Why <strong>Strategic</strong><strong>Plan</strong>ning?<strong>Strategic</strong> <strong>Plan</strong>ning PhasesThe four-phase process includes <strong>Plan</strong>, Develop,Implement and Review. The Florida <strong>Emergency</strong> <strong>Medical</strong><strong>Services</strong> <strong>Strategic</strong> <strong>Plan</strong> is the result of these processesand is outlined in this document.vision<strong>Strategic</strong> planning is the process that supports thejoint efforts between the EMS Advisory Council, theEMS community, and the Florida Department ofHealth. No single force working alone can accomplisheverything needed to improve and expandprehospital care in Florida.In coordination with the Florida Department ofHealth’s Bureau of <strong>Emergency</strong> <strong>Medical</strong> <strong>Services</strong>, theEMS Advisory Council took a collaborative approachwith a multitude of EMS constituency groups todevelop Florida’s 2010-2012 <strong>Emergency</strong> <strong>Medical</strong><strong>Services</strong> <strong>Strategic</strong> <strong>Plan</strong>. This plan is designed to bea framework to strengthen Florida’s EMS system toachieve one vision.Vision: A unified EMS system that provides evidencebasedprehospital care to people of Florida andserves as the recognized leader in EMS responsenationwide.<strong>Strategic</strong> planning is a tool that provides a pathway foran organization or system to fulfill its vision. Florida’sEMS Advisory Council provides a voice for Florida’sEMS community and the patients we serve.1) The <strong>Plan</strong> phase includes a foundation reviewof existing goals, objectives, and strategies;identification, analysis, and prioritization ofkey organizational factors.2) The Develop phase includes identificationand prioritization of strategic goals;development of strategic objectives andstrategies; and determination of leadsand measures.3) Communication of strategiesto staff and stakeholders anddevelopment of detailedaction plans complete theImplementation phase.4) Reviews of measures,outcomes, action plans,and an annual review atthe first EMS AdvisoryCouncil of each yearensures strategies andactions stay currentwith organizational,customer andstakeholderneeds andchangingrequirements.actionresultsobjectivesObjectives support goals, mission, and vision.goalsGoals support mission and vision, and dictate objectivesstrategymissionMission supports vision, and dictates goals.8
