Drum up micro-enterprises. Susta<strong>in</strong>heritage sites. Keep up a centuries-old cultural tradition. All <strong>the</strong>se while hav<strong>in</strong>g fun with <strong>the</strong>family. Individually, your spend<strong>in</strong>g seems a trickle <strong>in</strong> a bucket. But collectively, we can make adifference.A bunch of city dwellers got a taste of drive tourism last <strong>April</strong> 9 when ―justGO! DrivePhilipp<strong>in</strong>es,― <strong>the</strong> road trip travel program of <strong>AAP</strong>lakbay, went to Ilocos along Luzon‘snorthwestern route. The drive tour was <strong>in</strong> association with Isuzu Philipp<strong>in</strong>es and <strong>the</strong> Departmentof Tourism Region 1.The caravan passed by myriad attractions across <strong>the</strong> northwestern Luzon tourismhighway route, highlighted by visits at <strong>the</strong> World Heritage Sites <strong>in</strong> Paoay and Vigan, plus abeach break on <strong>the</strong> powdery white sand of Pagudpud, dubbed <strong>the</strong> Boracay of <strong>the</strong> north.Help<strong>in</strong>g is funParticipants who jo<strong>in</strong>ed <strong>the</strong> tour helped support <strong>the</strong> pebble souvenir makers andfishermen‘s children <strong>in</strong> Luna, La Union; local vendors <strong>in</strong> Burgos and garlic/onion/Iloko sukasellers <strong>in</strong> Pasuqu<strong>in</strong>, Ilocos Norte; <strong>the</strong> cucheros or calesa drivers <strong>in</strong> Vigan; and locally runrestaurants. Likewise, participants witnessed <strong>the</strong> traditional pottery-mak<strong>in</strong>g or ―pagburnayan‖ <strong>in</strong>Vigan, where local potters demonstrated how Ilocanos create masterful pottery us<strong>in</strong>g <strong>the</strong> samemethod be<strong>in</strong>g practiced s<strong>in</strong>ce <strong>the</strong> Spanish era. The access and guide fees <strong>in</strong>clusive <strong>in</strong> <strong>the</strong> touralso helped susta<strong>in</strong> <strong>the</strong> ma<strong>in</strong>tenance of many heritage sites that we visited.Participants also saw <strong>the</strong> Ilocos region‘s o<strong>the</strong>r <strong>in</strong>terest<strong>in</strong>g sites, such as <strong>the</strong> Spanish-eraCape Bojeador lighthouse and watch tower <strong>in</strong> Luna, <strong>the</strong> gigantic w<strong>in</strong>dmills <strong>in</strong> Bangui and <strong>the</strong>alien-look<strong>in</strong>g landscape <strong>in</strong> Kapurpurawan or White Rock formation <strong>in</strong> Burgos. Guests spent <strong>the</strong>night <strong>in</strong> Fort Ilocandia, <strong>the</strong> regon‘s premiere hotel and made <strong>in</strong>famous by <strong>the</strong> grand wedd<strong>in</strong>g of<strong>the</strong>n presidential daughter, Irene Marcos.


Po<strong>in</strong>t A to B and more <strong>in</strong>-between<strong>AAP</strong>lakbay‘s travel program, ―justGO! Drive Philipp<strong>in</strong>es,‖ aims to change <strong>the</strong> Filip<strong>in</strong>os‘habit of driv<strong>in</strong>g straight to <strong>the</strong>ir dest<strong>in</strong>ation dur<strong>in</strong>g out-of-town trips. Instead of head<strong>in</strong>g straightfrom po<strong>in</strong>t A to B, ―justGO! Drive Philipp<strong>in</strong>es‖ tours allow participants to enjoy <strong>the</strong> numerousattractions along <strong>the</strong> route that tourists usually pass by. In La Union alone, <strong>the</strong> drive tour visitednot one or two, but six ―hidden‖ sites. It was literally a leisure drive that brought tourists‘ moneyto many areas that are o<strong>the</strong>rwise bypassed by traditional tours.Amid a series of catastrophes that visited Ilocos, not <strong>the</strong> least <strong>the</strong> El N<strong>in</strong>o effect today,tourism plays out its true spirit. When relief goods have done <strong>the</strong>ir part and volunteers arestretched to <strong>the</strong>ir limit both physically and emotionally, <strong>the</strong> local economy must be kepthumm<strong>in</strong>g to rebuild people‘s lives. Mutli-million aid aside, tourists can also do <strong>the</strong>ir part byvisit<strong>in</strong>g Ilocos or ano<strong>the</strong>r local dest<strong>in</strong>ation, spend <strong>the</strong>ir money <strong>the</strong>re and have a fulfill<strong>in</strong>g trip.Maybe Disneyland or Bangkok can wait until next year. Maybe it‘s nice to spend your tourismmoney <strong>in</strong> <strong>the</strong> Philipp<strong>in</strong>es this summer. Post Script to <strong>the</strong> LTO’s RFIDby RENE S. SANTIAGOThe Supreme