GENDER CONSIDERATIONSThe activities in the document adhere to theUN mandate for clear strategies and actionplans to incorporate gender perspectives inrehabilitation and reconstruction programmes.In keeping with this, the implementingorganizations will ensure that activities areimplemented in support of achieving genderequality in the region.The plan is intended to present the outstandingneeds of early recovery, to assist coordinationof activities to address these needs, andto facilitate mobilization of resources toundertake the projects identified. It is hopedthat the document will assist donors in thefollowing ways,● Identification of the outstanding needs inthe 8 identified Divisions in Batticaloa andTrincomalee Districts● Identification of the sectoral and strategicpriorities● Identification of organizations with plansagainst sectoral and strategic priorities● Identification of project focus for eachorganizationThe communities with a high percentage offemale-headed households and war widowswill be given preference in this plan. Initiativesto train women to fully participate in decisionmaking regarding the choice of shelter and smallscale infrastructure and in the enhancementof self- employment opportunities will beconsidered within all broad sectors coveredby the Plan. In addition, the multi agency andmulti sectoral strategic programme aimedat addressing Gender Based Violence (GBV)intends to commence its implementationphase and will contribute to the awareness ofthe issue and highlight means to combat GBVamongst the vulnerable returnee population.15
