the residents, they were not able to benefit from “Christian” education. Without decidingwhether residents could underst<strong>and</strong> or benefit from Christian education or counselling,the evidence clearly shows that Christian Horizons does not have as its purpose toproselytize or to convert the residents, or to require the residents to be educated in, orcon<strong>for</strong>m to the faith beliefs of the organization. While the homes are run as “Christianhomes”, residents are free to express non-Christian religious beliefs.[144] In this regard, the evidence demonstrated some inconsistency between the selfidentityof the organization on the one h<strong>and</strong>, <strong>and</strong> its stated objectives <strong>and</strong> purpose onthe other. Christian Horizons identifies as an Evangelical Christian ministry. YetChristian Horizons’ witnesses were clear that it does not attempt to proselytize orengage in the religious indoctrination of residents. Unlike the schools in Caldwell <strong>and</strong>Garrod, Christian Horizons is not a religious institution whose purpose is to “<strong>for</strong>m thehearts <strong>and</strong> minds” of its residents in the ways of faith of the organization.2008 HRTO 22 (CanLII)[145] Both the Commission <strong>and</strong> Christian Horizons called a number of familymembers to testify, in part to establish their respective faith beliefs, <strong>and</strong> also as towhether they had an interest in having Christian Horizons provide spiritual support <strong>and</strong>religious education. The family members called as witnesses were all Christian, thoughnot all self-identified as Evangelical Christians. Some were members of ChristianHorizons. Some were not. Some said they would be com<strong>for</strong>table with signing theDoctrinal Statement. Some said they would not. Some family members said theyexpressly sought to have their loved ones placed at Christian Horizons because itidentified as an Evangelical Christian organization. Some said they were pleased that itwas a Christian organization, but that was not the reason <strong>for</strong> choosing ChristianHorizons. Most said they would not have any difficulty having their loved ones cared <strong>for</strong>by a gay or lesbian support worker. All said that Christian Horizons provided excellentcare <strong>for</strong> their children <strong>and</strong> siblings.[146] Christian Horizons does not keep statistics on the cultural, religious or faithbackgrounds of the individuals it serves. However, Mr. Michael Alemu, Vice Presidentof Operations testified that between 1991 <strong>and</strong> 1997, while he held the position of42