Court has issued a status quo ante order temporarily block<strong>in</strong>g <strong>the</strong> LandTransportation Office (LTO) from requir<strong>in</strong>g motorists to buy a Radio Frequency Identification(RFID) tag to register <strong>the</strong>ir vehicles. Last month, <strong>the</strong> <strong>Automobile</strong> Association Philipp<strong>in</strong>es, onbehalf of its members and all private motorists <strong>in</strong> general, filed a petition with <strong>the</strong> SupremeCourt to permanently prohibit <strong>the</strong> implementation of <strong>the</strong> RFID project. As an <strong>AAP</strong> member, Iwould like to present my concerns and suggestions regard<strong>in</strong>g <strong>the</strong> LTO‘s RFID project.GAMBLING ON THE UNKNOWN. The RFID is an experiment with very little precedence <strong>in</strong>o<strong>the</strong>r countries <strong>in</strong> <strong>the</strong> application of <strong>the</strong> system for vehicle registration and identification. ThePhilipp<strong>in</strong>es would <strong>the</strong>refore encounter a number of early-mover problems for which <strong>the</strong> LTO hasnot prepared. It has not designed nor planned a system that will <strong>in</strong>tegrate <strong>the</strong> RFID tag <strong>in</strong>to <strong>the</strong>registration process.The state of Texas, USA, has an automated vehicle registration and certificate of titlesystem that came earlier than <strong>the</strong> adoption of RFID tags. And yet, it has not made RFID amandatory prerequisite for registration renewal.The city of New Delhi wanted to equip ‗‗. . . vehicles . . .with RFID tags which emitunique signals that can be read by readers <strong>in</strong>stalled at traffic signals or traffic checkpo<strong>in</strong>ts. ..(and transmit) data regard<strong>in</strong>g <strong>the</strong> ownership, registration date and location of <strong>the</strong> vehicle . . . to<strong>the</strong> Control Centre.‖ Less of a gambler than LTO, <strong>the</strong> Delhi police would pilot <strong>the</strong> system firstwith public transport.Perhaps, <strong>the</strong> only example (so far) that LTO could have learned from is <strong>the</strong> t<strong>in</strong>y island ofBermuda. In 2007, Bermuda announced plans to automate vehicle registration, compliance, andenforcement with an island-wide deployment of EVR (electronic vehicle registration). Its vehiclepopulation is about 50,000 (compared to 5.9 million vehicles <strong>in</strong> <strong>the</strong> Philipp<strong>in</strong>es). The EVRsystem is made up of RFID tags, antennas, readers and a database system. As part of <strong>the</strong>system, Bermuda will set up a nationwide network of fixed reader po<strong>in</strong>ts. Contrast this withLTO‘s apparent lack of preparation and claims open to question.SUSCEPTIBLE TO SHIELDING. The ma<strong>in</strong> justification of LTO is that RFID will preventcarnapp<strong>in</strong>g, or colorum buses and jeepneys. That may happen – only if thieves and violators donot shield <strong>the</strong> RFID tag and <strong>the</strong> police are equipped with readers. Any wireless device, likeRFID is susceptible to shield<strong>in</strong>g by creat<strong>in</strong>g a ―Faraday cage‖ or by cover<strong>in</strong>g it with alum<strong>in</strong>iumfoil. Therefore, if <strong>the</strong> vehicle‘s RFID does not appear <strong>in</strong> <strong>the</strong> sensor‘s radar screen, it does notexist. Surely, an organized crime group can exploit this vulnerability.CHILLING POSSIBILITY. Ano<strong>the</strong>r claim of LTO is that it won‘t <strong>in</strong>trude <strong>in</strong>to <strong>the</strong> privacy of vehicleowners. This, aga<strong>in</strong>, is open to question.In 2004-2005, <strong>the</strong> Federal Trade Commission of <strong>the</strong> USA conducted a workshop toreview RFID‘s impact on privacy. On 22 July 2006, Reuters reported that two hackers, Newitzand Westhues at a conference <strong>in</strong> New York City showed that <strong>the</strong>y could clone <strong>the</strong> RFID signalfrom a human implanted RFID chip, prov<strong>in</strong>g that <strong>the</strong> chip is not hack-proof as was previouslyclaimed. \Dur<strong>in</strong>g <strong>the</strong> UN World Summit on <strong>the</strong> Information Society (WSIS) <strong>in</strong> November 2005, <strong>the</strong>founder of <strong>the</strong> free software movement, Richard Stallman, protested <strong>the</strong> use of RFID securitycards. When he found out that <strong>the</strong>ir ID cards had RFIDs, he covered his card with alum<strong>in</strong>iumfoil.


