Organizations and Companies<br />

in the <strong>Canadian</strong> <strong>Malting</strong> <strong>Barley</strong><br />

Industry<br />

CHAPTER PROVIDES A BRIEF INTRODUCTION TO THE PRINCIPAL<br />

organizations and companies involved in the <strong>Canadian</strong> malting barley industry. Since it is beyond<br />

the scope of this guide to introduce these organizations in detail, only their major functions, which<br />

are directly related to the production, marketing and trade of malting barley, as well as new barley<br />

variety development, are described.<br />

<strong>Canadian</strong> Wheat Board (CWB)<br />

The CWB was formed in 1935 as a farmers’ marketing agency and as a Crown Agency.<br />

In early 1999, the CWB’s corporate structure was changed so that farmers would have<br />

ownership of the corporation. The CWB is now governed by a 15-member Board of<br />

Directors – 10 of whom are directly elected by Prairie farmers. The CWB’s head office is located in<br />

Winnipeg, Manitoba with branch offices in Regina, Saskatchewan; Vancouver, British Columbia; Beijing,<br />

China; and Tokyo, Japan. In 2012 the single desk marketing of wheat and barley was dismantled.<br />

<strong>Canadian</strong> Grain Commission (CGC)<br />

Established in 1912 by the Canada Grain Act, the <strong>Canadian</strong> Grain Commission is the agency of<br />

the Government of Canada that establishes and maintains the quality standards of <strong>Canadian</strong> grain<br />

and regulates Canada’s grain handling system. Its headquarters are located in Winnipeg, Manitoba<br />

with a network of regional offices and service centres across Canada.<br />

The CGC is organized into four areas: the Executive sets policy and provides overall<br />

direction; Corporate Services is responsible for administration, finance, communications,<br />

licensing and information technology; Industry Services ensures quality control of grain<br />

by inspecting and grading samples throughout the entire handling process; and the Grain<br />

Research Laboratory (GRL) provides scientific data and research on the quality of grain.<br />

Two of the fourteen units that comprise the GRL are directly involved with malting<br />

barley. The Applied <strong>Barley</strong> Research unit performs tests on malt and malting barley, and<br />

investigates feed quality of new harvest feed grains. The <strong>Barley</strong> and Malt Research<br />

unit identifies and characterizes the components in barley and malt that affect end<br />

use quality.<br />

<strong>Canadian</strong> International Grains Institute (Cigi)<br />

The <strong>Canadian</strong> International Grains Institute (Cigi) was created in 1972 as a non-profit<br />

organization in Winnipeg, Manitoba. Cigi promotes and enhances world markets on<br />

behalf of Canada’s grains, oilseeds and special crops industries through instructional<br />

programming and technical activities. Institute facilities include classrooms (equipped<br />

with simultaneous interpretation systems and audio-visual equipment), a pilot flour mill,<br />

pilot bakery, pilot noodle plant, pilot pasta plant, and quality control and food quality<br />

testing laboratories.<br />

The Institute works in affiliation with the CWB, CGC, Agriculture and Agri-Food<br />

Canada (AAFC) and commercial sectors of Canada’s grain industry. The Institute’s<br />

activities are funded by both the CWB and the International Markets Bureau of AAFC. Additional<br />

technical support services are provided by the CGC.<br />

<strong>Canadian</strong> <strong>Malting</strong> <strong>Barley</strong> <strong>Technical</strong> Centre (CMBTC)<br />

The <strong>Canadian</strong> <strong>Malting</strong> <strong>Barley</strong> <strong>Technical</strong> Centre (CMBTC) is a research and technical<br />

market support facility recently established in Winnipeg, Manitoba. Its current members are Alberta<br />
