board for
discussions on nominated
strategic issues for the League;
• Joining with the League for
advocacy on other issues
including domestic airline travel
and Centrelink allowances;
• Planning the 11th Client
Convention on August 18.
This year’s Client Convention will
have a few minor changes based
on the feedback we received last
year.
However, a full day of good
conversation, good food and
entertainment will remain.
The State CCC would like to
congratulate our colleague Mary
Albury on the release of her book,
“Who’s Been Sitting In My Chair?”.
Mary is a talented writer and
The League and Unicare recognise
the important, yet complex role
some siblings may have within their
family, and have formed the Group
to try to meet the specified needs
and interests of the siblings whose
families access our agencies.
The central focus of the Group
is to support children so that
friendships between siblings can
be encouraged, established and
maintained.
Other aims include:
• Develop friendships for peer
support
• Have the opportunity to engage
with peers who are in similar
circumstances
• Build self-confidence and
leadership skills
• Develop a sense of
achievement
• Develop a foundation from
which more specific support can
be provided
• Enable siblings to access
activities that may not be readily
available to them
The Group has run for several
years, with activities being held
approximately every six weeks, for
siblings aged between five and 13.
advocate and we look forward to
her keynote speech at this year’s
Convention.
The State CCC still aims to
increase the number of formal
Regional CCC activities throughout
the state and we look forward to
your participation.
If you are unsure about what we
do or how to take part, please
contact your local League Service
Manager, contact us via email at
stateccc@cplqld.org.au or phone
07 3358 8049.
Regards,
Terry Donaldson
Chairperson, State CCC
Activities are held on Friday nights
for approximately four hours and
there is a small cost to attend.
New ambassador for kids with cerebral palsy
(Continued from front cover)
THE League is pleased to
announce that Mr Brent
Hailey, President of the Urban
Development Institute of Australia
Queensland (UDIA) and CEO of
MFS Diversified Group has now
added “League Ambassador” to
his resume.
As a strong advocate of the
Cerebral Palsy League, Mr Hailey
is committed to raising vital funds
to ensure existing children’s
services can be continued.
League CEO, Mr Bruce Milligan
said he is delighted to have a
person of such high standing within
a prominent industry become a
League Ambassador.
“Brent has a commitment to
children’s programs, and the
services the Cerebral Palsy League
provides,” Mr Milligan said.
Mr Hailey was first involved with the
League in 2006, as a Co-Patron of
the Kids’ Services Funding Crisis
public appeal.
“It’s refreshing to see people
who have influence in their
fields, challenge their peers to be
involved and support people with a
disability,” Mr Milligan said.
Specifically, Mr Hailey will urge the
development industry to donate
funds to secure children’s services
which are currently under-funded.
Cerebral palsy is the most common
form of physical disability.
There is a child born every 15 hours
in Australia with cerebral palsy.
For 2007, Mr Hailey nominated the
League to be the beneficiary of two
major UDIA events:
• UDIA Suncorp Queensland
Awards for Excellence, June 22
at the Brisbane Convention and
Exhibition Centre
• UDIA State Conference, August
17-19 at the Hyatt Coolum
MUSIC
MOVED
HIM!
TJ JAMES is an acclaimed
Canberra-based singer, songwriter
and recording artist.
TJ was born with cerebral palsy.
He believes “anything is possible”
music, or hear him perform, to
know it is.
TJ has a strong fan base both in
Australia and overseas.
He began his music career in
Canberra as a busker, and never
lost his grassroots connections.
The release of his third album,
“Another World” marks another
achievement for TJ.
Now, at age 34, TJ has become
an active community member
as a role model for young
people with disabilities,
inspiring them to be the
best they can be.
TJ works closely with various
organisations that assist people
with cerebral palsy, including
the Cerebral Palsy League of
Queensland.
ETS update
League client launches children’s book
THE last quarter has been a busy
time at Equipment Technology
Services (ETS).
The team has undergone training
and education on a range of topics,
and the sales team has increased
regional clinic days significantly, by
offering more services and products
to meet the needs of clients.
Currently, ETS is focused on seated
positioning and 24 hour postural
care research.
Through this research, the ETS
team is developing new products
to meet the needs of clients, whilst
keeping clinically informed of new
information that is being released
in the “seating world”.
In conjunction with Leckey, an
overseas manufacturer of paediatric
equipment, ETS is proactively
becoming more involved in the
research process.
This will enable therapists, clients,
and families to make informed and
clinically sound choices.
