MAP-21, the Moving Ahead for Progress in the 21st Century Act (P.L. 112-141), wassigned into law by President Obama on July 6, 2012. MAP-21 is the first long-termhighway authorization enacted since 2005 <strong>and</strong> continues the requirement thatMetropolitan Planning Organizations prepare an <strong>annual</strong> <strong>listing</strong> <strong>of</strong> <strong>projects</strong>, includinginvestments in pedestrian walkways <strong>and</strong> bicycle transportation facilities, for whichFederal funds have been <strong>obligated</strong> in the preceding <strong>year</strong> under 23 U.S.C or 49 U.S.C.Chapter 53. The <strong>listing</strong> shall be published no later than 90 calendar days following theend <strong>of</strong> the program <strong>year</strong> <strong>and</strong> made available by the cooperative effort <strong>of</strong> the State,transit operator <strong>and</strong> metropolitan planning organization for public review. The followingtables <strong>and</strong> maps provide information on transportation <strong>projects</strong> located in the Ohio <strong>and</strong>Indiana portions <strong>of</strong> the <strong>OKI</strong> region that were <strong>obligated</strong> for spending using federal fundsduring state <strong>fiscal</strong> <strong>year</strong> <strong>2013</strong>--July 1, 2012 through June 30, <strong>2013</strong>. Kentucky <strong>projects</strong>will be listed in a separate report covering federal <strong>fiscal</strong> <strong>year</strong> <strong>2013</strong>—October 1, 2012through September 30, <strong>2013</strong> by December 31, <strong>2013</strong>.The <strong>OKI</strong> region includes Butler, Clermont, Hamilton <strong>and</strong> Warren counties in Ohio;Boone, Campbell <strong>and</strong> Kenton counties in Kentucky; <strong>and</strong>, Dearborn County in Indiana.Maps are provided in this report for highway <strong>projects</strong> that initially received federalauthorization for the construction phase in <strong>fiscal</strong> <strong>year</strong> <strong>2013</strong>. Highway <strong>projects</strong> that havereceived federal authorization for only the preliminary engineering or right-<strong>of</strong>-wayphase will be listed, but will not be mapped. Projects with initial constructionauthorization in prior <strong>year</strong>s also will not be mapped.The information provided here is consistent with how <strong>projects</strong> are listed in the <strong>OKI</strong> TIP,i.e. <strong>projects</strong> are shown with a project identification number, route, section, location <strong>and</strong>description <strong>of</strong> project <strong>and</strong> funding amounts. This list provides information on theamount <strong>of</strong> funds programmed in the TIP, the amount <strong>of</strong> federal funds that wereauthorized during <strong>fiscal</strong> <strong>year</strong> <strong>2013</strong> <strong>and</strong> previous <strong>year</strong>s, if available, <strong>and</strong> the amount <strong>of</strong>funds remaining <strong>and</strong> available for use in subsequent <strong>year</strong>s. Projects are listed by state<strong>and</strong> then alphabetically by county. Projects that were specifically identified as bicycle orpedestrian <strong>projects</strong> are identified as well as highway <strong>projects</strong> that contain a bicycle orpedestrian component.Project obligation information is also provided for four federally funded transit operatorsin the Ohio portion <strong>of</strong> the region: Butler County Regional Transit Authority (BCRTA),Clermont Transportation Connection (CTC), Middletown Transit System (MTS), <strong>and</strong> theSouthwest Ohio Regional Transit Authority (SORTA).An obligation is the federal government’s legal commitment to pay the federal share <strong>of</strong>a project’s cost. An <strong>obligated</strong> project is one that has been authorized by a federalagency, such as the Federal Highway Administration (FHWA) or the Federal TransitAdministration (FTA). Obligated <strong>projects</strong> are not necessarily initiated or completed inthe programmed <strong>year</strong> <strong>and</strong> the amount <strong>of</strong> the obligation may not necessarily equal thetotal cost <strong>of</strong> the project. For FTA <strong>projects</strong>, obligation occurs when the FTA grant isawarded. For FHWA <strong>projects</strong>, the obligation occurs when a project agreement isexecuted <strong>and</strong> the state/grantee requests that the funds be <strong>obligated</strong>.1
