The Taoiseach and Dr Chris Gibson at the Dublin launch of the 2009 journalCoolahan, noted that his proudestachievement was his involvement ininitiating and developing SCoTENS,“regarded as one of the most successfulNorth/South initiatives ever established,thanks to the high level of co-operationand dialogue it has engendered.”SCoTENS is also funding a sixth yearof the pioneering (and CCBS-managed)North-South Student Teacher Exchangeprogramme, which has seen nearly150 students from Belfast, Dublinand Limerick doing a key part of theirassessed teaching practice in schools inthe other jurisdiction.Thirdly, there is the International Centrefor Local and Regional Development(ICLRD), which after six years inexistence, is now widely acknowledgedas a valuable new part of the planninglandscape on both sides of the Irishborder, with an annual conferenceevery January that is a ‘must attend’for senior planners North and Southand further afield. The 2009 conferencein Letterkenny was addressed by thechief planners of England, Scotland andWales, while the keynote speakers at the2010 conference in Enniskillen were theUS Economic Envoy to Northern Ireland,Declan Kelly; the outstanding Irisheconomist, Professor John Fitzgerald;and two senior planners from Boston,Massachusetts, Charlotte Kahn andHolly St Clair. The ICLRD was alsoinvolved in training local councillors andlocal authority officials, and in a range ofresearch projects during the year: ruralrestructuring, sustainable communities,delineating functional terriotories, crossborderimplications of the Review ofPublic Administration (NI) and learningfrom planning best practice in the EUand USA.JOURNAL OF CROSS BORDER STUDIES IN IRELAND No.5 7
Universities Ireland, SCoTENS and theICLRD show how leading professionalscan benefit greatly from workingtogether in all-island networks. TimO’Connor, the founding SouthernJoint Secretary of the North/SouthMinisterial Council, called SCoTENS a“superb example” of what professionalassociations can do if they work on across-border basis. The Centre is readyand able to extend its cross-borderand all-island management, networkingand ICT expertise to other groups,organisations and institutions in eachjurisdiction wishing to work jointly withcounterpart bodies across the border,and looking for an ‘honest broker’third party to facilitate and administerthis. After more than 10 years in thefield, our experience is that for such across-border network to be sustainable,the role of a body like CCBS, whoseonly interest is in bringing the partnerstogether and ensuring they functionharmoniously, is a crucial prerequisite.This year saw director Andy Pollakincreasing his outreach activities. Forexample, in a two month period beforeChristmas he addressed audiences inBrussels (the EU Open Days), Omagh(twice), Cavan, Castleblayney, Dublin(Oireachtas Committee on the GoodFriday Agreement), Maynooth (Irish-Scottish Forum for Spatial Planning) andStrasbourg (University of Strasbourg/Euro-Institute, Kehl) on the work of theCentre in general and its EU-fundedINICCO projects in particular. Out ofthe last of these engagements came aninvitation to join a new network of crossbordertraining and research institutesfrom Germany, France, Denmark, Spain(Catalonia), Italy, Slovenia, the CzechRepublic, Poland, and the FrenchCaribbean in an EU Leonardo fundingapplication to enable a more formalalliance to raise the level of cross-bordertraining in Europe.Unfortunately, our North/South PublicSector Training programme – which hadtrained over 140 civil servants from bothjurisdictions in cross-border cooperationin 2005-2008 – had to be suspendedlast year after its EU funding expired andalternative funding sources (particularlyfrom government) failed to step in,despite the strenuous efforts of CCBSand its partners Cooperation Irelandand the Chartered Institute of PublicFinance and Accountancy. We haven’tyet given up on this mould-breakingprogramme: we still believe in the valueof civil servants from North and Southlearning together, and continue to seekfinance for it.A passionate commitmentThis 2010 Journal of Cross BorderStudies in Ireland breaks new ground byfeaturing an article by one of Ireland’scontemporary literary ‘greats’, thenovelist Colm Toibin. This is a reflectionon cross-border relations in Irelandand Catalonia which he first deliveredat the annual British-Irish Associationconference in Cambridge in September2009. The Journal also features aninterview on North-South cooperationwith the Taoiseach, Brian Cowen TD;an article on community developmentin areas close to the border by theleading social researcher, Brian Harvey;a re-examination of the cross-bordershopping phenomenon using statisticsrecently released by the Central8JOURNAL OF CROSS BORDER STUDIES IN IRELAND No.5
