2.2.2 Graz<strong>in</strong>gGraz<strong>in</strong>g and brows<strong>in</strong>g is a sever threat to the young <strong>plan</strong>tations <strong>in</strong> the strip <strong>forest</strong>s as theadjo<strong>in</strong><strong>in</strong>g fields are cultivated and cattle have no other place for graz<strong>in</strong>g. The major reason forthis graz<strong>in</strong>g pressure is the shr<strong>in</strong>k<strong>in</strong>g <strong>of</strong> pasture areas <strong>in</strong> the village common lands due tochanged land-use pattern. Though the percentage <strong>of</strong> migrant grazers com<strong>in</strong>g from neighbor<strong>in</strong>gstates like Rajasthan is relatively low, their effect is quite drastic. This practice <strong>of</strong> permitt<strong>in</strong>g <strong>of</strong>graz<strong>in</strong>g has to be discouraged and should be strictly enforced <strong>in</strong> future also as the damage causedby graz<strong>in</strong>g and brows<strong>in</strong>g is very high.The measures to control the menace <strong>of</strong> graz<strong>in</strong>g should be discussed <strong>in</strong> the Chapter <strong>of</strong>Miscellaneous Regulations (Chapter XIV).2.2.3 Insects and pestsIn the previous Work<strong>in</strong>g Plan period <strong>in</strong>sect and pest attack was severe <strong>in</strong> Kikar andShisham and there was a large scale casualty <strong>of</strong> these species. The department had engaged ateam <strong>of</strong> scientists from Y.S.Parmar University, Solan, Himachal Pradesh to study the occurrence<strong>of</strong> dry<strong>in</strong>g <strong>of</strong> these species. The study report has attributed this mortality to comb<strong>in</strong>ation <strong>of</strong> factorslike change <strong>in</strong> climate, depletion <strong>of</strong> ground water level apart from pests and diseases.2.2.4 Illicit Fell<strong>in</strong>gThere is a tendency <strong>of</strong> the farmers to remove trees along their fields from the strips/ block<strong>forest</strong> and gradually encroach upon Government land. The local people also cut trees to meettheir requirements <strong>of</strong> timber. The <strong>in</strong>tensity <strong>of</strong> this type <strong>of</strong> fell<strong>in</strong>g is high near the towns andvillages. Apart from this, organized gang <strong>of</strong> illicit fellers are also present <strong>in</strong> the Ferozepur <strong>forest</strong><strong>division</strong>. The <strong>in</strong>cidences <strong>of</strong> illicit fel<strong>in</strong>g are more frequent dur<strong>in</strong>g w<strong>in</strong>ter season.27
