Livelihood tra<strong>in</strong><strong>in</strong>ghas assisted some like Jamiya Labisoni, whoat 16 has already been married and divorced.She jumped at the chance to learn to be abaker. “I can now support myself and myson”, she says. “The future looks bright”.Improv<strong>in</strong>g access to sexual and reproductivehealth <strong>in</strong>formation and services is a criticalprogramme component, given how often thelack of these can derail young lives. A cadreof girls has been tra<strong>in</strong>ed not only to accessknowledge and services themselves but alsoto pass on what they learn to their peers. Othertra<strong>in</strong><strong>in</strong>g has <strong>in</strong>structed service providers on howto offer care that is friendly and empower<strong>in</strong>g toyoung people. In the programme area, more than4,000 adolescent girls turned to these services<strong>in</strong> the first six months of 2012, from a historyof almost no usage.To broaden understand<strong>in</strong>g of issues fac<strong>in</strong>gadolescent girls and to <strong>in</strong>spire action on theirbehalf, the programme has helped to launchpublic advocacy campaigns and a seriesof dialogues with girls, community leaders,parents and school authorities. Early and forcedmarriages quickly emerged as a key concern.In Mangochi, local leaders proactively cametogether to create a committee that now reviewsand advises on cases of these marriages. Asa result, the number <strong>in</strong> the area has decl<strong>in</strong>ed,and fewer girls are dropp<strong>in</strong>g out of school.With programme back<strong>in</strong>g, community victimsupport units have been established <strong>in</strong> bothdistricts. Teams of health, development andchild protection workers, <strong>in</strong> partnership withrepresentatives from community polic<strong>in</strong>gnetworks, help to identify and respondto cases of violence aga<strong>in</strong>st women andadolescent girls, <strong>in</strong>clud<strong>in</strong>g by report<strong>in</strong>g themto the police. Seventy adolescent girls havebecome community peer educators active<strong>in</strong> stopp<strong>in</strong>g gender-based violence.The many successes of the jo<strong>in</strong>t programmecannot mask the fact that Malawi as a wholefaces steep challenges <strong>in</strong> empower<strong>in</strong>gwomen and girls, one explanation for slowprogress towards the MDGs on poverty,education, gender equality and maternalhealth. Accelerat<strong>in</strong>g achievement will requirethe enhanced engagement of the centralGovernment as a catalyst for nationwidecommitment and action and changes <strong>in</strong>attitudes and behaviours across communities.A second prong of jo<strong>in</strong>t UN support for genderequality <strong>in</strong> Malawi has helped the Governmentto develop a strategic agenda for change. In2011, as Malawi began prepar<strong>in</strong>g its secondgrowth and development strategy spann<strong>in</strong>g2011-2016, a 10-person delegation of highlevelexperts from UN regional offices, led by28 Synthesis of 2011/2012 Resident Coord<strong>in</strong>ator Annual Reports
UN-Women, came to review the situation on theground and make specific recommendations.These <strong>in</strong>cluded strengthen<strong>in</strong>g gender-equalityfocal po<strong>in</strong>ts <strong>in</strong> sectoral m<strong>in</strong>istries such ashealth and education as well as boost<strong>in</strong>g thecoord<strong>in</strong>at<strong>in</strong>g role of the M<strong>in</strong>istry of Gender,Children and Social Welfare. The expertsproposed disaggregat<strong>in</strong>g more data by genderto reveal an accurate picture of <strong>in</strong>equalitiesand to identify strategic entry po<strong>in</strong>ts.the growth <strong>in</strong> gendertheme groupsA grow<strong>in</strong>g number of UN country teams– from 37 <strong>in</strong> 2004 to 105 <strong>in</strong> 2011 and106 <strong>in</strong> 2012 – are conven<strong>in</strong>g gendertheme groups to br<strong>in</strong>g together genderequalityadvocates <strong>in</strong>side and outsidethe UN system. The groups can play acritical role <strong>in</strong> ensur<strong>in</strong>g that <strong>in</strong>ternationalcommitments are translated <strong>in</strong>to nationalstrategies, laws and policy frameworks.In Mongolia, the gender theme groupbrought together government focalpo<strong>in</strong>ts, m<strong>in</strong>isterial representatives,non-governmental organizations anddevelopment partners. It was active <strong>in</strong> thedevelopment and adoption of the GenderEquality Law by the Mongolian Parliament<strong>in</strong> February 2011. The law aims to ensurethe equal participation of women andmen <strong>in</strong> all political, legal, economic,cultural and social spheres. Subsequently,the Electoral Law <strong>in</strong>troduced a 20 percent quota for women candidates.In Myanmar, the gender theme groupsupported the M<strong>in</strong>istry of Social Welfare,Relief and Resettlement <strong>in</strong> prepar<strong>in</strong>gthe National Plan of Action for theAdvancement of Women (2011-2015).It seeks to enhance women’s access toeducation, health, and economic assetsand benefits.The process helped to deepen the UN countryteam’s engagement with the M<strong>in</strong>istry ofEconomic Plann<strong>in</strong>g and Development, taskedwith prepar<strong>in</strong>g the strategy, and positioned theM<strong>in</strong>istry of Gender, Children and Social Welfareto play a central role <strong>in</strong> the negotiations. UNcountry team members also engaged withsectoral m<strong>in</strong>istries, such as those for healthand education, to advocate that their <strong>in</strong>putsencompass clearly def<strong>in</strong>ed gender-equalitygoals. When the Government approved thef<strong>in</strong>al draft of the strategy, it featured specificgender-equality measures and targets,such as those to improve the retention ofgirls <strong>in</strong> schools and to delay marriages.Susta<strong>in</strong>ed support for implement<strong>in</strong>g the strategywill come from the coord<strong>in</strong>ated efforts of theUN system. It <strong>in</strong>tegrates gender-equality aims<strong>in</strong>to all programme areas of its framework2012-2016 action plan.
