F. Grant Application Completion Instructions
The grant application must be entirely completed prior to submission to the Conservation
District. Instructions for completion of the grant application form are found here.
G. Training
At least one person from the municipality or agency applying for funding must have
attended ESM training within the past five (5) years. Everyone who attends an
Environmentally Sensitive Maintenance training session will have received a certificate
and his or her name will be on file with the SCC. Conservation districts may adopt
stricter standards for ESM training.
H. Product Approval
Materials and procedures must meet the SCC’s conditions for certifying that they do not
pollute or harm the environment. This applies to the use of fill materials, wearing surface
materials, dust suppressants, road base stabilizers and any other materials used in the
project.
All products accepted for use in the Dirt and Gravel Road Maintenance Program and
purchased with Program funds must be used in accordance with their intended use as
stated on the label or the products shall comply with the environmental and performance
testing protocol approved by the SCC. The SCC shall delegate the establishment of
testing protocols to the Center for Dirt and Gravel Road Studies.
1. Label Restricted Commercial Products
Labeled products, such as herbicides do not require further testing. The label should state
the intended use of the product. These products are acceptable when used according to
the label restrictions.
2. Plant and Seed Products
Plants and seeds are covered by both state and federal Noxious Weed Laws, the Pa.
Noxious Weed Control list, the Pa. Seed Act, Pa. Title 7 Chapter 111: Seed Testing
Labeling and Standards Pa. Noxious Weed Law, the Pennsylvania Public law 228, of
1982, and the Federal Noxious Weed Act. Title 7. Agriculture, Chapter 61.