Perhaps <strong>the</strong> most chill<strong>in</strong>g possibility about this technology is described <strong>in</strong> Ka<strong>the</strong>r<strong>in</strong>eAlbrecht's book, ―SpyChips: How Major Corporations and Government Plan to Track Your EveryMove with RFID.‖ She sketched "a world of no privacy. . . where every purchase is monitoredand recorded <strong>in</strong> a database and every belong<strong>in</strong>g is numbered. Where someone many Statesaway or perhaps <strong>in</strong> ano<strong>the</strong>r country has a record of everyth<strong>in</strong>g you have ever bought. What'smore, <strong>the</strong>y can be tracked and monitored remotely."NO GLOBAL STANDARD. S<strong>in</strong>ce this system will entail <strong>the</strong> use of radio frequency, it mustrequire permission from <strong>the</strong> National Telecommunications Commission (NTC). Has <strong>the</strong> LTOsecured <strong>the</strong> approval of <strong>the</strong> NTC?Corollary to <strong>the</strong> frequency allocation is <strong>the</strong> RFID standard (<strong>the</strong>re is as yet no globalstandard) that <strong>the</strong> LTO–proposed system would use. The LTO may end up with a proprietarystandard that is not compatible with o<strong>the</strong>r systems. For example, those used <strong>in</strong> <strong>the</strong> USA are<strong>in</strong>compatible with those used <strong>in</strong> Japan or Europe. It is probably <strong>in</strong>compatible also with a 2005proposal from a well-known electronics company to <strong>in</strong>corporate RFID <strong>in</strong> a Philipp<strong>in</strong>es nationalID system (aga<strong>in</strong>, ano<strong>the</strong>r government project that is ei<strong>the</strong>r dead, <strong>in</strong> hibernation, or <strong>in</strong>resurrection).CROSS YOUR FINGERS. RFID is a technology that has become widespread <strong>in</strong> warehous<strong>in</strong>gand logistics. Wal-Mart is <strong>the</strong> biggest and early user. If <strong>the</strong> Court changes course aga<strong>in</strong>, RFIDmay aga<strong>in</strong> f<strong>in</strong>d resurrection. For Philipp<strong>in</strong>e motorists, <strong>the</strong> hope is that an enlightened LTO shall:Pilot-test a work<strong>in</strong>g system first with public transport so that <strong>the</strong> data problem between<strong>the</strong> LTO and <strong>the</strong> Land Transportation Franchise and Regulatory Board is resolved. Thiscan <strong>the</strong>n be used to detect out-of-l<strong>in</strong>e buses and jeepneys, and enable coord<strong>in</strong>atedschedul<strong>in</strong>g to reduce congestion and GHG emissions <strong>in</strong> urban areas.Demonstrate a fully function<strong>in</strong>g system (ala Bermuda) <strong>in</strong> one LTO branch for vehicleregistration, where vehicle owners can drive through and renew <strong>the</strong>ir registrationpaperless, l<strong>in</strong>ked to automated emission test<strong>in</strong>g - without stencill<strong>in</strong>g, and withoutdisembark<strong>in</strong>g. All this <strong>in</strong> less than 10 m<strong>in</strong>utes per transaction.When <strong>the</strong> above has been proven to work, <strong>the</strong>n <strong>the</strong> RFID can be ramped up nationwide aspart of an automated registration system. The plate number can <strong>the</strong>n be dispensed with, and<strong>the</strong> number of LTO branches and employees reduced by 50 percent.(Editor’s Note: The author, aside from be<strong>in</strong>g a member of <strong>AAP</strong>, is a former member of <strong>the</strong>Philipp<strong>in</strong>e Computer Society and an <strong>in</strong>ternationally recognized consultant ontransportation)

Interested parties may renew or apply for<strong>AAP</strong> membership or PIDP <strong>in</strong> <strong>the</strong> comfort of <strong>the</strong>ir home. The <strong>AAP</strong> membership card will bemailed to new members or maybe be picked-up at <strong>the</strong> nearest <strong>AAP</strong> offices.PIDP applicants can avoid <strong>the</strong> long l<strong>in</strong>es <strong>in</strong> <strong>the</strong> <strong>AAP</strong> ma<strong>in</strong> office by apply<strong>in</strong>g onl<strong>in</strong>e.However, <strong>the</strong> PIDP is for pick-up only s<strong>in</strong>ce <strong>the</strong> applicant or representative must present orig<strong>in</strong>alcopies of <strong>the</strong> required documents. The loss of lives