The Crimea is a perspective region <strong>of</strong><strong>the</strong> international investment cooperation05As a part <strong>of</strong> Ukraine, <strong>ARC</strong> is an important <strong>tourist</strong>, industrialand transit region. Socicreconomical development <strong>of</strong> Crimeais closety connected to it's geopolitical location, climate andresource characteristics, as well as it's powerful intellectualand labor potential. In a stable economic development <strong>of</strong>Crimea a crucial role is given to <strong>the</strong> regional investmentpolicy.lt determines <strong>the</strong> main sources, flows and investmentstructure and <strong>the</strong> order to implement effective measures toenhance investment development.Currently, foreign investment flow into <strong>the</strong> economy <strong>of</strong><strong>ARC</strong> is <strong>about</strong> $ 1 billion. Among <strong>the</strong> regions <strong>of</strong> Ukraine thathave received foreign investments, Crimea is in <strong>the</strong> top ten.The main centers <strong>of</strong> investments are Yalta, Simferopol,Armyansk, Krasnoperekopsk, Alushta, Sudak.The bulk <strong>of</strong> foreign capital in <strong>the</strong> Autonomous Republic<strong>of</strong> Crimea is traditionally concentrated in <strong>the</strong> hospitalityindustry, heavy industry, <strong>the</strong>rapy, construction, transport andtelecommunication enterprises.Active investment cooperation with Crimean partners fromRussian Federation, Germany, Cyprus, <strong>the</strong> UK, <strong>the</strong> USA,Uzbekistan, Switzerland and latvia is <strong>the</strong> result <strong>of</strong> longestablishedties between <strong>the</strong> countries. The share <strong>of</strong> <strong>the</strong>above mentioned countries investment is accounted for90% <strong>of</strong> total foreign direct investment flow to <strong>the</strong> region.The main efforts <strong>of</strong> <strong>the</strong> government in investment policy areconcentrated on <strong>the</strong> development <strong>of</strong> effective mechanisms toattract investment and to apply <strong>the</strong>m accordingly.In particular:1. Strategy <strong>of</strong> economic and social development <strong>of</strong> <strong>the</strong>Autonomous Republic <strong>of</strong> Crimea up to 2020 determinesglobal purpose, mission, strategic goals, operationalobjectives and major directions <strong>of</strong> development <strong>of</strong> <strong>the</strong>region. The main priorities <strong>of</strong> <strong>the</strong> cluster development<strong>of</strong> Crimea: spa and <strong>the</strong>rapy, tourism, farming, transportinfrastructure, fuel and energy complex and heavy industry •2. For regulating legal relations associated with <strong>the</strong>distributing <strong>of</strong> lands on <strong>the</strong> territory <strong>of</strong> <strong>ARC</strong> <strong>the</strong>re has beenprepsred and adopted by Verkhovna Rada <strong>of</strong> Ukraine Law <strong>of</strong>Ukraine .. Amendments to Certain Legislative Acts <strong>of</strong> Ukraineon improving land management in <strong>the</strong> Autonomous Republic<strong>of</strong> Crimea ...3. Prepared a draft <strong>of</strong> <strong>the</strong> law .. About bases <strong>of</strong> development<strong>of</strong> <strong>the</strong> Autonomous Republic <strong>of</strong> Crimea and peculiarities <strong>of</strong>investment activity on it's territory ". The implementation <strong>of</strong><strong>the</strong> law will help to stimulate investment flow and will help toresolve most critical socio-economic problems <strong>of</strong> <strong>the</strong> region.The document has to pass <strong>the</strong> re-negotiation process with<strong>the</strong> interested executive bodies.4. Created Agency for regional development <strong>of</strong> <strong>ARC</strong> thatprovides suppon to <strong>the</strong> promising investment projects.Investors shall cooperate with <strong>the</strong> authorities on <strong>the</strong> principle<strong>of</strong> .. single window solution".The idea <strong>of</strong> organizing Agency for regional development <strong>of</strong><strong>ARC</strong> was supponed by <strong>the</strong> European Union and <strong>the</strong> UnitedNations Development Program and <strong>the</strong> organizations defined.. Agency for regional development <strong>of</strong> <strong>ARC</strong>" as a pilot projectin <strong>the</strong> area <strong>of</strong> effective regional development in Ukraine.5. Council <strong>of</strong> investors by Council <strong>of</strong> Ministers <strong>of</strong> <strong>the</strong>Autonomous Republic <strong>of</strong> Crimea as a body that efficientlysolves problems <strong>of</strong> investors in <strong>the</strong> region and supports<strong>the</strong> promising investment projects. An investment map <strong>of</strong>Crimea is being developed with a visual representation <strong>of</strong> <strong>the</strong>investment potential <strong>of</strong> <strong>the</strong> region.6. Additional interest to investors will hold <strong>the</strong>implementation <strong>of</strong> <strong>the</strong> projects following <strong>the</strong> State Programsin Ukraine: .. Itconsists, first <strong>of</strong> all, <strong>of</strong> stocks <strong>of</strong> hydrocarbonic raw materialon <strong>the</strong> territory <strong>of</strong> peninsula and on adjoining shelf <strong>of</strong> <strong>the</strong>Black and Azov seas. The developed resources <strong>of</strong> naturalgas in <strong>the</strong> Crimea are <strong>about</strong> 50 billion cube meters, oil- <strong>about</strong>3 million tons, gas condensate- more than 5 million tons inrecalculation on conditional fuel, i.e. more than third <strong>of</strong> totalstocks <strong>of</strong> hydrocarbonic raw material in Ukraine. Accordingto experts' estimations, no more than 4% <strong>of</strong> potential volume<strong>of</strong> hydrocarbons stocks is developed in <strong>the</strong> Crimea and on <strong>the</strong>shelf. Besides this, natural and climatic features <strong>of</strong> <strong>the</strong> regionprovide conditions for reception <strong>of</strong> energy from renewedsources: significant wind potential- up to 15 billion kilowatthour per year (average speed <strong>of</strong> wind in some places <strong>of</strong> <strong>the</strong>Crimea makes 5,25-5,75 km/s), high level <strong>of</strong> solar radiation(354 Kw/sq. m), presence <strong>of</strong> geo<strong>the</strong>rmal resources, complex<strong>of</strong> natural and climatic conditions for cultivation <strong>of</strong> cultureswith <strong>the</strong> purpose <strong>of</strong> production <strong>of</strong> biodiesel engine andmethanol, etc.At <strong>the</strong> same time, technical base <strong>of</strong> fuel and energycomplex is characterized by high deterioration degree. So,deterioration <strong>of</strong> air-lines <strong>of</strong> electricity transmissions withvoltage <strong>of</strong> 0.4, 35 and 110 kilowatt has reached its criticallevel.
