All candidates wishing to practice ortake the actual PAT must bring the Physical Ability Test Process and Release Form with them. The physician’s releaseform must be completed and is required to participate in the practice PAT. I understand that the applicationand hiring process includes a job-related pass/fail physical fitness test consisting <strong>of</strong> theactivities listed below:Preparing for the physical agility testIt must be emphasized that regardless <strong>of</strong> a person’s level <strong>of</strong> fitness, individualsshould be in good health before beginning any physical training program thatemphasizes cardio-respiratory (heart-lung) fitness, strength and muscular enduranceand flexibility. Most people can improve their level <strong>of</strong> physical fitness through anintensive training program that could include anything that would improve cardiorespiratoryfitness, weight lifting to develop muscular strength, and stretching exercisesto increase flexibility.How to evaluate your level <strong>of</strong> physical fitnessFrom a training standpoint, candidates should gradually work up to the point wherethey can run 1.5 miles in 12 minutes or less to establish their cardio-respiratory fitness.Strength should be gradually developed to where the candidate can do 7 chin-ups, 20push-ups and 40 sit-ups with comparative ease. This is about the minimum fitness levelfor a candidate to safely complete the physical agility test. It must be emphasized thatfollowing the guidelines is no guarantee for passing the test. However, your chances forpassing will be greatly increased if adequate preparatory physical training has takenplace.What is cardio-respiratory fitnessCardio-respiratory fitness is the ability <strong>of</strong> the heart to deliver oxygen to the musclesand other tissues. This is called the aerobic power. Simply stated, the ability to performexercise and/or physical work is directly dependent upon how well the body deliversoxygen to the working muscles. A highly fit person will be able to deliver large amount<strong>of</strong> oxygen to the muscles and therefore, be capable <strong>of</strong> prolonged muscular exercise (forexample: fighting fires). On the other hand, the out-<strong>of</strong>-shape individual will not becapable <strong>of</strong> delivering adequate amounts <strong>of</strong> oxygen to the muscles and therefore, willfatigue quickly and be forced to stop working much sooner.What about muscular strengthStrength can be defined as the ability to apply force. Since nearly all movementsare performed against some resistance, a certain degree <strong>of</strong> muscular strength isneeded to perform any activity. <strong>Fire</strong>fighters perform activities against much greaterresistance than the average individual. Therefore, the firefighter must have aboveaverage muscular strength, endurance and power in order to effectively and safelyhandle fire fighting equipment and perform the duties <strong>of</strong> a firefighter.1


What about flexibilityFlexibility allows an individual to perform required moves without causing injury.<strong>Fire</strong>fighting and many extremely vigorous activities can be performed more safely if theperson has good flexibility.The importance <strong>of</strong> preparationDo not take this physical agility test lightly. It is more difficult than it appears. Yourchances for passing the test will be greatly increased if adequate preparatory traininghas been undertaken. Physical training should emphasize cardio-respiratory (heartlung)fitness, strength and muscular endurance. Running and weight training are two <strong>of</strong>the best approaches.What to bring & How to dressCandidates that have been determined eligible for testing should arrive 15 minutesprior to their appointment time. A picture ID is required along with this release formsigned by a physician. Candidates must sign the release form in the presence <strong>of</strong> arepresentative <strong>of</strong> the <strong>Scarborough</strong> <strong>Fire</strong> <strong>Department</strong> when checking in. DO NOT signthe release in advance. Candidates will perform the test in weighted vests to simulatethe personal protective equipment they would be wearing on the fireground.Candidates must wear long pants and work shoes or boots. Shorts and sneakers arenot allowed.Practice TestThere will be an opportunity for candidates to practice the physical abilities testprocess on a separate day from the actual test date. Consult the schedule <strong>of</strong> events forthe date and time <strong>of</strong> the practice test.The Physical Ability TestThe physical ability test is divided into two sections, a timed portion and a nontimedportion. There are a set <strong>of</strong> seven (7) tasks that all must be completed correctly,and in order, within a set amount <strong>of</strong> time in order to pass the timed portion <strong>of</strong> the test.There are two additional tasks that are not timed but must both be successfullycompleted. Each task will be explained and demonstrated to the candidates.To pass the physical ability test the candidate must properly complete all <strong>of</strong> thetimed tasks within the acceptable time limit, as well as both <strong>of</strong> the non-timed tasks.Timing MethodThe timing will be done by a standard stop watch. The time starts once the hosepack in the 1 st evolution leaves the ground by the candidate picking it up and the timestops once the dummy in the last evolution has its feet crossed the finish line and is setdown on the ground by the candidate.2

