important characteristic <strong>and</strong> a substantive criteria as the second most important (31 percent), or vice versa<br />

(19.8 percent).<br />

We comb<strong>in</strong>ed these responses <strong>in</strong>to an <strong>in</strong>dex <strong>of</strong> ―procedural underst<strong>and</strong><strong>in</strong>g <strong>of</strong> democracy‖ rang<strong>in</strong>g<br />

from 0 to 3. Respondents who chose both substantive criteria are scored as 0. Those who chose a<br />

substantive criterion as the most important characteristic <strong>of</strong> democracy <strong>and</strong> a procedural criterion as the<br />

second most important were scored as 1. Respondents who chose a procedural criterion as the most<br />

important <strong>and</strong> a substantive characteristic as the second most important are placed at 2 on the scale.<br />

F<strong>in</strong>ally, respondents who cited the two procedural criteria (<strong>in</strong> any order) are scored as 3.<br />

The importance <strong>of</strong> exam<strong>in</strong><strong>in</strong>g the <strong>in</strong>dividual level factors that shape conceptions <strong>of</strong> democracy<br />

can be illustrated by exam<strong>in</strong><strong>in</strong>g the correlation between our measure <strong>and</strong> several measures <strong>of</strong> support for<br />

non-democratic government behavior. For example, those who identify procedural criteria as the most<br />

important characteristics <strong>of</strong> democracy are less likely to agree that ―violation <strong>of</strong> human rights <strong>in</strong> [their<br />

country] is justifiable <strong>in</strong> the name <strong>of</strong> promot<strong>in</strong>g security <strong>and</strong> stability‖ (p