On a final note, we would also
like to say a big, “Welcome Back”
to Mike Edwards, a wheelchair
technician, who has recently been
away in Melbourne.
More updates coming in the next
Fond farewell to
a founder
IT is with regret that we announce
the passing of Mrs Beryl Ahern.
Mrs Ahern was one of the
founding “mums” of the Cerebral
Palsy League of Queensland.
Mrs Ahern’s 50 years of
involvement with the League will
be celebrated in the next issue of
League News.
AN INSPIRATIONAL 53-year-old
Rockhampton resident has overcome
great odds to write, illustrate and
publish his very own children’s book.
Sam Patane, who has multiple
disabilities, launched his book,
“The Hungry Dragon” at the North
Rockhampton Library on May 12.
Sam has spent countless hours
learning how to paint and write over
the past three years, supported by
the Cerebral Palsy League.
Sue Kraatz from the League’s
art programs in Rockhampton,
commended Sam’s efforts.
“The story behind Sam’s book is a
great testament to his courage and
talent,” Ms Kraatz said.
“Not only did he learn how to paint
and author a book, he inspired others
In memorium -
a dear friend
THE League extends sincere
condolences to the family and
friends of long standing volunteer,
May Nevin.
May was a familiar face at Fig Tree
Pocket services for many years,
assisting with a range of activities
on a regular basis.
She was a good friend to many.
to donate their time and efforts to
help him complete the project.
“This includes a well-known
Australian author, who flew to
Rockhampton to teach Sam how to
convert his paintings into a story,”
she said.
Sam won First Prize in the
Rockhampton City Council’s
“Children’s Book Week 2006”
Competition, which led to
sponsorship to publish his book.
Sam regularly participates in the
League art programs, which are
open to the community and include
painting, sculpture, photography,
digital art, craft, drama and music.
To purchase a copy of Sam’s
book, phone 07 4922 0794
May’s efforts were formally
recognised by the Board of
Directors in September 2001 when
she was presented with one of the
League’s highest honours, the
League Medal for Distinguished
Service.
May will be remembered with
great fondness by those who had
the privilege to know her.
Many clients benefited from her
support and she will be missed.
Far North CP
Challenge
FORESTERS will take a swing at
raising funds for the League with a
golf day.
The Hoo Hoo Club, a fraternal order
of forest industry workers dedicated
to raising cash for charities, will host
the day at the Cairns Golf Club on
June 22.
As money raised will support the
Far North CP Challenge, the Hoo
Hoo Club would like as many
four-player teams as possible.
The Far North CP Challenge is
a sponsored endurance race
where four Far North Queensland
police officers will raise funds and
awareness of cerebral palsy.
Tasks have deliberately been made
tough to highlight the challenges
faced by people with cerebral
palsy.
The project also aims to make the
community aware of the sheer grit
and determination possessed by
people with cerebral palsy and
related disabilities.
The four police officers will cycle,
kayak, hike and run nearly 400km
to raise $100,000 for the Cerebral
Palsy League.
Disability Action Week
15-21 July 2007
DISABILITY touches the lives
of most Queenslanders in some
way - through the experiences we
have with friends and family, in the
school, at the workplace and in the
community.
One in five Queenslanders has a
disability of some kind.
Fund.
The vehicle will be used to
transport workers, tools and
materials to and from jobs,
including lawn mowing, pruning,
planting and rubbish removal.
“We’re very grateful to Simon
Finn and others for helping us
successfully obtain these funds,”
National
Research Project
Survey of Parents of School
Students with Disabilities
Investigating the Feasibility of
Portable Funding for Students
with Disabilities
Monash University has been
engaged by the Australian
Government through the
Department of Education, Science
and Training (DEST) to investigate
the portability of funding for school
students with disabilities. A key
part of this research will be a
survey of parents of students with
a disability.
It is important that all parents of
students with a disability are given
the opportunity to participate in
this survey, so Monash University
and DEST have asked the national
parent organisations to help get
the information out to principals in
schools right across the country.
The Australian Council of State
School Organisations (ACSSO)
and the Australian Parents Council
(APC) have long been concerned
about a range of unresolved
issues affecting the learning and
development opportunities for
students with disabilities, and the
support needs of their families.
We are asking principals and
parent committees in every
school across the country to work
together to ensure information
about this survey reaches every
family in this situation, with strong
encouragement for them to
complete the form online.
