counsell<strong>in</strong>g and grants to start bus<strong>in</strong>esses.A series of firsts was also achieved that couldadvance progress for women for years to come:among them the first national strategy to combatviolence aga<strong>in</strong>st women, the first NationalCommittee on Women’s Employment and thefirst shelter for women survivors of violence<strong>in</strong> Gaza.A series of high-profile broadcasts by thePalest<strong>in</strong>ian Broadcast<strong>in</strong>g Corporation sparkedunprecedented public discussion on issuessuch as women and violence, the legal systemand the labour market.In close partnership with the M<strong>in</strong>istry ofWomen’s Affairs, six UN organizations – ILO,<strong>UNDP</strong>, UNESCO, UNFPA, UNRWA and UN-Women – helped to make these and other<strong>in</strong>novations happen. A f<strong>in</strong>al evaluation concludedthat the broad scope of the programmecontributed significantly to six of the eight MDGs.Through collaboration, the UN country teamwas able to br<strong>in</strong>g together a range of nationaland local actors to propel progress towardsgender equality, even aga<strong>in</strong>st a challeng<strong>in</strong>gbackdrop. Palest<strong>in</strong>ian women face oppressionfrom cont<strong>in</strong>ued occupation as well as a deeplyentrenched patriarchy. While they are <strong>in</strong>creas<strong>in</strong>glywell educated, they have one of the world’slowest rates of participation <strong>in</strong> the labour market.In surveys, up to 65 per cent of married womenhave reported some k<strong>in</strong>d of domestic abuse.These and other stark realities guided theprogramme’s top priorities: reduc<strong>in</strong>g violence,<strong>in</strong>creas<strong>in</strong>g women’s representation <strong>in</strong> politicaland other forms of decision-mak<strong>in</strong>g, andadvanc<strong>in</strong>g economic opportunities.The strategy to combat violence aga<strong>in</strong>st womenwas an early measure, prepared with <strong>in</strong>puts fromsurvivors, women’s organizations, police andrefugees. After the Palest<strong>in</strong>ian Cab<strong>in</strong>et endorsedit <strong>in</strong> 2011, the UN country team helped to drawtogether six m<strong>in</strong>istries, under the guidance ofthe M<strong>in</strong>istry of Women’s Affairs, to create actionplans for the implementation of the strategy.Under its plan, the M<strong>in</strong>istry of Justice agreed tocomprehensively review laws and legal practicesrelat<strong>in</strong>g to violence and improve police work,forensic medic<strong>in</strong>e and prosecutions. A critical firststep was the crim<strong>in</strong>alization of so-called honourkill<strong>in</strong>gs, by presidential decree. The M<strong>in</strong>istry ofHealth adopted a guide for health providers ondeal<strong>in</strong>g with gender-based violence, used for anational referral system for violence survivors.The M<strong>in</strong>istry of Education accredited a courseon end<strong>in</strong>g violence <strong>in</strong> schools now be<strong>in</strong>grolled out <strong>in</strong> all schools after be<strong>in</strong>g piloted<strong>in</strong> four by the jo<strong>in</strong>t programme. A series oftra<strong>in</strong><strong>in</strong>g curricula <strong>in</strong>cludes one for fourthyearlaw students to learn how to respondto cases of violence aga<strong>in</strong>st women. Tra<strong>in</strong><strong>in</strong>gfor sharia court judges encouraged themto adopt trial practices protect<strong>in</strong>g women’sfreedom of speech and mak<strong>in</strong>g women moreaware of legal rights under sharia law.One major strategy of the jo<strong>in</strong>t programme wasto gather evidence on gender discrim<strong>in</strong>ation,the depth and details of which have beenobscured by the lack of <strong>in</strong>formation. Tra<strong>in</strong><strong>in</strong>gfor statisticians and field workers at the CentralBureau of Statistics led them to <strong>in</strong>corporategender dimensions <strong>in</strong>to the general nationalsurvey on violence, which is conducted everyfive years. It provided the first systematicallygenerated data about forms of violencepredom<strong>in</strong>antly affect<strong>in</strong>g women both <strong>in</strong> publicand private. Policymakers will now be able touse these data to formulate effective responses.Another measure was to help the M<strong>in</strong>istryof Women’s Affairs to set up a unit todevelop national gender <strong>in</strong>dicators andmonitor advancements and gaps <strong>in</strong> closecooperation with the Central Bureauof Statistics, gender units <strong>in</strong> 13 majorm<strong>in</strong>istries and the M<strong>in</strong>istry of Plann<strong>in</strong>g.30 Synthesis of 2011/2012 Resident Coord<strong>in</strong>ator Annual Reports
