2NATIONAL STRUCTURES2.1 CO-ORDINATING STRUCTURESThis publication needs to be located within the overall <strong>IVEA</strong> policyframework and the following section describes this framework.There is a wide range of agencies, statutory and voluntary, involvedin the provision of services to refugees, asylum seekers and minoritylinguistic groups. Because the situation in this area developedso rapidly and to such an extent over the last number of years, itappears that services were introduced on an ad hoc basis in order todeal with the issue.In order to bring greater efficiency to existing services <strong>IVEA</strong>recommends that a national co-ordinating body be establishedcomprising all agencies, both statutory and voluntary, with a brief toensure that services are delivered in the most efficient way possibleand to eliminate overlapping of services.The <strong>IVEA</strong> recommends that the co-ordinating body be operated onthree levels: national, local and community. This pillar of <strong>IVEA</strong>policy is elaborated on in Appendix I.2.2 PURSUING <strong>IVEA</strong> POLICY ATNATIONAL LEVELFollowing publication of the <strong>IVEA</strong> Policy on Educational Provisionfor Asylum Seekers, Refugees and other Non-nationals (2001),<strong>IVEA</strong> promoted its recommendations with the Department ofEducation and Science and other education bodies. The <strong>IVEA</strong> metdirectly with officials in the Further Education Section of the DESand the Reception and Integration Agency. <strong>IVEA</strong> also met withrepresentatives from several political parties.The <strong>IVEA</strong> Working Group has met with other agencies and providersat national level with a view to discussing policy positions and sharinginformation, including the Irish Refugee Council (IRC) and the NationalConsultative Committee on Racism and Interculturalism (NCCRI).The<strong>IVEA</strong> co-operates and is represented on the following Working Groups:• The National Council for Curriculum & Assessment (NCCA)- Interculturalism and the Curriculum Steering Committee;• Education Working Group on Awareness Programme forAnti-racism and Interculturalism (led by the DES);• The NALA ESOL Working Group;• The IILT Materials Development Working Group (at therequest of the DES).13