Online survey access
The survey can be accessed
and completed online at: www.
projects.education.monash.edu.
au/disability-portable-funding
Paper versions of the survey
If any families are unable to access
the survey online, the document can
be downloaded, printed, completed
and mailed back to the research
team in the Faculty of Education at
Monash University at the address
shown below. Download a printable
copy of the survey at www.acsso.
org.au/questionnaire.pdf
Information for principals, P&F
presidents and families
Working closely with national
parent organisations, the team
at Monash has developed the
following documentation for the
specific information of key people
in each school community, which
you can access and download
electronically as shown:
• Information for principals:
www.acsso.org.au/principal.pdf
• Information for parent
organisations:
• Information for parents of
students with a disability:
www.acsso.org.au/parents.pdf
Opportunity to tell your story
and raise issues
ACSSO and APC particularly wish
to alert families of students with
a disability that there is an openended
section of the survey [Part
6, section (h)] which invites you
to give an outline or story of your
experiences in relation to the
schooling of your child. We strongly
encourage all families to take
this opportunity, and record any
particular matters, issues, concerns
or other points that you would
like drawn to the attention of the
Australian Government. This may
also include any suggestions you
have for ways in which the range
of support services to students with
a disability can be made easier to
access and more effective in their
operation.
You may also inform parent
organisations about your issues
for action.
Parents of students with a
disability may bring these or any
other matters to the attention of
national parent organisations,
for them to take into account
during discussions with and
recommendations to the Australian
Government about ways in
which these support services
can be improved. Please send
us this information at the contact
addresses shown below.
MARY Albury, consultant, advocate,
League employee and State
Client Consultative Committee
representative, recently added
“author” to her long list of roles.
Entitled, “Who’s Been Sitting In
My Chair”, Mary describes her first
book as the inspirational account
of one woman’s journey to self
discovery.
“It is a heartwarming and often
humorous insight into what it is
really like being me,” Mary said.
“A twenty-something living with
cerebral palsy, just trying to find
herself and make her mark in this
crazy and often uncertain world.”
and interest in the book increasing
everyday.
“This book has been a thirteen year
labour of love. I am just so excited
to see that my dream has finally
Q u e e n s l a n d
Who is Capability Queensland
Consulting and Training?
In April 2005 Disability Services Queensland (DSQ) chose
the Cerebral Palsy League to be on the “Learning and
Organisational Development Panel of Consultants”.
This means that we can provide support to other DSQ
funded services to develop their systems to comply
with the Disability Sector Quality System (DSQS).
The League has seen this as an opportunity to broaden
its consulting and training role through its new initiative:
“Capability Queensland – Consulting and Training”
Why should another organisation choose Capability
Queensland to support them in developing
their Quality Management System?
• The Cerebral Palsy League has been a part of the
disability services sector for more than 50 years
• Our services have achieved certification against the
DSQS, which means we can share valid knowledge
and processes
• Our consulting team has experts in disability service
delivery with internal quality consulting expertise
• We operate a broad range of services and service
models enabling us to consult across a broad spectrum
of needs
• We have a major commitment to the DSQS working for
everybody
Staff Appointments
THE Marketing and Fundraising
Department has welcomed several
new members to the team.
Edward Hornery is the new
Community Development Officer.
Edward has been working for the
Friendship Bank program in a
casual capacity over the last nine
Friendship Bank is a terrific way to
support the League on your own
terms.
Simply place a collection tin in your
home or office and put your loose
change and notes in it.
A collector will visit you every six
months, collect the contents of your
tin and then issue a receipt for your
donation...it’s that simple!
Please help the Cerebral
Palsy League create
capability from disability
Cerebral palsy is the most common
physical disability in childhood. Caused
by damage to the developing brain,
it can impair walking, cause a lack
of muscle coordination, spasms and
speech difficulty.
Providing services to families affected
by cerebral palsy costs the League
more than $45 million yearly and
while it receives government funding,
community support is vital to making
up the difference.
WISHES CAN COME TRUE!
CEREBRAL Palsy League client Will
Foord celebrated Easter at the Blues
Festival at Byron Bay.
Will, with his mum Melinda and
brother Atticus, stayed in fully
funded wheelchair accessible
accommodation during the festival.
“The accommodation just made
things so much easier, with the rain
that seems to be part of the festival
it was great to come back to a room
rather than a tent,” Melinda said.
Will was clearly excited to be able
to participate in an event that isn’t
normally recognised as being
wheelchair accessible.
“I got to hear some of the best,
hanging out in the massive tent gave
me a chance to get up close to some
really great musicians,” Will said.
Will was the recipient of a Starlight
Foundation wish.
Clients interested in more information
