Urban sprawl resulting in unsustainable development impacting on natural areas, infrastructure provision and maintenance. Poor road conditions make access to sites and markets difficult, discouraging tourists from the area. The current discrepancy in population figures between the SA Stats Community Census of 2007 and the figures used in the municipal IDP and SDF needs to be resolved. The census suggests a significant decline in population while the IDP figures suggest continued growth in population. Either of these situations would have significant opposing implications on housing and land which cannot be left unresolved. The built form of Daggakraal is increasing unsustainable in terms of infrastructure provision and maintenance given is extremely sprawled nature. This will negatively impact on the resident’s ability to explore alternative land use activities that support sustainable livelihoods, such as small scale intensive arable farming, small scale manufacturing etc. Poor road infrastructure and long distances to markets could impede these possibilities, which also contribute to inefficient energy consumption. Source: Adapted from Klug (2010) Table 4-5: Assets, opportunities and constraints/threats associated with agriculture Asset Opportunity Constraint / Threat Natural resource base – soil and water Infrastructural network Institutional network The soil and climatic conditions allows farmers to produce high quality agricultural produce of different types. The abundance of water allows for the current irrigation systems and can assist even more with all farming activities (crop and animal farming). The area shows a competitive advantage toward cattle and sheep production. The well developed (but poor quality) road and rail network allows easy access for all farms to main roads. This allows for packaging, storage and marketing of agricultural produce. Good storage facilities for grain exists in the western part of PKLM. The railway connection to Durban and Gauteng runs through PKLM. The well developed network allows for all services to be available to the agricultural sector and farmers in particular, providing access to all input suppliers and markets. Farmers themselves are well organized into farmer’s associations, farm watches (security network) and fire associations. An opportunity exists for the agricultural sector and local government to set aside their differences, initiate meaningful dialogue and implement sustainable development Topography in the eastern part limit crop production. Poor conditions of some of the roads due to coal transport limits transport of agricultural produce. The poor quality of the roads has a negative impact on the dairy industry since large distributers from Gauteng are unwilling to send their trucks into the area for fresh milk collection. Most dairy farms closed down due to poor prices offered by these large fresh milk distributors. The current mistrust between local government, and the farming and business sector limits the contribution of agriculture towards poverty alleviation and economic growth. Farmers and businesses do not trust the local government sector because of their poor record of service delivery. They believe the focus of government is on land reform and emerging farmers, which costs the commercial sector in the long run.