and limbs caused by <strong>in</strong>creas<strong>in</strong>g<strong>in</strong>cidents of driv<strong>in</strong>g under <strong>the</strong> <strong>in</strong>fluence of liquor and narcotics (DUI) has prompted <strong>the</strong><strong>Automobile</strong> Association Philipp<strong>in</strong>es (<strong>AAP</strong>) to launch a vigorous campaign aga<strong>in</strong>st DUI.Recently, five people were seriously <strong>in</strong>jured when <strong>the</strong> car <strong>the</strong>y were rid<strong>in</strong>g rammed atree <strong>in</strong> Quezon City. Accord<strong>in</strong>g to police reports, <strong>the</strong> driver and passengers were all drunk. Inano<strong>the</strong>r accident, two people were killed after a wayward car hit a taxi cab. The police suspectsthat <strong>the</strong> driver of <strong>the</strong> car, who also died <strong>in</strong> <strong>the</strong> accident, was drunk and lost control of his vehicle.―The time to act is now. We should not wait for <strong>the</strong> number of DUI-related road crashesto go sky-high before we give this matter serious attention," <strong>AAP</strong> Vice President JohnnyAngeles says.Facts and figuresThe Metro Manila Accident Report<strong>in</strong>g and Analysis System (MMARAS) of <strong>the</strong> MetroManila Development Authority reported that only 11 people were <strong>in</strong>jured <strong>in</strong> separate <strong>in</strong>cidents ofroad crashes result<strong>in</strong>g from DUI <strong>in</strong> 2009. On a nationwide scale, reports from <strong>the</strong> Philipp<strong>in</strong>eNational Police Highway Patrol Group (PNP-HPG) revealed that alcohol-related accidents<strong>in</strong>creased by 6.2 percent from 692 <strong>in</strong> 2008 to 735 <strong>in</strong> 2009.At one of <strong>AAP</strong>‘s road safety conferences, Dr. Ricardo Sigua of <strong>the</strong> University of <strong>the</strong>Philipp<strong>in</strong>es National Center for Transportation Studies (UP-NCTS) said it is possible that <strong>the</strong>reis an under-report<strong>in</strong>g of accidents <strong>in</strong> <strong>the</strong> country. Accord<strong>in</strong>g to Sigua, data collection is one of<strong>the</strong> key areas towards improv<strong>in</strong>g road safety. Information on where and when crashes occurred,characteristics of victims and events that led to <strong>the</strong> crash is needed to properly address roadsafety issues such as DUI.The World Health Organization reported road accidents as <strong>the</strong> second lead<strong>in</strong>g cause ofdeath among <strong>in</strong>dividuals aged five to 29 worldwide. About 40 percent of road accidents are DUIrelated.Blood alcohol contentThe blood alcohol concentration (BAC) level or <strong>the</strong> concentration of alcohol <strong>in</strong> <strong>the</strong> bloodof an <strong>in</strong>dividual can be dist<strong>in</strong>guished by blood or ur<strong>in</strong>e tests. The alcohol a person dr<strong>in</strong>ks can bedetected <strong>in</strong> his/ her breath because it is absorbed from <strong>the</strong> mouth, throat, stomach and<strong>in</strong>test<strong>in</strong>es <strong>in</strong>to <strong>the</strong> bloodstream; <strong>the</strong> blood goes through <strong>the</strong> lungs where some of <strong>the</strong> alcoholmoves across <strong>the</strong> membrane of <strong>the</strong> lung‘s air sacs or alveoli <strong>in</strong>to <strong>the</strong> air.At ano<strong>the</strong>r <strong>AAP</strong> road safety sem<strong>in</strong>ar, Dr. Orlando Ocampo of <strong>the</strong> University of <strong>the</strong>Philipp<strong>in</strong>es-Philipp<strong>in</strong>e General Hospital (UP-PGH) Trauma Center expla<strong>in</strong>ed that as <strong>the</strong> BAC <strong>in</strong>a driver‘s body <strong>in</strong>creases from zero, <strong>the</strong> risk of be<strong>in</strong>g <strong>in</strong>volved <strong>in</strong> a car crash starts to risesignificantly at a blood alcohol concentration of 0.04 grams per deciliter of blood (g/dl).Many people believe that a few dr<strong>in</strong>ks will do <strong>the</strong>m no harm, but research proves <strong>the</strong>mwrong. A study <strong>in</strong> <strong>the</strong> United States <strong>in</strong>dicates a driver with a BAC level of .08, which equates tothree to five bottles of beer, is at least 11 times more likely to be killed <strong>in</strong> a car crash than asober driver.