HOSE CARRYRequirement:Procedure:Penalty:Carry a high rise hose pack consisting <strong>of</strong> 200’ <strong>of</strong> 1¾” hose upa flight <strong>of</strong> stairs to a landing and place it by a simulated highrise connection.Shoulder carry a bound high rise pack up a flight <strong>of</strong> stairs to alanding and place pack into a specified area. The candidatemust use the handrails and step on each step going up anddown the stairs; no skipping <strong>of</strong> steps is allowed.The candidate will receive a 10 second penalty each time theyfail to touch a step and/or use the handrail and/or if the hosepack doesn’t land in the tote upon completion <strong>of</strong> the evolution.Job Relatedness: <strong>Fire</strong>fighters are frequently required to carry EMS equipment orhose loads to upper floors <strong>of</strong> buildings.2. HOSE HOISTINGRequirement:Procedure:Penalty:Hoist two (2) 50’ rolls <strong>of</strong> 1¾" fire hose, one at a time, from theground level to a landing above. The evolution will becomplete when both rolls are in the tote on the landing.Hoist two rolled and tied 50 foot length <strong>of</strong> 1¾" fire hose usingthe hand-over-hand method, from ground level to a landingabove, and place the roll in a tote on the floor <strong>of</strong> the landingwithout the rope slipping.A 10 second penalty will be issued if a roll does not land in thetote at the landing and if the candidate loses control <strong>of</strong> the rolland it hits the floor.Job Relatedness: <strong>Fire</strong>fighters are required to hoist fire hose and other tools toupper stories <strong>of</strong> buildings.3. SIMULATED ROOF VENTILATIONRequirement:Procedure:Penalty:Move the Kaiser Sled to its end point using a sledge hammerregardless <strong>of</strong> the number <strong>of</strong> strikes.Move the Kaiser Sled to its end point in the demonstratedmanner as quickly as possible, with enough force to simulatethe penetration <strong>of</strong> standard ro<strong>of</strong>ing materials.A 10 second penalty will be issued if the candidate losescontact with the sledge hammer.3


Job Relatedness: The Kaiser Sled simulates the actions and the energy requiredto swing a fire axe that would be used to chop a hole in a ro<strong>of</strong>ventilation evolution.4. ATTIC CRAWLRequirement:Procedure:Penalty:Applicant will proceed on hand and knees on rafters which aretwenty-four (24) inches apart, through a ground level atticprop.The above requirement must be performed as quickly aspossible.A Ten (10) second penalty will be added to the applicant'soverall time each time his/her hand or knee touches theground.Job Relatedness: Proceeding through attics and confining crawl spaces in fullgear is a routine part <strong>of</strong> a firefighter's duties. In order to reachsmoldering attic fires, or to check for extension from an interiorfire, the firefighter may enter the attic and crawl to thenecessary location. If a part <strong>of</strong> the body drops between therafters, unnecessary damage is done to the ceiling and thiscould also result in injury to the firefighter.5. HOSE PULLRequirement: Extend a length <strong>of</strong> dry 2½" fire hose with nozzle attached 150feet from the starting point.Procedure:Penalty:The applicant will approach the dry 2½" fire hose and nozzlewhich is packed in a hose bed simulator. The applicant movesforward until the nozzle crosses the finish line and is placed onthe ground. This is completed as quickly as possible, andwithout stopping.A ten (10) second penalty will be issued if the nozzle isdropped to the ground prior to the finish line.Job Relatedness: 2 ½" hose is carried on engine companies in lengths up tothree-hundred fifty (350) feet. A firefighter occupying thenozzle position on an engine company is responsible forextending the line to the point <strong>of</strong> attack.4


6. LADDER EXTENSIONRequirement:Procedure:Penalty:Fully raise (extend) the top (fly) section <strong>of</strong> the extension ladderuntil the dogs lock then safely lower it completely by using theattached halyard with a hand-over-hand method both up anddown.The applicant will fully raise (extend) and lower the top (fly)section <strong>of</strong> a permanently fixed extension ladder by using either<strong>of</strong> the demonstrated hand-over-hand methods. Allowing thehalyard to slip through the hands is an unsafe practice and isunacceptable. Both <strong>of</strong> the applicant's feet must remain incontact with the ground at all times while raising and loweringthe ladder.A penalty <strong>of</strong> ten (10) seconds will be added to an applicant'stotal time for each full rung <strong>of</strong> slippage, if the halyard slips andthe top section falls.Job Relatedness: Rescue from elevated levels is sometimes required via groundladders.7. DUMMY DRAGRequirement &Procedure:Drag a one hundred sixty-five (165) pound rescue dummy withturnout pants and boots attached one hundred (100) feet. Norope or webbing will be allowed for this station and the dummymust not be dragged by the feet.Job Relatedness: When performing a rescue in a fire situation, most adults arenot carried from the building, but rather, the firefighter dragsthem. To remove the victim to a safe location, it is not unusualto travel a distance <strong>of</strong> one hundred (100) feet or more. Thistask is commonly completed by one firefighter.5


NON-TIMED TASKS1. CLAUSTROPHOBIA TESTRequirement:Procedure:The Candidate shall don a self-contained breathing apparatusface piece and weighted vest while negotiating an establishedconfidence course.Wearing a weighted vest and a blacked out SCBA mask, thecandidate shall traverse the entire length and width <strong>of</strong> anestablished SCBA training course following a hose line makingconstant progress.Removal <strong>of</strong> the mask prior to completion or failing to completethe course is a failing grade.2. LADDER CLIMBRequirement:Procedure:Penalty:The Candidate, who shall be in a safety harness, and securedwith a tethered safety line, shall climb the aerial ladder set to a65 degree angle for a distance <strong>of</strong> 55 feet. The candidate mustclimb the ladder in a continuous motion without stopping.Once the candidate places both hands on the final rung, theyshall signal the station monitor they are done and climb backdown.Wearing helmet, gloves, weighted vest, and a safety harnessthe candidate will climb the ladder <strong>of</strong> an aerial truck. At thetop the candidate must give a signal that they have reachedthe final rung. Once the station monitor acknowledges thehand signal, climb back down in the same manner alwaysmaintaining a vertical body position.One non-penalty warning will be given for stopping, thesecond time the candidate stops they will have failed thisstation.6
