INTRODUCTIONCertification of Aerodromes1.1 An Aerodrome Certificate is granted by the GCAA under Federal Act 20 (CivilAviation Law) Article 27, if it is satisfied an applicant is competent, having regardto the Certificate Holder’s previous conduct and experience, the equipment,organisation, staffing, maintenance and other arrangements, to ensure that theaerodrome and airspace are safe for use by aircraft. Federal Act 20, Article 27provides that the GCAA may revoke or suspend a Aerodrome Certificate.1.2 Accordingly, the GCAA may only grant and permit an Aerodrome Certificate tocontinue where it is satisfied that the Certificate Holder can ensure that theaerodrome and its airspace are safe for use by aircraft.<strong>NOTAC</strong> 01/2011 01 April 2011 Page 1 of 4

2. PURPOSE2.1 The purpose of this <strong>NOTAC</strong> is to notify Aerodrome Certificate Holders of the On‐Notice Procedures.3 SCOPEThe content of this <strong>NOTAC</strong> applies to all UAE Certificated Aerodromes.ANA “On‐Notice” Procedure3.1 In the event that the GCAA has observed a trend which, if unchecked, would leadit to cease to be satisfied as to the ability of the Certificate Holder to ensure safeoperations, the GCAA will contact the Certificate Holder to set out the GCAA’sconcerns. The GCAA will make it clear that unless the trend is reversed the GCAAmay cease to be satisfied as to the ability of the Certificate Holder to ensure safeoperations, in which circumstances it may take action in accordance with Case 3or Case 4 as listed in 1.5.3.2 It is important to recognise that every case needs to be judged on the individualcircumstances. Examples of what could prompt action in accordance with Cases2, 3 or 4 are:• Safety Significant Non‐Compliant Audit Findings;• Repetitive Audit Findings, including a failure to identify root causes offindings;• Significant incidents, together with a failure to investigate properly anddeal with the root causes;• An increasing number of incidents, indicating an underlying systemicfailure in the aerodromes Safety Management System;• Poor management attitude to compliance;• A management that prefers solutions that simply address the detail ofthe finding and that is unwilling or unable to put measures in place thataddress the root cause of non‐compliances;• Unstable/ineffective management. Instability can be caused by excessivechanges in structure, personnel, or both.<strong>NOTAC</strong> 01/2011 01 April 2011 Page 3 of 4


3.3 The GCAA will set out its concerns and request a recovery plan from theCertificate Holder to address the causes of the adverse trend. The recovery planshould provide deliverables that can be measured, including specific timescales.The recovery plan should set out clearly the “who, what, where and how”. Theneed for, and adherence to agreed timescales is particularly important.3.4 The Certificate Holder will be informed that a failure to deliver, either in terms ofquality and/or time, will result in firm regulatory action. This action may includethe suspension of an Aerodrome Certificate.Withdrawal from “ON‐<strong>NOTICE</strong>”3.5 Where the Certificate Holder completes the agreed actions in the recovery planto the satisfaction of the GCAA that the adverse trend observed by the GCAA hasbeen reversed, the Certificate Holder will be informed in writing that theaerodrome is no longer “On‐Notice” and are returned to Case 1 – normaloversight.Implementation3.6 This <strong>NOTAC</strong> is effective from 01 September 2011.4. PROMULGATION4.1 Current <strong>NOTAC</strong>’s are published on the GCAA website. A free email subscriptionservice is available that will notify a subscriber of an addition or amendment tothe GCAA’s publication catalogue, see “Subscriptions”.4.2 Aerodrome Certificate Holders should promulgate <strong>NOTAC</strong>’s promptly to thosepersons within the organisation/aerodrome that need to be made aware of thecontent and the impact on their role and responsibilities, especially inoperational areas, for example ATC, RFFS and Engineering Departments. Allaerodrome personnel are encouraged to use the subscription service.5. SUBSCRIPTIONS5.1 All Aerodrome Certificate Holders are invited to submit a list of recipientsincluding email addresses and job titles. Please refer to <strong>NOTAC</strong> 01/20096.