The BAC limit for drivers varies all over <strong>the</strong> world. Australia has a 0.05 percent BAClimit, 0.08 percent <strong>in</strong> Canada and New Zealand. In Japan and Saudi Arabia, it is 0.00 percentwhich means that drivers who take even a sip of an alcoholic dr<strong>in</strong>k are already consideredlegally impaired.In <strong>the</strong> state of Wash<strong>in</strong>gton, a driver with a BAC of 0.08 percent or above is considered<strong>in</strong>toxicated while <strong>in</strong> California, <strong>the</strong> BAC limits are; 0.08 percent or higher for drivers 21 years oldand above, 0.01 percent or higher for drivers below 21 years old, and 0.04 percent or higher fordrivers of commercial vehicles. The result of <strong>the</strong> BAC test determ<strong>in</strong>es if a driver is DUI and nothow <strong>the</strong>y look or act. In <strong>the</strong> Philipp<strong>in</strong>es, <strong>the</strong>re is no prescribed BAC limit for drivers, thus ourtraffic enforcers do not know how to prove whe<strong>the</strong>r a motorist is really DUI or not.―We, at <strong>the</strong> <strong>AAP</strong>, have been lobby<strong>in</strong>g for <strong>the</strong> issuance of <strong>the</strong> implement<strong>in</strong>g rules andregulations (IRR) relat<strong>in</strong>g to Republic Act 4136 [The Land Transportation and Traffic Code],Article V Sec. 53 on Driv<strong>in</strong>g Under <strong>the</strong> Influence of liquor or narcotic drugs. Without <strong>the</strong> IRR,<strong>the</strong>re is no legal basis for pronounc<strong>in</strong>g whe<strong>the</strong>r a person is under <strong>the</strong> <strong>in</strong>fluence or not,‖ saidAngeles.On August 2008, <strong>the</strong> Department of Transportation and Communications issued arevised schedule of <strong>the</strong> Land Transportation Office‘s f<strong>in</strong>es and penalties. The f<strong>in</strong>e for DUI ofliquor leaped from P2,000 to P5,000 toge<strong>the</strong>r with suspension of driver‘s license for <strong>the</strong> firstoffense; DUI of drugs from P2,000 to P10,000 plus automatic revocation of license.<strong>AAP</strong> takes actionAs part of its campaign aga<strong>in</strong>st DUI, <strong>AAP</strong> donated two digital alcohol breath analyzers to<strong>the</strong> University of <strong>the</strong> Philipp<strong>in</strong>es-Philipp<strong>in</strong>e General Hospital (UP-PGH) dur<strong>in</strong>g one of <strong>AAP</strong>‘sroad safety conferences <strong>in</strong> 2008. <strong>AAP</strong> plans to donate many more digital alcohol breathanalyzers to traffic districts <strong>in</strong> Metro Manila and <strong>the</strong> PNP-HPG.In a recent meet<strong>in</strong>g with PNP-HPG Director PCSupt. Orlando Mabutas, <strong>AAP</strong> donatedone digital alcohol breath analyzer to <strong>the</strong> PNP-HPG, <strong>the</strong> "Guardian of <strong>the</strong> Highways." Asidefrom crime prevention, <strong>the</strong> PNP-HPG‘s mission <strong>in</strong>cludes traffic control and safety of highwaysand major thoroughfares, vehicles, people and goods.The digital alcohol breath analyzers <strong>AAP</strong> gave to UP-PGH and PNP-HPG have amouthpiece or breath pipe <strong>in</strong>to which a person blows. After a few seconds, <strong>the</strong> result isdisplayed. Compared to blood or ur<strong>in</strong>e tests, us<strong>in</strong>g <strong>the</strong> digital alcohol breath analyzer is morepractical <strong>in</strong> roadside situations.By donat<strong>in</strong>g digital alcohol breath analyzers, <strong>AAP</strong> hopes to speed up <strong>the</strong> establishmentof <strong>the</strong> IRR that will penalize drunk drivers. <strong>AAP</strong> believes that <strong>the</strong> absence of a stricter policy andstandard BAC limit makes it difficult for law enforcers to fully implement <strong>the</strong> exist<strong>in</strong>g road andtraffic regulations.
