cooperative, a rural bank and local governments.Each offers different low-interest loan optionsalong with support such as technical advice onmanaging climate risks, savings plans and accessto lower-cost agricultural inputs such as fertilizers.Participants have reported rises in their incomesnot only because the loans are cheaper but alsobecause they can invest in new tools, choosewhere to market their goods and diversify theirsources of income.Other demonstration projects included one inthe provinces of Benguet and Ifugao, where newoptions for forest enrichment, livestock-raising,and soil and water management were introducedto upland farmers. The programme providedsupport to Sorsogon City to develop a city-shelterplan with built-in climate considerations and toestablish design parameters for climate-resilientcoastal communities.The programme drew on global expertise and onlessons emerging from the projects for training,mentoring, and coaching. It helped local andnational authorities to understand the implicationsof climate change and develop capacity toaddress it. New exercises, such as vulnerabilityassessments, were piloted in Agusan del Norte,where the demonstration projects were alreadywell under way and local authorities had gained abasic knowledge of the issues at stake.By the end of 2011, when the UN jointprogramme came to a close, 80 provinceshad developed long-term 2020-2050 climatescenarios and 43 had conducted vulnerabilityand adaptation assessments. Climate changehad been broadly integrated into the PhilippineDevelopment Plan and identified as one offive priority areas for budgeting. The Presidenthad designated a new Cabinet cluster on theenvironment and climate change. Throughanother UN intervention, which entailed strategicstudies on the health impacts of climate changeand training for health workers, the Departmentof Health issued an administrative order requiringclimate considerations to be factored intohealth programmes.All of these measures will fuel further progressin the Philippines, backed by the continuedpartnership of the UN system. The latest UNDAFprioritizes support for inclusive, sustainable andresilient development through 2018. With thejoint programme on climate change having beenthe first successful venture of its type for theUN country team, agencies have learned skillsand methods of working together to continuedelivering far-reaching results.Viet Nam: Social Protectionfor All“Viet Nam actively promotes economic growthin tandem with improved social protection andbetter living conditions for all. This is at theheart of the Social Protection Floor initiative.We congratulate Ms Bachelet and the AdvisoryGroup for this landmark report”.—Nguyen Tan Dung, Prime Minister of theSocialist Republic of Viet Nam, 9 October 2011In general, Viet Nam is on track to achieve theMDGs. An important element in sustaining itsdynamic economic and social progress will be toimplement a comprehensive and universal socialprotection floor. Insurance, social assistanceand other measures will ensure that people whoconfront hardship or are vulnerable have asafety net.While a number of UN agencies have assistedthe Government with social protection policiesand programmes, including ILO, UNDP,UNFPA, UNICEF and UN-Women, it has takena global initiative and reforms encouragingthe UN country team to deliver as one tobring these efforts together to achieve greaterimpact. Previous interventions were ad hocand complicated by fragmented governmentefforts and a lack of strategic directionon making social protection inclusive.A shift began in late 2010, when the recentlyappointed Executive Director of UN-Women,who was also the Chairperson of the Advisory14 Synthesis of 2011/2012 Resident Coordinator Annual Reports
Group on the UN Social Protection Floor Initiative,visited Viet Nam. The initiative, developed by theUN Chief Executives Board in response to theglobal economic crisis, frames joint UN supportfor social protection. It establishes the principlethat social protection systems should have a floorof basic income and services and a guaranteethat no member of society will fall beneath it.Besides being universal, systems should be basedon human rights, designed and led by individualcountries and affordable by all countries.At the time, the Government was drafting anational social protection strategy. On behalf ofthe Advisory Group, the Chairperson discussedthe Social Protection Floor Initiative with thePrime Minister, generating a high level of politicaland public visibility. The principles of nondiscriminationand participation resonated wellwith national objectives. The UN country teamsaw this as an opportunity to come together,engage with senior government officials andkeep the momentum of the initiative.Working together throughout 2011, agenciesused the Social Protection Floor Initiative as atouchstone for providing policy advice, sharingpositive experiences from other developingcountries and encouraging dialogue amongpolicymakers from different national institutions.They brought forward perspectives whichat times differed from those of internationalfinancial organizations and major bilateraldonors also involved with the issue. Analysis ofmultidimensional poverty, for example, used abroader definition beyond income while a costingof the expansion of social protection drew onsocial protection floor principles in reiterating aminimum level for everyone.Mechanisms under ongoing Delivering as Onereforms helped the UN country team to coordinateits efforts. A joint programming group on socialprotection brought team members into regularconsultations to shape common positions. TheOne communications team upheld consistentmessaging around recommendations and findings.© United Nations Capital Development Fund/Adam Rogers Country programmeConcerted advocacy and the steady supplyof information paid off in June 2012, when agovernment resolution offered new opportunitiesto translate the Social Protection Floor Initiativeinto practical policies. For social assistanceprogrammes, the Government agreed to considernew measures, including an income thresholdwhich would trigger access to cash transfers,basic social services and a reduction, over time,in social pension eligibility from age 80 to age 65.A draft employment law now includes Viet Nam’sfirst public employment programme, which wouldguarantee jobs for people who are poor andcannot find other sources of work.The new momentum around social protectionmade it a priority in the UN country team’s unifiedOne Plan for 2012-2016. It coordinates activitiesby agencies, directing their contributions to theareas where they have greatest expertise. UNagencies in Viet Nam have also collaborated toensure the coherence of different pillars of thesocial protection system in Viet Nam. Together,the members of the UN country team will moveforward on issues such as employment-relatedsafety nets, advocacy for a common retirementage for men and women, progressive socialassistance policies linked to income rather thancategories of people, and a cash transfer pilot.Furthermore, in the UN One Plan 2012-2016, theUN agencies aim to support the Government tomove progressively from the current system offragmented social protection initiatives targetingthe most vulnerable and disadvantaged towards auniversal and integrated social protection systemthat is equitable, comprehensive, inclusive andsustainable and provides protection and supportto all Vietnamese citizens.Chapter 1: United to Deliver development results 15
