Making the here and now a better place:Interview on North-South cooperationwith the Taoiseach, Brian Cowen TDWould you agree that North-South cooperation overthe past 12 years since the Good Friday Agreementhas been one of the quiet success stories of theNorthern Ireland peace process? What do you thinkare its main achievements over this period?Brian CowenIt has been a success story in that theGood Friday Agreement and the StAndrews Agreement have been aboutresolving sets of relationships that havebeen fractured by historical eventswithin the North, between NorthernIreland and the Republic, and betweenGreat Britain and Ireland. Theseagreements have enabled us to rebuildrelationships, and the North-Southcooperation process is about rebuildingrelationships between the two partsof the island on the basis on mutualbenefit. Unfortunately, in the past theabsence of constructive dialogue andthe overwhelmingly negative impact ofconflict meant that there was no spacefor those relationships to be mended, forbuilding trust and normality so that wecould achieve good neighbourly relationsbetween people who have a lot morein common than what separates them.So I think North-South cooperationis a manifestation of normalisingrelationships in Ireland.In doing this, we have moved onfrom the paramilitarism of the pastto a political culture which is aboutdemocratic principles and consensuallyworking together, accommodating eachother’s differences and seeing strengthin diversity, rather than not exchangingbecause of past differences. If youlook over the past 10-12 years at thejoint infrastructural projects we haveundertaken; at the promotion of theisland of Ireland for tourism purposes;at the joint trade missions; at the fargreater levels of cooperation betweenour educational institutions, particularlyin research and development – these areall strategic gains from the principle andpractice of North-South cooperation.And by emphasizing that commonality ofinterest and identifying the mutual benefitthat comes from cooperation, this is themeans by which trust can be built andrelationships can be restored to normal,as well as to the natural competitionthat communities engage in in orderJOURNAL OF CROSS BORDER STUDIES IN IRELAND No.511
