Background and Objectives<strong>Core</strong> <strong>Services</strong> <strong>Review</strong> Task Force<strong>Terms</strong> <strong>of</strong> <strong>Reference</strong>The <strong>District</strong> <strong>of</strong> <strong>Mission</strong> (<strong>District</strong>) has experienced significant growth and development over the lastdecade or so. In response, the organization has matured, evolved and grown.All <strong>of</strong> the newly elected Council ran as members <strong>of</strong> the Citizens <strong>for</strong> Responsible MunicipalGovernment, pledging to hold the line on spending and taxes, and promising to undertake a <strong>Core</strong><strong>Services</strong> <strong>Review</strong> as a guide to achieving tax relief and financial sustainability. With a strong electoralmandate, Council is now moving to fulfill this commitment by initiating a study to examine theorganization to ensure that the <strong>District</strong>’s services/programs and structure are as efficient and costeffectiveas possible and at the same time are addressing the needs and financial realities <strong>of</strong><strong>Mission</strong>’s citizens and taxpayers. In pursuit <strong>of</strong> these objectives Council is undertaking a <strong>Core</strong> <strong>Services</strong><strong>Review</strong> (<strong>Review</strong>). To facilitate this <strong>Review</strong>, Council has <strong>for</strong>med a <strong>Core</strong> <strong>Services</strong> <strong>Review</strong> Task Force(Task Force).PurposeThe purpose <strong>of</strong> the <strong>Core</strong> <strong>Services</strong> <strong>Review</strong> Task Force is to facilitate the <strong>District</strong> <strong>of</strong> <strong>Mission</strong> 2012 <strong>Core</strong><strong>Services</strong> <strong>Review</strong> by ensuring that the <strong>Review</strong> remains on track and that a quality product is producedthat meets the <strong>Review</strong>’s objectives.ProceduresThe Task Force will follow the procedures, in terms <strong>of</strong> conducting its business, as outlined in theCouncil Committees – Task Force COU.20 (A) policy.Size and MembershipThe <strong>Core</strong> Service <strong>Review</strong> Task Force shall be comprised <strong>of</strong> the following four (4) members <strong>of</strong> Council:Work <strong>of</strong> the Task ForceCouncillor Jewell (Chair)Councillor Nundal (Co-Chair)Councillor TilburyMayor AdlemThe <strong>Core</strong> <strong>Services</strong> <strong>Review</strong> Task Force shall:1. Attend any presentations that may be requested from proponents who respond to the <strong>Review</strong>request <strong>for</strong> proposals and recommend a preferred consultant(s) to undertake the <strong>Review</strong> toCouncil, based on evaluation results and a related recommendation from an evaluationcommittee;2. <strong>Review</strong> draft consulting and staff reports or documents that are related to the <strong>Review</strong>, be<strong>for</strong>ethe same are <strong>for</strong>warded to Council;3. <strong>Review</strong>, as required, internal and external communications related to the <strong>Review</strong>; andPage 1 <strong>of</strong> 2


4. Liaise with a primary staff contact and the chosen consultant(s), as required, to ensure that the<strong>Review</strong> remains on track and that a quality product is produced.Timing1. The Task Force shall begin its work immediately and meet as <strong>of</strong>ten as required; and2. The Task Force shall dissolve by July 31, 2012.Page 2 <strong>of</strong> 2
