I. INTRODUCTION<br />

1.1 BACKGROUND<br />

The Addis Ababa International Conference on Financing for Development (FfD) will take place on 13-16<br />

July 2015. The conference will be held at the highest possible political level, including Heads of State or<br />

Government, Ministers of Finance, Foreign affairs and Development Cooperation – International<br />

Organizations, and representatives of business and civil society.<br />

The Government of Ethiopia is proud to host this event, with the support of the United Nations<br />

Secretariat, in particular the Department for Economic and Social Affairs Financing for Development<br />

Office and the United Nations Economic Commission for Africa.<br />

The purpose of this Handbook is to provide helpful information on the conference organization, protocol<br />

and other practicalities for participants. It also outlines the arrangements for which the Government of<br />

Ethiopia will be responsible, including accommodation, transportation, security, immigration and customs<br />

arrangements.<br />

1.2 EXPECTED OUTCOME OF THE CONFERENCE<br />

An intergovernmentally negotiated and agreed outcome, constituting an important contribution to and<br />

support for the implementation of the post-2015 development agenda<br />

1.3 SCOPE OF THE CONFERENCE<br />

(i) assessing the progress made in the implementation of the Monterrey Consensus and the Doha<br />

Declaration and identifying obstacles and constraints encountered in the achievement of the goals and<br />

objectives agreed therein, as well as actions and initiatives to overcome these constraints;<br />

(ii) Addressing new and emerging issues, including in the context of the recent multilateral efforts to<br />

promote international development cooperation, taking into account:<br />

• the current evolving development cooperation landscape;<br />

• the interrelationship of all sources of development finance;<br />

• the synergies between financing objectives across the three dimensions of sustainable<br />

development; and<br />

• the need to support the United Nations development agenda beyond 2015;<br />

(iii) Reinvigorating and strengthening the financing for development follow-up process.<br />
