Increas<strong>in</strong>g Momentum Around Human RightsThe ma<strong>in</strong>stream<strong>in</strong>g of human rights with<strong>in</strong> theUN system has been central to a series of theSecretary-General’s reform <strong>in</strong>itiatives s<strong>in</strong>ce1997. In the area of development, humanrights ma<strong>in</strong>stream<strong>in</strong>g has progressively ga<strong>in</strong>edmomentum under the UNDG human rightsma<strong>in</strong>stream<strong>in</strong>g mechanism (UNDG-HRM),established <strong>in</strong> December 2009 as a successor tothe UN <strong>in</strong>ter-agency Action 2 Global Programme.Moreover, the 2010 MDG Summit and the 2012Rio+20 Summit reiterated the importance offurther <strong>in</strong>tegrat<strong>in</strong>g human rights <strong>in</strong>to the work ofthe UN system and of apply<strong>in</strong>g a human rightsbasedapproach to susta<strong>in</strong>able development.A grow<strong>in</strong>g number of UN country teams aresupport<strong>in</strong>g Governments <strong>in</strong> their efforts tofulfil human rights treaty obligations and<strong>in</strong>tegrate human rights <strong>in</strong>to national policiesand programmes.The case studies of Kenya and Uruguay highlightthe critical role that UN country teams play – both<strong>in</strong> low-<strong>in</strong>come and middle-<strong>in</strong>come countries– <strong>in</strong> support<strong>in</strong>g efforts by national actors to<strong>in</strong>tegrate human rights <strong>in</strong>to national developmentprocesses and to reform <strong>in</strong>stitutions, policies andlaws <strong>in</strong> accordance with human rights standards.In both examples, the UN system is called on toprovide technical expertise, broker experiencesfrom around the world and draw on its normativemandate and conven<strong>in</strong>g power to leverage theimpact of its support.The unique role and comparative advantageof the UN system <strong>in</strong> promot<strong>in</strong>g the values,pr<strong>in</strong>ciples, norms and standards of the UNCharter will cont<strong>in</strong>ue to form an <strong>in</strong>tegral part ofUN operational activities for development. Humanrights, equality and susta<strong>in</strong>ability have beenrecognized as the three fundamental pr<strong>in</strong>ciplesof the post-2015 agenda.Kenya: Translat<strong>in</strong>g Rights<strong>in</strong>to Practice“For development to be mean<strong>in</strong>gful, rights mustbe realized by those whose development is atstake.”– Kenya’s National Human Rights Action Plan“Through engag<strong>in</strong>g with the UN, we havehad experts walk us through the process ofma<strong>in</strong>stream<strong>in</strong>g human rights <strong>in</strong>to practices andplans. The UN has helped create understand<strong>in</strong>gand buy-<strong>in</strong>, and then to develop a programmethat can be rolled out to the rest of the publicservices, which will then empower citizens todemand their rights.”– Mary Ndeto, Transition AuthorityA decade after Kenya’s return to multi-partydemocracy, national commitment to democratic<strong>in</strong>stitutions and human rights rema<strong>in</strong>s strong.The National Commission on Human Rights is<strong>in</strong>ternationally respected, and the Constitution,overwhelm<strong>in</strong>gly endorsed by public referendum<strong>in</strong> 2010, is one of the most progressive <strong>in</strong> Africa.It paves the way for extensive restructur<strong>in</strong>g ofthe Government, <strong>in</strong>clud<strong>in</strong>g redress<strong>in</strong>g disparities<strong>in</strong> <strong>in</strong>come and access to public services. Itencompasses rights for all as well as for specificmarg<strong>in</strong>alized groups and for the first timeguarantees economic, social and cultural rights.The UN country team, <strong>in</strong>clud<strong>in</strong>g <strong>UNDP</strong>, UNICEF,UN-Women and the Human Rights Adviser <strong>in</strong>the Office of the Resident Coord<strong>in</strong>ator, backedeach step of the constitutional draft<strong>in</strong>g process,consistently advocat<strong>in</strong>g a sound ground<strong>in</strong>g <strong>in</strong>human rights. The team helped to conveneconsultations among the Government, NationalCommission on Human Rights and civil societyand supported the participation of m<strong>in</strong>orities,women and children. UN assistance also brought20 Synthesis of 2011/2012 Resident Coord<strong>in</strong>ator Annual Reports
