MAP-21, the Moving Ahead for Progress in the 21st Century Act (P.L. 112-141), wassigned into law by President Obama on July 6, 2012. MAP-21 is the first long-termhighway authorization enacted since 2005 and continues the requirement thatMetropolitan Planning Organizations prepare an annual listing of projects, includinginvestments in pedestrian walkways and bicycle transportation facilities, for whichFederal funds have been obligated in the preceding year under 23 U.S.C or 49 U.S.C.Chapter 53. The listing shall be published no later than 90 calendar days following theend of the program year and made available by the cooperative effort of the State,transit operator and metropolitan planning organization for public review. The followingtables and maps provide information on transportation projects located in the Ohio andIndiana portions of the OKI region that were obligated for spending using federal fundsduring state fiscal year 2013--July 1, 2012 through June 30, 2013. Kentucky projectswill be listed in a separate report covering federal fiscal year 2013—October 1, 2012through September 30, 2013 by December 31, 2013.The OKI region includes Butler, Clermont, Hamilton and Warren counties in Ohio;Boone, Campbell and Kenton counties in Kentucky; and, Dearborn County in Indiana.Maps are provided in this report for highway projects that initially received federalauthorization for the construction phase in fiscal year 2013. Highway projects that havereceived federal authorization for only the preliminary engineering or right-of-wayphase will be listed, but will not be mapped. Projects with initial constructionauthorization in prior years also will not be mapped.The information provided here is consistent with how projects are listed in the OKI TIP,i.e. projects are shown with a project identification number, route, section, location anddescription of project and funding amounts. This list provides information on theamount of funds programmed in the TIP, the amount of federal funds that wereauthorized during fiscal year 2013 and previous years, if available, and the amount offunds remaining and available for use in subsequent years. Projects are listed by stateand then alphabetically by county. Projects that were specifically identified as bicycle orpedestrian projects are identified as well as highway projects that contain a bicycle orpedestrian component.Project obligation information is also provided for four federally funded transit operatorsin the Ohio portion of the region: Butler County Regional Transit Authority (BCRTA),Clermont Transportation Connection (CTC), Middletown Transit System (MTS), and theSouthwest Ohio Regional Transit Authority (SORTA).An obligation is the federal government’s legal commitment to pay the federal share ofa project’s cost. An obligated project is one that has been authorized by a federalagency, such as the Federal Highway Administration (FHWA) or the Federal TransitAdministration (FTA). Obligated projects are not necessarily initiated or completed inthe programmed year and the amount of the obligation may not necessarily equal thetotal cost of the project. For FTA projects, obligation occurs when the FTA grant isawarded. For FHWA projects, the obligation occurs when a project agreement isexecuted and the state/grantee requests that the funds be obligated.1
