Usually there is no interest inassessing whether the observations have a non-zero overall mean, and so the tablecontains the total sum of squares "corrected for the grand mean". The secondmay be more convenient to calculate, but the first will be much more accurate if theaccuracy of the representation is limited, as on computers or calculators.
