03. A GUIDE TO OUTSTANDING ACTIVITIES3.1 Plann<strong>in</strong>g Process:Support<strong>in</strong>g Local Plann<strong>in</strong>gThe plann<strong>in</strong>g process was undertaken <strong>in</strong> thedistricts of Tr<strong>in</strong>comalee and Batticaloa. Theprocess was facilitated by a consultant providedby UNDP’s Bureau for Conflict Preventionand Recovery. Initial meet<strong>in</strong>gs were held <strong>in</strong>Colombo with the M<strong>in</strong>istry of Nation Build<strong>in</strong>g,M<strong>in</strong>istry of Plan Implementation and M<strong>in</strong>istryof Disaster Management and Human Rights.With<strong>in</strong> the districts the plann<strong>in</strong>g processwas undertaken through established sectormeet<strong>in</strong>gs that comprise representativesof government and its humanitarian anddevelopment partners. The sector leads<strong>in</strong> the district <strong>in</strong> liaison with sector leads<strong>in</strong> Colombo, undertook the process ofstreaml<strong>in</strong><strong>in</strong>g proposals aga<strong>in</strong>st the def<strong>in</strong>edsectoral priorities.In addition the plann<strong>in</strong>g process was facilitatedthrough the District Steer<strong>in</strong>g Committeeschaired by the Government Agents. Furthermeet<strong>in</strong>gs were held with District and DivisionalSecretaries.3.2 Rema<strong>in</strong><strong>in</strong>g Needs: PriorityAreasThe primary aim of the activities <strong>in</strong> thisdocument is to build on ongo<strong>in</strong>g recovery anddevelopment <strong>in</strong>terventions <strong>in</strong> the EasternProv<strong>in</strong>ce so as to foster susta<strong>in</strong>able post-warrecovery and durable solutions for returnedcommunities. Specific objectives and strategic<strong>in</strong>terventions <strong>in</strong> each area are outl<strong>in</strong>ed below.The end of the war <strong>in</strong> the North enhances theopportunity for achiev<strong>in</strong>g durable solutionsto problems of return and resettlement aswell as achiev<strong>in</strong>g susta<strong>in</strong>able recovery <strong>in</strong>all spheres of life <strong>in</strong> the Prov<strong>in</strong>ce and morebroadly <strong>in</strong> <strong>Sri</strong> <strong>Lanka</strong>.3.2.1 Susta<strong>in</strong>able LivelihoodThe activities support the revitalization ofabandoned agricultural fields, rehabilitationof irrigation systems, clearance of rema<strong>in</strong><strong>in</strong>glandm<strong>in</strong>es and UXOs <strong>in</strong> contam<strong>in</strong>ated fieldsand expanded support to micro f<strong>in</strong>anc<strong>in</strong>gfacilities. There is also the need to <strong>in</strong>creaselivestock activities, and strengthen thecapacity of the fishery <strong>in</strong>dustry.Key strategies designed to foster susta<strong>in</strong>ablelivelihood <strong>in</strong>cludes: a) capacity development <strong>in</strong>improved technology <strong>in</strong> farm<strong>in</strong>g, fishery, dairyproduction, and livestock rear<strong>in</strong>g; b) supportto cooperatives and micro-enterprise.Strategic Objective:Returned communities <strong>in</strong> 5 DS Divisions<strong>in</strong> Batticaloa and 3 DS Divisions <strong>in</strong>Tr<strong>in</strong>comalee have stable livelihoods andenhanced opportunities for economicactivities.Indicators:● No of fish<strong>in</strong>g families supported● No of agricultural producerssupported● No of livestock producers supported● No of <strong>in</strong>dividuals and cooperativesbenefit<strong>in</strong>g from micro credits3.2.2 GovernanceThe Government has established <strong>in</strong>stitutionsand structures of governance <strong>in</strong> the EasternProv<strong>in</strong>ce. The plan aims to support theconsolidation and effective function<strong>in</strong>g ofthese structures through capacity development5
