potential project for Dirt and Gravel Road Maintenance Program funding has a unique set
of circumstances to be recognized.
The QAB is encouraged to promote public outreach that promotes awareness of the Dirt
and Gravel Road Maintenance Program.
5. Application Submittal Times
The QAB shall adopt procedures to control how and when applications will be accepted
by the conservation district. The QAB can impose submittal deadlines for administrative
orderliness.
6. Number of Applications
The QAB will determine the number of applications that may be submitted by an
applicant at any time or over a period of time. The district can adopt a policy regarding
the number of applications received from a given entity.
7. Non-pollution Standards
The QAB shall recommend and the conservation district shall adopt standards that
prohibit the use of materials or practices which are environmentally harmful or do not
meet the program’s non-pollution standard. The district may adopt the state program
standard. The conservation district shall set policies based on the recommendations of the
QAB. See examples for policy statements.
The statute and the statement of policy require conservation districts to adopt standards
that prohibit the use of environmentally harmful materials or practices. The QAB may
recommend to the district board that products approved for use by the SCC are acceptable
for use in the county program. The district directors would vote on the recommendation
and the result of the vote should be included in the minutes of the meeting. The list of
approved products will be updated as required and posted on the SCC website and the
Center for Dirt and Gravel Road Studies.
8. Statement of Performance
The SCC, the local conservation districts or QABs are not responsible for seeking out
new materials or products that are acceptable for use in the Dirt and Gravel Road
Maintenance Program. It is incumbent upon the company requesting inclusion of their
product into the Dirt and Gravel Road Maintenance Program to state clearly what their
product is intended to do and to supply sufficient data in the initial application to support
their statement or make subsequent data submissions in response to inquiries from the
reviewers of the application. The manufacturer shall provide documented evidence using
experimentally validated methods, which support the performance claims set forth in the
