C. Harmonized Operations Produce Efficiency Gainskey DATA 11uuuuuuuuA recent global survey of 90 countries found an average savings of 12.5 per centfrom joint long-term procurement agreements. In monetary terms, long-termagreements help to achieve volume discounts, lower unit prices and decreaseinternal administrative costs.The survey found non-monetary benefits as well. Eighty-four per cent of thecountries reported reduced staff workloads, 80 per cent a decline in duplicatedprocesses, and 74 per cent enhanced service provision.In 2011-2012, the UN system saved $20 million by harmonizing currencyexchangepractices.In 2012, 59 countries had UN Houses or common premises.Key AchievementsuuuuHarmonized business practices continue toincrease efficiency and cost-effectiveness.To consolidate and build on these gains, theUNDG and the High Level Committee onManagement (HLCM) agreed on StandardOperating Procedures for countries wishingto adopt the Delivering as One approach,including for six key areas of operations.The country-level Business OperationsStrategy framework to deliver on the StandardOperating Procedures has been developedto guide the planning and monitoring of UNoperations at the country level; 16 countriesare piloting it in 2013.uuTowards enhanced staff capacities, over 90agency staff members completed training inharmonized business operations.uuThe new UNDG Business Operations Rostercomprises 34 UN staff experts equipped tosupport UN country teams.Trends and ProgressAt the heart of the UNDG’s work is thedrive for continued innovation in businessoperations and joint funding to supportgreater development effectiveness.Harmonized business practices in 2011-2012continued to produce efficiency gains and costeffectiveness,delivering more with less. ManyUN country teams are making progress towardsjoint procurement – for example, through jointbidding and long-term agreements for commonsupplies and services.
