Minutes from the Executive Board MeetingJanuary 24-25, 200714UNFINISHED BUSINESSNotice of Motion – Meeting MinutesMoved by Almeida/Pridhamand;WHEREAS the ability to recall events becomes more difficult over time,WHEREAS 16 months for the release of minutes is too long a period oftime for release of any meeting minutes, and;WHEREAS the leaders of many of these different units/components maycome to be no longer employed in said units/components and these items dorequire signatures for release to finalize said minutes, and;WHEREAS minutes of Divisions/Sectors/etc are not just a list of who waselected but many times are records of direction from said units activists to it'sleaders on how best to move forward, and;WHEREAS the direction and wishes of the activists many times are timesensitive and require planning commence as soon as possible, requiringminutes be posted/released so the entire membership has transparency on whattheir leaders are doing and expecting of them.THEREFORE BE IT RESOLVED THAT any meeting minutes of unionmembers be signed, released and posted no later than 90 days after the end ofany such meeting.Moved by Elliot/Franche – Closure – CARRIEDThe question was called on the motion and it CARRIED.Notice of Motion - Teleconferencing TechnologyMoved by Rapaport/ElliotWHEREAS teleconferencing technologies on the Internet and thetelephone have become less expensive and more elaborate, and;WHEREAS OPSEU is always looking for ways to save money;THEREFORE BE IT RESOLVED THAT the Board establish a task force toinvestigate teleconferencing technologies for OPSEU meetings;

Ron Elliot declined the nomination.Ballots were distributed, collected and counted. President Casselmanannounced the election of David Rapaport and Jamie Tocker.Moved by O’Brien/JacksonDestroy the ballots.CARRIEDNotice of Motion – Local Staff Rep AssignmentsMoved by Rapaport/PridhamWHEREAS Locals and Local Executive Committees are the foundation ofour union;WHEREAS Local staff representation has been regionally based andperiodically adjusted to meet the needs of the membership;WHEREAS EBMs are mandated to participate in the governance of regions;WHEREAS there is a communication deficiency between OPSEU Central,locals and EBMs;THEREFORE BE IT RESOLVED THAT when assignments are changed thatEBMs are consulted and that Local Presidents are advised.CARRIED
