Theplan will also strengthen community basedstructures in identified vulnerable villages toprovide a protective environment for childrenand link to statutory services.Strategic Objective: Structures ofgovernance at local level and communitybasedorganizations interact more andcollaborate in policymaking, planning,and programming to accelerate social,political, and economic development in theidentified resettled DS Divisions.Indicators:● No of meetings of DS MediationBoards;● All returnees have national ID cards● Regional HRC offices publish quarterlyreports including data on complaintsrecorded and findings frommonitoring visits● Incidents of inter-communal violencereduced.● Community groups organized andtrained and referral system tostatutory services in place to preventchild exploitation and abuse.3.2.3 Community BasedInfrastructure andEnvironmental RehabilitationThe Government of Sri Lanka throughits ‘Eastern Reawakening Plan’ has madesignificant progress in restoring large scaleinfrastructure. The United Nations andother International Non-governmentalOrganizations have been supporting thegovernment with community access roads,transitional and permanent housing projects,rehabilitating community facilities (such aseducation, health and nutrition and water,sanitation and hygiene facilities), as wellas rehabilitating irrigation channels. Theactivities in the document aim at completingoutstanding community infrastructuraldevelopment needs in the resettled DSDivisions.Strategic Objective: Communityinfrastructure for basic social services andeconomic development are rehabilitatedand functioning.Indicators:● No. of permanent housing unitsconstructed or rehabilitated● No. of schools rehabilitated, fenced,and furnished (including latrines)● Construction of household dugwells, common water supply points,boreholes with hand pumps, andlatrines● No. of health centers refurbished andin use● Km of community access roadsrehabilitated● No of community centers constructedand/or equipped6
