It has a military concept fordefense against terrorism, which sets out four categories of possible militaryactivity by NATO (anti-terrorism, consequence management, counter-terrorismand military cooperation). In all, 26 NATO countries have contributed to thewar on terror by their involvement in Afghanistan (Bennett 2003, Burwell,Gompert, Lebl, Lodal, Slocombe, 2006).European Union (EU)Eight SEE states are members of the European Union, which has also channeledits efforts to develop collective counter-terrorism and organized crime tools.With regard to terrorism, in 2001 the EU adopted an anti-terrorism plan aimed atstrengthening international consensus and efforts to combat terrorism (to includeterrorism financing and recruiting), augmenting EU anti-terrorism capabilities,protecting international transport and enhancing border security, as well asencouraging third countries' counter-terrorism efforts. Later, the EU approveda regulation on freezing funds and banning terrorism funding and support,followed by a framework decision on the definition and penalty for terrorism in2002. All these counter-terrorism measures are applicable to the EU fight againstorganized crime as well (e.g. the discussion about the harmonization of criminalsanctions and the freezing of assets could also be extended to OC) (Bruggeman,2002). In addition, the EU Convention on Mutual Assistance in Criminal Matters(2000) and the UN Convention against Transnational Organized Crime (2000) areaimed at enhancing cooperation on countering organized crime 7 (Zimmermann2006, Bruggeman, 2002).Among other efforts, the most relevant EU cooperative endeavors include theEAW, EUROPOL, EUROJUST, JITs and the Office of the Counter-terrorismCoordinator. The European Arrest Warrant (EAW) was adopted in 2002 todeepen cooperation of EU members’ judiciary systems by facilitating extraditionthroughout the EU states (Zimmermann 2006, Bruggeman, 2002).
