JAMES E. SAMPSON NAMED VICE PRESIDENT OF STV
DALLAS, March 31, 2004 – James E. Sampson has been named a vice president of STV Incorporated.
In this position, he will continue to be responsible for managing some of the firm’s largest light rail
transit projects. He will report directly to William F. Matts, group senior vice president and head of the
firm’s National Transportation Group. STV Incorporated is an STV Group firm.
Sampson joined STV in 1995, and has over 20 years of experience in managing major transit
improvement projects throughout the United States. He is currently STV’s project manager on the
CATS South Corridor Light Rail Transit System project which entails the design and construction phase
services for the first of five new light rail routes in Charlotte, N.C. The proposed $371 million project is
approximately 10 miles long, running from uptown Charlotte to Interstate 485. Recently, Sampson
completed the management of the General Engineering Consultant team for Dallas’ new DART Light
Rail Transit Program, a $900 million, 25-mile extension to its starter system.
Sampson serves as an STV instructor for the National Transit Institute (NTI) at Rutgers
University. He teaches courses whose goal is the education and training of federal, state, and local
transportation employees, US citizens, and others engaged in federally aided public transportation work.
The courses are taught in compliance with Section 5315 of the Federal Transit Act, which directs the
Secretary of Transportation to develop and implement a national program of training and education to
make sure that all federally funded transit projects are properly managed.
Sampson is a resident of Dallas, Texas.
